Summary

The County of Orange, County Executive Office - Office of Care Coordination (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Service Coordination, Permanent Housing Delivery, and Prevention and Shelter Diversion Services . These services are divided into three related programs: Program A - Services Coordination, Program B - Permanent Housing Delivery, and Program C - Prevention and Shelter Diversion Services. Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.

The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal .

This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Facsimile and e-mail proposals will NOT be allowed. All questions or requests for interpretations must be received within this solicitation by Friday, September 12, 2025 , before 2:00 pm as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation.

Background

The County hereby invites Respondents to submit Proposal(s) in response to this RFP. This RFP is separated into three program components that Respondents may apply for. These three program components are:

  • Program A: Services Coordination
  • Program B: Permanent Housing Delivery, and
  • Program C: Prevention and Shelter Diversion Services.

This RFP is an opportunity to allow Respondents to present Proposal(s) that will assist the County in operating and managing an array of programs as described in this solicitation that address homelessness, by partnering with the County in the form of an actual cost contract. Respondents may submit a Proposal for a single program component or may submit multiple Proposals if applying for multiple components. Proposals should clearly indicate the program component the Respondent is requesting, and requests for multiple components should be submitted as separate proposals. Proposals should indicate which Service Planning Area(s) (SPA) the Respondent intends to serve. Proposals intending to serve multiple SPAs or provide a countywide program must demonstrate the appropriate infrastructure and capacity.

The Homeless Housing, Assistance and Prevention (HHAP) Program provides local jurisdictions with funds to support regional coordination, the development of a unified response to homelessness, and funding to continue the efforts to end homelessness through permanent housing and supportive services informed by best-practices. The HHAP Program prioritizes the strategic pairing of these funds with other local, state, and federal funds, with an emphasis on supporting programs and projects with the most impactful use of funds. HHAP funded service coordination programs that provide street outreach and/or temporary shelter, should demonstrate clear pathways to connect people to permanent housing opportunities. HHAP funds should be housing-focused and inclusive of direct permanent housing interventions. Additionally, HHAP funds support prevention and diversion programs that keep families and individuals in their housing and identify alternatives to entering the shelter system.

HHAP funded projects should be low barrier and must be compliant with the State of California’s Housing First criteria. Services should be delivered in a trauma informed and culturally responsive manner. Respondent(s) are encouraged to describe their mechanism for people with current or past lived experience of homelessness (people with lived experience) to have meaningful and purposeful opportunities to shape and inform program design and implementation, as well efforts to hire people with lived experience. Respondent(s) should demonstrate a commitment to addressing racial disparity and disproportionality in the homeless population, and a commitment to achieving equitable provision of services and outcomes.

Respondent(s) may submit proposals for one or more programs, either individually or in combination, that fall within the scope described for each of the three program components and demonstrate the experience and qualifications to successfully implement the proposed program.

Respondent(s) is/are expected to provide all the services that fulfill or exceed the requirements and conditions set forth in this RFP.
