Teller County Public Works is seeking material suppliers for CDOT specification Class 3 (pit run), Class 5 and Class 6 Aggregate Base Course (ABC) material(s) for the 2026 season for use on Teller County Projects. On or before March 17, 2026, a material supplier must submit documentation and material test results from a competent materials testing laboratory, dated within the previous twelve month period, and pricing information. Please note that no specific quantities are expressed or implied. Dear aggregate supplier,
Teller County Public Works is seeking material suppliers for Aggregate Base Course (ABC)
material(s) for the 2026 season for use on Teller County projects. The materials requested
herein are CDOT specification Class 3 ¹, Class 5 and Class 6. The materials must meet the
specifications of the Colorado Department of Transportation (CDOT) Standard Specifications for
Road and Bridge Construction (2022 edition). The materials must meet section 703.04 and table
703-2 including AASHTO M 147 ², LA abrasion, LL, PL and PI ¹. In addition, the material must
have an R-value of 78 or greater, or a CBR of 80+, and must be moisture stable. Moisture
stability is determined by R-value testing which shows a drop of 12 points or less in the R-value
between exudation pressures of 300 psi and 100 psi.
Respondent must submit ALL of the testing requirements (dated within the last twelve (12)
months) that assure compliance with the stated specifications with their submittal to be
considered for Class 5 and/or Class 6 material.
The materials will be loaded onto County trucks or contracted County trucks hired by the
County. Please indicate if a loader and operator will be available at the site to load trucks or if
the County needs to supply a loader and operator to load ourselves. Suppliers should note that
availability of material supplier supplied loading may factor into day to day purchasing decisions
regarding these contracts. Supplier may deliver materials to various locations in Teller County.
The material will be available for the County to acquire during normal working hours, M-F, 7:00
am – 4:30 pm, without any advance notice from the County.
The CDOT specification materials being solicited at this time are: Class 3 ¹ (pit run), Class 5, and
Class 6.
¹ = pit run consists of bank or pit-run material and no R-value or LA abrasion testing is required.
²= AASHTO 147 except that the requirements for the ratio of minus 75 µm (No. 200) sieve
fraction to the minus 40 sieve fraction stated in 2.2.2 of AASHTO M 147, shall not apply.
³ = Failure to provide any of the required testing will only allow for material to be considered
Class 3.
On or before March 17, 2026, a material supplier must submit documentation and material test
results from a competent materials testing laboratory, dated within the previous twelve month
period, and pricing information that describes:
a) Material(s) being tested (³).
b) The test procedures employed (¹) (per CDOT requirements including LA Abrasion, R-
value, LL, PL and PI).
c) The supplier’s manufacturing, mixing or treating process by which the materials were
created.
d) The material test results (¹) including LA Abrasion, R-value, LL, PL and PI.
e) Proctor (¹).
f) Indicate if there will be available equipment on site to load trucks or if the County will
need to supply equipment to load the trucks.
g) Delivered price.
h) A signed statement by the material supplier stating that all the materials to be supplied
in 2026 for use on Teller County projects have come from a source that is properly
permitted by the necessary regulatory agencies (must include permit number) and that
the material will meet the CDOT specifications obtained from the test results.
i) Cost per cubic yard for each type of material being supplied (if quantity discounts are
offered, please indicate at what quantities and provide cost(s)). Note: If weighing
facilities are available at the site, supplier should list unit price per ton and provide the
calculation factor based on the Proctor, and also list the cost per cubic yard.
³ If test results are not supplied, the material can only be evaluated as Class 3 (pit run).
Submittals will be evaluated. It is anticipated that those Suppliers that can supply the
material(s) needed will be contracted with, by way of cost not to exceed contract, to provide
materials for the 2026 season. Please note that no specific quantities are expressed or implied.
