Submissions shall be emailed to Matt LeCerf, Town Manager,via email at mlecerf@johnstownco.govProposals will be accepted until Tuesday, December 30, 2025, at 5:00 PM, MST. No proposals will beaccepted after that time.1.02 PURPOSEThe Town of Johnstown is soliciting proposals from qualified consulting firms (“Firm”) to enter into aProfessional Services Agreement to prepare a local Housing Needs Assessment, Housing ActionPlan, and to develop a Water Supply Element and Strategic Growth Element, which will be includedin the Town’s Comprehensive Plan.1.04 SUBMISSION OF QUESTIONSProspective firms are requested to submit any questions no later than Friday, December 12, 2025, by5:00 PM, (MST) to Matt LeCerf, Town Manager, via email at mlecerf@johnstownco.gov1.05 AWARDThe award will be made to the qualified Firm who is best suited to deliver the Project based ontechnical qualifications, cost, project timeline, and responsiveness to the entire scope. Additionalinformation regarding award criteria can be found in Section 4, Evaluation and Award, of thisdocument. The Town reserves the right to further negotiate any proposal, including price, with thehighest-rated respondent. If an agreement cannot be reached with the highest-rated respondent, theTown reserves the right to negotiate and recommend an award to the next-ranked respondent orsubsequent respondents until an agreement is reached. The Town, at its sole discretion, may re-advertise this RFP if an agreement cannot be reached.1.06 AGREEMENTThe successful firm shall be required to enter into a Professional Service Agreement with the Town.A sample agreement (Attachment A) is attached for your reference.1.07 EXPENSES ASSOCIATED WITH RESPONSEThe Town will not be responsible for any expenses incurred by a consultant in preparing andsubmitting a proposal. All proposals shall provide a straightforward, concise delineation of theconsultant’s capabilities to satisfy the requirements of this request. The Town of Johnstown, located just 40 miles North of Denver and is home to approximately 20,000residents. The Town has been experiencing rapid growth for the past five years at approximately 5 %per year. With the changes that have occurred, and the requirements of SB 24-174, the Town willneed to assess the current housing needs with an inclusive approach that considers the water supplyand growth potential.2.02 INTRODUCTIONA. This Request for Proposals (RFP) describes the project, the required scope of services, theconsultant selection process, and the minimum information that must be included in the proposal.Failure to submit information in accordance with the RFP requirements and procedures may because for disqualification.Page 4 of 19B. Based on this RFP, possible interviews, and reference checks, the Town intends to select aconsultant for the Town of Johnstown. The process will include the negotiation of a ProfessionalServices Agreement. If the Town is unable to reach a contract agreement with the selectedconsultant, then the Town would have the option to negotiate with another consultant. This RFP doesnot commit to the Town to award a contract, defray any costs incurred in the preparation of a proposalpursuant to the RFP, or any resulting negotiations, or procure a work contract.2.03 STATEMENT OF WORK OVERVIEWA. The Town is seeking professional services from an experienced consulting firm qualified to preparea consultant team to assist in the completion of a Housing Needs Assessment (HNA), Housing ActionPlan (HAP), and the integration of the required Water Supply and Strategic Growth Elements into theTown’s Comprehensive Plan. These tasks must align with the methodologies and timelines set by theColorado Department of Local Affairs (DOLA). Additionally, the HNA and HAP shall meet all statutoryrequirements.2.04 OVERVIEW OF SERVICES & IDENTIFICATION OF KEY TASKSA. Kick-off Meeting and Site Visit (After Award)o Meet with Town Staff to review the project timeline and expectations.B. Background ReviewMaster/strategic plans that have been completed/adopted and will provide context and direction forthe water efficiency plan update include but are not limited to:o Town of Johnstown Strategic Plan (2025)o Town of Johnstown Land Use and Development Code (2023)o Town of Johnstown Comprehensive Plan (2021)o Town of Johnstown Water Master Plan (2015)C. Scope of ServicesTask 1: Housing Needs Assessment (HNA)o Collect and review existing housing data. The Town has not performed a Housing NeedsAssessment in the past, nor any other housing study.o Identify data gaps relative to DOLA’s HNA methodologyo Obtain additional demographic, socioeconomic, and housing market data (e.g., ACS,census, local sources).o Analyze housing affordability by income levels, tenure (renter/owner), and household types.o Assess cost-burden and displacement risk among vulnerable populations.o Evaluate the availability, capacity, and needs of continuum-of-care and special-needshousing facilities as part of the overall housing demand and gap analysis.o Map housing stock characteristics, zoning constraints, and underserved areas using GIS.• Compile spatial datasets including parcels, zoning, infrastructure, housing stock,and environmental features.Page 5 of 19
