REQUEST FOR QUALIFICATIONS

INTRODUCTION AND PURPOSE:

The City of Coalinga (“City”) is requesting Statements of Qualifications (SOQs) from qualified

professional photographers and videographers and video production firms to provide videography and

post-production services for the Wings Over the Westside Airshow scheduled for October 3, 2026.

BACKGROUND AND SETTING:

Wings Over the Westside is the City of Coalinga’s signature aviation and community event, held at the

Coalinga Municipal Airport. The airshow features aerial performances, static aircraft displays, a classic

car show, vendors, sponsors, community activities, and family-friendly attractions.

Video content produced from this event will be used for:

• Public information and community engagement

• Economic development and tourism promotion

• Sponsorship recruitment and retention

• City website, social media, and digital marketing

• Archival documentation of the event

SCOPE OF SERVICES:

The selected videographer or firm shall provide professional videography and video production services,

which may include, but are not limited to, the following:

Event Videography

• Full-day video coverage of the Wings Over the Westside Airshow

• Capture of aerial performances, static displays, ground attractions, vendors, and sponsor

activations.

• Crowd, atmosphere, and community engagement footage

• Opening ceremonies, special announcements, and City or sponsor recognitions

Aerial / Drone Videography

• Drone footage of the event and airport (subject to FAA regulations and approvals)

• Coordination with City staff and airport operations regarding safety and access

Interviews & Storytelling

• On-camera interviews with performers, sponsors, City representatives, and attendees (as

approved)

• Behind-the-scenes and contextual footage to support storytelling

Post-Production & Deliverables

• Event highlight video suitable for public release

• Short-form video clips optimized for social media platforms

• A professionally produced promotional trailer for the 2027 Wings Over the Westside Airshow,

using footage captured from the 2026 event

• Basic color correction, audio balancing, licensed music, titles, and branding

• Trailer for subsequent event to promote the following year.

Archival & Raw Footage

• Delivery of raw video footage recorded during the event for City archival and future use

PROPOSALS:

At a minimum, SOQs should include:

Cover Letter

• Firm or individual name, contact information, and brief introduction

Experience and Qualifications

• Description of relevant videography and video production experience

• Experience with large events, festivals, airshows, or aviation-related projects (preferred)

Portfolio or Work Samples

• Links to digital samples of previous video work, including event highlights or promotional trailers

Proposed Approach

• General description of filming approach, crew size, equipment, and post-production capabilities

• Experience with FAA-compliant drone operations (if applicable)

Proposed Fee Structure

• General rate structure (hourly, daily, or project-based)

• Identification of any additional costs (editing, travel, drone services, etc.)

Availability

• Ability to support the October 3, 2026 event date, practice on October 2, 2026 and post-

production timeline. There will most likely be a night event at the local high school varsity

football game the night before the event which may require services.

References

• At least two professional references for similar work

SUBMITTAL REQUIREMENTS:

One (1) electronic copy (via email or flash drive) of the Statement of Qualifications must be received no

later than 5:00 p.m. on February 2, 2026. Late submittals will not be considered.

EVALUATION:

Statements of Qualifications will be evaluated based on:

• Relevant experience and demonstrated qualifications

• Quality and suitability of work samples

• Experience with event or aviation-related videography

• Proposed approach and responsiveness

• Overall best value to the City

The City reserves the right to select and/or reject any and all SOQs submitted. It is the City’s intent to

negotiate a final Scope of Work and Fee for Service with the top-ranked firm.

PROFESSIONAL SERVICES AGREEMENT:

Prior to the start of work, the selected consultant will be required to execute a Professional Services

Agreement (PSA) with the City. The awardee will be required to obtain or show proof of a valid city of

Coalinga business license.
