Asite visit is required by Owner as a condition of Contract award.II.Execution2.1 Examination of Documents and SiteA.Bidders shall carefully examine the Contract Documents and the construction site toobtain first-hand knowledge of existing conditions.B.Successful bidder will be denied any application for extra payments for conditions whichcan be determined by visually examining the site and the Contract Documents.2.2 Pre-bid Meeting / Site VisitA.A site visit is required and proposals will not be accepted from bidders who have notinspected the site to obtain first-hand knowledge of existing conditions.B.A pre-bid meeting will be conducted at the start of the scheduled site visit.C.Each bidder shall inspect the site and become familiar with existing conditions andlimitations of the site, means of access to the site and to work areas, relationship ofexisting and new work, and other conditions which might affect the proper performanceand completion of the work.D.No allowance will be made after RFP opening for cost estimation errors attributable toany failure to account for existing conditions and/or consider of any and all limitations onor of this scope of work.E.Successful bidder will be denied any application for extra payments for conditions whichcan be determined by visually examining the site.F.Bidder’s representative shall report to the Owner’s Representative and register his name,phone number, and name of the company, signing in as verification of his site visit.G. The Contractor is required to verify and confirm all dimension in the field and reportany discrepancies to the Owner’s Representative immediately. Contractor’s request foradditional payment, additional time, or reconsideration of their bid will be denied if theclaim is based on reliance on the figured dimensions shown on the Contract Documentsonly.2.3 Questions, Interpretations, and AddendaA.Should any bidder find discrepancies between the site markings and the Project Manual,or be in doubt as to their exact meaning, he should notify the Owner at once. The Ownermay then, at his option, issue Addenda clarifying the same to all bidders.B.The Owner will not be responsible for oral instructions or for the Contractor’smisinterpretations of the Contract Documents.C.Questions must be directed to Don Harrison, Purchasing Agent atdharriso1@wccnet.edu. All communication should be directed to the PurchasingDepartment. Vendor should NOT contact any department directly with questions. Allquestions must be submitted by 12/04/2025 at 2:00 p.m. EST. All questions received by the deadline date will be answeredand posted to the WCC Budget & Purchasing website Requests for Proposals and Bids by12/08/2025 at 2:00 p.m. EST.2.4 Bid Security, Bonds, and InsuranceA.A Bid Bond is required in the amount of five percent (5%) of the total bid, minimum, andshall be enclosed with the Bid Proposal, for all base bids categories in excess of$50,000.00.B.Performance Bond and Payment Bond requirements are described in the General and/orSupplementary Conditions and are one hundred percent (100%) of the total bid,minimum, for all bids in excess of $50,000.00.C.Insurance requirements are described in the General and Supplementary Conditions.2.5 Modification and WithdrawalA.Proposals may be withdrawn and/or changed any time prior to the bid opening.B.Proposals may not be withdrawn or changed after the bid opening time and shall bedeemed a firm offer continuing for a minimum of ninety (90) calendar days.C.Proposals received after the time and date of the bid opening will not be considered forContract award.2.6 Receipt of ProposalsA.All proposals must be received by the WCC Purchasing Department via emailpur@wccnet.edu on or before the date and time as specified. Late proposals will not beconsidered. Telephone bids will not be accepted. If you have any questions concerningthis RFP, please do not hesitate to contact the WCC Purchasing Department. It is theresponsibility of the Contractor to ensure that proposals are received at the locationstated below on or before the due date and time. Subcontracts and material contracts shall not be awarded unlessand until they have been approved by the Owner. Superintendents (primary contractorsand principal sub-contractors) shall not be changed during the construction on this projectwithout the Owner’s prior approval in writing.B.Names of proposed principal sub-contractors must be listed on the Bid Proposal Form.2.9 Award of ContractA.Material proposals to be used for the completion of work, the competency, solvency,reputation, and responsibility of the bidders, start/completion/duration times, and otherissues deemed relevant by the Owner and the Engineer will be considered. Nochanges are permitted in the insurance coverage unless agreed to in writing by the College.Insurance shall be maintained for the following coverages in the amounts stated below.A.Commercial general liability insurance (occurrence form) with respect to the premises,including contractual and products/completed operations coverages. The limits of liabilityare not to be less than $1,000,000 combined single limit of bodily injury and propertydamage per occurrence and $2,000,000 combined single limit of bodily injury andproperty damage annual aggregate.B.Automobile liability insurance with limits not less than $1,000,000 combined single limit ofbodily injury and property damage per accident. Statutory workers’ compensationemployer’s liability.C.Umbrella or excess liability with limits not less than $2,000,000 per occurrence andaggregate.D.Professional liability insurance. Specify amounts carried.3.2 Contract Terms and Conditions – The awarded Contractor will be required to sign a standardcontract for the work to be performed per this bid. Sample contract is attached. (Attachment A –Sample Large Project Construction Contract).IV. Bid Scope4.1 All work shall adhere to all specifications as outlined in the