SummaryThis Request for Proposal (RFP) seeks qualified organization to provide basic and essential services to victims of violence through a comprehensive, trauma-informed, and violence prevention focused approach. Funded services are intended to address immediate needs, reduce risk of further harm, and promote safety, stability, and long-term well-being for individuals and families impacted by violence.
Established in 2023, the Victim Support Services Network (VSSN) is part of the City’s broader, multi-pronged strategy to address gun violence by strengthening community-based organizations’ rapid response systems. The network provides trauma-informed, wraparound support and structured referral pathways for victims, survivors, and witnesses of firearm-related injuries or deaths—particularly young adults ages 18 to 34.
Eligible populations include, but are not limited to, victims of firearm-related offenses, domestic violence, sexual violence, and other forms of interpersonal and community violence. Services may include emergency and ongoing basic needs assistance such as food, clothing, transportation, temporary housing or relocation support, safety planning, and connections to community-based resources.
Proposed programs should prioritize culturally responsive, survivor-centered practices and demonstrate an understanding of violence as a preventable public health issue. Successful applicants will integrate prevention strategies that address immediate stabilization needs while also supporting pathways to recovery, resilience, and reduced likelihood of recidivism and/or re-victimization.
