RFB 2026.04 - City Hall roof replacement
The City of Isle of Palms is seeking bids from qualified contractors for the installation of a new roof on City Hall located at 1207 Palm Boulevard. The roof will consist of 40-year architectural shingles with 130+ mph rating and algae resistance on sloped sections and an 80-mil reinforced fully adhered TPO membrane on flat sections. All work must comply with applicable building codes and manufacturer specifications.

Questions received afterthis deadline will not be answered.If an addendum is issued, contractors must acknowledge receipt of the addendum withtheir bid.Deadline for Submissions: The deadline for submission is 10:00am, Eastern Time Friday, June 5,2026. Bids will be received at 1207 Palm Boulevard, Isle of Palms, South Carolina 29451 in a sealedenvelope. Sealed envelopes must be clearly marked “RFB 2026.04, Removal and Replacement ofCity Hall Roofing” and include one (1) hard copy and one (1) electronic copy saved to a USB flashdrive.It will be the responsibility of the contractors to verify receipt by the City. Bids may be delivered byhand or by mail, but no bid shall be considered which is not actually received by the City at theplace, date and time appointed by the City and the City shall not be responsible for any failure,misdirection, delay or error resulting from the selection by any contractor of any means of delivery.All bids submitted shall include a current e-mail address. Once selection is complete, Notice ofAward shall be posted on the City’s website. Notice of Award and notices of non-award shall besent to all Contractors via e-mail.Proprietary and/or Confidential Information: Your bid is a public document under the SouthCarolina Freedom of Information Act (FOIA), except as to information that may be treated asconfidential as an exception to disclosure under the FOIA. If you cannot agree to this standard,please do not submit your bid. All information that is to be treated as confidential and/orproprietary must be CLEARLY identified, and each page containing confidential and/or proprietaryinformation, in whole or in part, must be stamped and/or denoted as CONFIDENTIAL, in bold, in afont of at least 12-point type, in the upper right-hand corner of the page. All information not sodenoted and identified will be subject to disclosure by the City.Contractors acknowledge and agree that the City will not be liable for any costs, expenses, losses,damages (including damages for loss of anticipated profit) or liabilities incurred by the respondentor any member of the respondent’s organization as a result of, or arising out of, submitting a bid,negotiating changes, or due to the City’s acceptance or non-acceptance of the bid or the rejectionof any and all bids. Contractors are responsible for submission of accurate, adequate and cleardescriptions of the information requests. Neither issuance of the RFB, preparation and submissionof a bid, nor the subsequent receipt and evaluation of any bid by the City of Isle of Palms willcommit the City to award a contract to any respondent even if all the requirements in the RFB havebeen met.Contractors must have or be able to procure an Isle of Palms Business License.Roofing contractors considering submission under this RFB will be expected to have read and beprepared to enter into the attached contract, which is a part of this RFB. The City of Isle of Palmsreserves the right to accept or reject any and all bids, or any parts thereof; to waive irregularities orinformalities in any bid received to allow the bid to be considered; to negotiate terms andconditions with Contractors; and to select a Contractor or to cancel in whole or in part this RFB, if itis in the best interest of the City to do so. Those bids determined not to be in compliance withprovisions of this RFB and the applicable laws and or regulations will not be processed.By signing its bid, contractor certifies that it will comply with the applicable requirements of Title 8,Chapter 14 of the South Carolina Code of Laws and agrees to provide the City upon request anydocumentation required to establish either: (a) that Title 8, Chapter 14 is inapplicable both toBidder and its subcontractors or sub-subcontractors; or (b) that contractor and its subcontractorsor sub-subcontractors are in compliance with Title 8, Chapter 14. Pursuant to Section 8-14-60, “Aperson who knowingly makes or files any false, fictitious, or fraudulent document, statement, orreport pursuant to this chapter is guilty of a felony and, upon conviction, must be fined within thediscretion of the court or imprisoned for not more than five years, or both.” Contractor agrees toinclude in any contracts with its subcontractors language requiring its subcontractors to (a) complywith the applicable requirements of Title 8, Chapter 14 and (b) include in their contracts with sub-subcontractors, language requiring the sub-subcontractors to comply with the applicablerequirements of Title 8, Chapter 14.Scope of WorkA site visit to the Isle of Palms City Hall is mandatory prior to submitting a bid. Please contactRobert Asero, at (843) 981-4026, to schedule the site visit. Only those contractors who include theattached validation that they conducted a site visit to the Isle of Palms City Hall will be considered.The contractor shall provide all materials, equipment, labor, supervision, and permitting necessaryto complete the full scope of work, which includes:Roofing Replacement ScopeThe contractor shall remove and properly dispose of all existing roofing materials, inspect the roofdecking, and perform repairs as needed. If more than eight sheets of decking are needed to makerepairs, a change order will be considered for the cost of additional decking repairs.The roofing work includes installation of 40-year architectural shingles with 130+ mph rating andalgae resistance on all sloped roof sections and an 80-mil reinforced fully adhered TPOmembrane roofing system on all flat roof areas. All penetrations and edges must be flashed permanufacturer specifications. The contractor must ensure proper ventilation and water drainagethroughout the roofing system and provide all materials, labor, equipment, and permits required forcompletion.Bid Format In responding to this request, roofing contractors should provide:1. price quote for the scope of work2. detailed project schedule of the tasks needed to accomplish the work3. product details including brand and specifications for shingles and membrane4. names of all subcontractors that will be part of the Bidder’s Team and identify the specificwork the sub-contractor will perform5. Five examples of similar work history including:a. Project locationb. Renovation and/or Replacementc. Description of original project budget versus actual costd. Name and contact information for a reference with knowledge of the Contractor’swork on the specified project.Once the City issues a contract, no change in sub-contractors assigned to the project will bepermitted without prior written approval from the City.Evaluation CriteriaThe City will evaluate bids based on the factors outlined within this RFB and the City’sprocurement ordinance, which shall be applied to all eligible, responsive bids in selecting thesuccessful contractor. The City reserves the right to disqualify any bid from a contractor it deems asnon-responsive and/or non-responsible. The City reserves the right to make such investigations ofthe bids of the contractor as it deems appropriate.Award of any contract may be made without discussion with Contractors after bids arereceived.