Contract Documents and BidDrawings. The OE 131 Renovation is scheduled to begin May 5, 2026 with a date of finalcompletion on or before July 10, 2026.4.2 Scope of WorkThe work of this bid category includes but is not limited to providing all labor, equipment, materials,scaffolding, hoisting and incidentals to complete the OE 131 – Metallurgy Lab Renovation inaccordance with the specifications, drawings and applicable codes. All work is to be performed asshown on the plans and specified herein.THE SCOPE OF WORK IS TO INCLUDE, but is not limited to, the following items:A.Contractor to manage and coordinate with all other trades necessary to complete the work perDrawings and Specifications.B.The construction schedule for this contract will be phased based on the following timelines:Construction start 5/5/26. Project Completion will be 7/10/26. Preconstruction activities can startMarch 5, 2026 to start material procurement process and site investigation as required.C.All demolition work is to be performed during a 3rd shift, approximately 10p.m. – 6:30 a.m.D.Room OE129, directly adjacent to the project site will be available for the Contractor to use forStaging, Storage and Logistics throughout the duration of the project.E.Two other contracts will occur during this project: Audio/Visual Systems and I.T. cabling. Contractorto be responsible for coordinating schedules for this work.F.Contractor to coordinate all work for proper fit, location and clearance of piping, ductwork,equipment and accessories to ensure timely completion of work.Page 4 of 13Washtenaw Community College4800 E. Any owner provided equipment will be listed in the bid documents and it is assumed that contractorwill provide infrastructure per the design documents. The A/V and I.T. cabling contractors will beresponsible for installation of all hardware and cabling.H.Contractor to secure and pay for all required permits, licenses, inspections, approvals, and fees forthe work. This will include all applications for permits required by Ann Arbor Township and MichiganBureau of Fire Safety. Contractor will coordinate all inspections with these entities and any othershaving jurisdiction over the project.I.Contractor provides its own equipment and tools necessary to complete this contract. This includesall vertical lifts, forklifts….J.Contractor to field verifies all dimensions and verifies quantity’s need for this project.K.Contractor to furnish and install all pipe identification markers, tags, schedules, nameplates toidentify ducts, pipes and mechanical equipment.L.Contractor to coordinate all new support steel layout and wall penetrations required for completeinstallation.M. Contractor to coordinate with WCC on timing and impacts to building. Contractor to include anypremium time or off shift work required to complete system shutdowns and isolations.N.Restrooms in facility will be available for use by contractor’s employees.O. Room OE129 (adjacent to the construction site) will be made available for use as Contractor office,staging and storage from during the project.P.Contractor’s and employees’ vehicles are to be parked in designated parking lots (free of charge).Unloading areas for tools and materials will be available at the building on a temporary basis.Q. All material and equipment that will be purchased as part of the project will be the responsibility ofthe Contractor to be delivered to the jobsite with just in time approach. NO deliveries will beaccepted at WCC Shipping and Receiving. Any costs associated with returned items will be paidby Contractor.R.Contractor to provide startup support, testing and assistance for new equipment. Contractor toinclude 3rd party balancing for HVAC systems as required.S.Contractor is responsible for total removal and disposal of all waste generated from constructionactivities. WCC expects that contractor will attempt to separate and recycle as much as possible.Contractor to provide all dumpsters for the project. Contractor to provide protection and dailycleanup of workspace and routes in and out of the work zones.T.Contractor will work directly (and hold contract if required) with JCI/Simplex for all tie-ins andcommunication with Life Safety Systems. Specs and drawings should clearly define the Sequenceof Operations. Please contact Clifford Griffin at (248) 755-9054 for more information.U.WCC will contract directly with Siemens for Building Control Systems. Contractor will be requiredto coordinate timing for this scope of work. This includes assistance with project communication,submittal distribution, shop drawing distribution and scheduling the final installation directly withSiemens. Siemens contract with WCC includes all parts and labor required. Specs and drawingsare attached for reference and should clearly define the Sequence of Operations. If there arequestions, please contact Todd Vanacker at 734-892-5793.V.Contractor shall provide a schedule/work plan on obtaining the necessary permits, materials, andprocurement of long-lead items, to begin work and complete the work as scheduled for review bythe Owner within 2 weeks of award. This schedule will need to include timing requirements for A/Vand IT Cabling as well.W. Contractor will schedule, set up and manage bi-weekly meetings with designers, subcontractorsand WCC reps. These can be virtual. On-site mtgs will be set up as needed.X.Contractor will utilize Construction Management Software such as Procore, Plan Grid, etc. that willbe implemented within 2 weeks of Award.Y.Contractor to provide barricades, fencing required and signage to maintain required safetyregulations as defined by OSHA.Z.Contractor to coordinate and adhere to all state and local building codes relative to this contractor'swork. This contractor is to obtain and pay for all special permits associated with the work.AA. Contractor will comply with MI-OSHA requirements for this work. This will be closely monitored.BB.
