Project Description: Ventura County Behavioral Health (VCBH) is issuing this Request for Proposals (RFP) to solicit a qualified and experienced provider to establish and operate a Flexible Housing Subsidy Pool (“Flex Pool”). The intent of this solicitation is to identify a lead operator to serve as a fiscal intermediary responsible for administering rental subsidies through a centralized, coordinated funding structure, to decrease the time it takes for households to access and maintain permanent housing.
