OverviewPost InformationPosted At:Fri, Sep 26, 2025 8:00 AMSealed Bid Process:Yes (Bids Sealed / Pricing Sealed)Private Bid:NoSummaryThe City seeks professional land survey services from a qualified and experienced consultant to provide pre-construction and post-construction survey services and necessary documentation for monument preservation pursuant to the mandate of section 8771 of the Business and Professions Code (Land Surveyor Act) as well as with City Standards. The current street treatments are preliminary and are subject to change prior to bid advertisement. An updated list of streets may be provided to the consultant prior to the start of work, anticipated in December 2025.
BackgroundThe City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 127,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected through district-based elections, with one member serving as Mayor on an annual basis.
The City is responsible for maintaining approximately 384 miles of streets, one of our largest infrastructure assets. It is critical to perform regular maintenance through pavement repairs, sealing, resurfacing, and overlay programs. The 2026 Pavement Overlay, Curb Ramp, and Slurry Program continue the efforts to keep City streets in very good condition. The City plans to utilize Asphalt Rubberized Hot Mix (ARHM), RAP Micro-Surfacing and Slurry Seal (REAS) . The scope of work may vary depending on the available program budget (see Appendix A). Survey monuments will be preserved only where the City plans to overlay streets or reconstruct sidewalks, curbs and gutters, and curb ramps.
