Could you please clarify if we are permitted to use an electronic signature on the transmittalletters. Yes, an electronic signature will be accepted.2. On page 5 of the RFQ, Section 4.i. "Required Contract Revisions" is noted as part of the "4.Submission Requirements" - could you please clarify if we are required to include theRequired Contract Provisions pages (RFQ pages 23-29) as part of our responsepackage? Yes, include pages 23-29 with your response package.3. Regarding the rating sheet provided on page 12 of the RFQ, the scoring criteria includes, "Hasworked on projects that were located in this general region." - Could you please let us knowwhat qualifies as being in the "general region"? Would maximum points be allocated forprojects only in Calhoun County, or in Texas? The Coastal Region can qualify as generalregion. The team rating the RFQs will rate as they see fit.4. What types of projects does Calhoun County mostly foresee being under this RFQ? Mitigationprojects such as planning efforts or mitigation projects related to upland and coastalflooding, if not then what types of mitigation projects might be most expected? Disasterrecovery projects for housing and commercial facilities, economic revitalization, planning, orinfrastructure such as roadways, bridges, and coastal structures? For disaster recoveryprojects, which are most likely anticipated? At this time, we have no anticipated projects.The RFQ is to have an Engineer/Architect/Surveyor preselected to expedite any futureCDBG projects.5. On page 4 of the RFQ it breaks the work “Pre-Funding services” defined as assist with thedevelop of grant applications as necessary.” “Post-Funding Services” defined as “InitialEngineering and Design Support, Engineering and Final Design Support, Bid and AwardSupport, Contract Management and Construction Oversight, Specialized Services, Specifyactual tasks to be performed under each of these categories in your response”. Additionally,there is a note that Pre-Funding services are/may not be eligible”. What does the note statingthat “Pre-funding services are/may not be eligible mean? The sentence *Pre-fundingservices are/may not be eligible* should say *Pre-funding services may or may not beeligible for reimbursement through the grant.Page 2 of 56. On Page 8 of the RFQ under the provided GLO Scope of Work under Initial Engineering Designand Support item a states “Assist with the development of grant applications, including, butnot limited to cost estimates, preparation of project justification, project maps and accurateproject descriptions. Under the details of question 5, these services are defined as beingseparate. Are the Pre-Funding services separate or are they considered under the InitialEngineering and Design Support? Pre-funding services are considered under the InitialEngineering Design & Support.7. The RFQ on page 3 says “Engineering Service Providers may submit proposal for any and allactivities listed in the attached scope of work.” The example scope of work on page 8 states“Respondents will be required to show the ability to provide all the Engineering servicesdescribed below”. The services include:• Initial Engineering and Design Support• Pre-funding services – assist with the development of the grant• Engineering and Final Design Support• Bid and Award Support• Construction Management and OversightDoes this mean that the Provider may exclude an item above such as the pre-fundingservices under the initial engineering and design support or instead exclude constructionmanagement and oversight? Or does this mean that the provider may submit a proposal forjust non-housing projects disregarding housing related projects? You may exclude anyservices that you cannot provide.8. On pdf page 4 of the RFQ the provider needs to show under Item 2a) “Public worksconstruction” and 2b) “Federally funded construction projects”, does this mean thatsupporting projects must include bid support and constructionmanagement/administration or can the provider supply projects that include bid supportconstruction management/administration as well as design up to 100% bid readydocuments to show qualifications?
