The scope of services is outlined below and generally include implementing theDepartment's requirements in providing, but not limited to: labor, materials, tools, equipment supervision andother services necessary to mill, repair base materials, adjust grades, resurface, and stripe the outlined parkinglot. BIDS are due no later than May 21st 2026 at 1:00pm.Sealed Bid: Bids are to be submitted in a sealed envelope with the title of “448 North Main Lots” to theWyoming County Buildings and Grounds office located at: 36 Center Street Suite B3, Warsaw NY 14569 byMay 21st 2026, at 1:00pm. Bids may NOT be submitted via fax or email, and any Bid received after thisdeadline will not be eligible for consideration. Bids will be reviewed and evaluated by Wyoming County PublicWorks Committee in anticipation of the awarding of a contract.Any questions regarding this advertisement to Bid should be submitted in writing (via email) to WyomingCounty Buildings and Grounds, Attention Michael Adamczak, Madamczak@WyomingcountyNY.gov by May20th, 2026 at 9:00 amWyoming County reserves the right to reject and or waive any and all Bids/Proposals and to waive anyirregularities in procedure.Form of Contract:Unofficial letter of award will be issued within 10 business days. Formal contract can take up to 30 days.Bidder qualifications:1. Mandatory Site walkthrough/meeting with Buildings & Grounds Director – must be scheduled with the Buildingsand Grounds Office – 585 786 89582. Contractors business/company must have at least 10 years’ experience in lot maintenance, paving, and general sitework.3. Agency submitting the Bid is the agency completing more than 75% of the work.4. Contractor must be registered with NYS to Qualify to bidAlong with the completed BID FORM please include: 5% Performance bond Letter Total cost of the project w/brief itemized breakdown Brief overview of the company with a description of its experience. Three references for past projects completed in the last 24 months Project Timeline, project schedule, and contingency plan if weather does not comply. Certificate of InsuranceProject Location:Both Parking lots attached to the 448 North Main Street Building (See attached maps/details)Project Site Details and site Specifications: The parking combined lot areas is roughly 11,325 square feet (contractor to measure for accuracy) There are roughly 29 designated parking spaces currently (19 lower, 10 upper) The operating hours of the building are Monday – Saturday, 7:30am - 5:00pm All work is to be completed in accordance with the most current NYS Building code/ DOT specifications. Bids are to include prevailing rate as per NYS DOL Article 8 PRC# 2026-011567 The use of any building restroom facilities will be prohibited, contractor to furnish temp restroom for all projectworkforce. Water is available at the nearest Village fire hydrant. (Coordination with county and Village office will take placefor this scheduled use) Project is to be completed no later than September 25th 2026 Core sample pictures attached -Project expected scope of work: Milling of all asphalt to the stone base, repair of base where necessary, compaction, installation of 2.5 inches ofbinder (min), 1.5 inches of top coat (min), and striping to pre-approved drawings.o Wyoming County Dump Trucks/workforce to haul all milled materials from site, continuous rotation offour 10 wheelers (or comparable) hauling materials locally (Milling and sub base materials ONLY)o Besides County owned trucks for millings transport, all construction equipment and material are to beprovided by the contractor Alterations of daily parking lot operations will take place during the timeline of the projecto Note: construction needs to take place while maintaining multiple safe entry and exit points for public andemployee foot traffic to and from the facility. Contractor to Repair any compromised or soft spots within the gravel base. Gravel base (clean) should be a minimum of 8 inches thick in all areas, and it is the duty of the contractor toensure any non-gravel or “dirty” base material is removed adding and compacting new gravel to the proper grade.o Note: as base materials are unknown, please submit bid with allowances for providing and installing upto 40 ton of Crusher #2 gravel (or comparable). Any/all additional material to be proposed as a projectchange order process. Asphalt Material Installation - Minimum of 2.5 inches of HOT asphalt binder w/ a minimum of 1.5 inches ofHOT asphalt top coat. Asphalt is to transition to all sidewalks, roadways, drainage devices, etc. without possibility of trip hazards. Grade set so all water sheds towards DIs and/or away from lot. Ponding or stagnant water is not acceptable and will be properly fixed/repaired at the contractor’s expense. All site/grade prep work and clean up are the responsibility of the Contractor. Contractor to paint approved parking spots, no parking zones, handicap spots, and fire lanes with appropriatedimensions and colors. (map/plan needs to be County approval prior to beginning) Any alteration to the work detail must be approved by the Buildings & Grounds Director.o Any changes or alterations outside of the contract must have approval via written consent/Change order –no exceptionsProject Delivery:Contractor will be required to field measure all parking lot areas as outlined per attachment A providing all labor,materials, equipment, supervision and other services as may be necessary to complete the resurfacing project unlessotherwise specified. Weather permitting, Wyoming County anticipates that the work will be performed on a rolling basisfrom project start to project completion. (Working nights only if absolutely necessary).The Contractor will be required to coordinate all work with the Director of Facilities,and shall be responsible for proper safety precautions, barriers and ensuring signage is in place to keep all personnel safeand will ensure building accessibility.Contractor to provide detailed Scope of Work including a Schedule that coordinates around all Court House scheduling.Submitted schedule needs County approval before any work begins.The buildings are to remain open for business during all construction.Performance Bond:Contractor shall furnish a performance bond in an amount of 5% of the contract. The bond shall remain in effect until thefinal completion and inspection of the project.Performance Criteria:The Contractor shall be required to conduct project in a workman-like and professional manner. In performing this work,the Contractor shall be required to field measure all lot areas and verify grades as well as square footages.Please NOTE: Tobacco, Alcohol, and Drug use are not prohibited on County property. Anyone found using these itemson County grounds will be escorted off the premises immediately.Construction Phase:During the Construction Phase, constructor shall carry out such activities as arenecessary to complete the construction described in the document scope of work.Contractor to maintain safe environment for all persons utilizing surrounding buildings and properties.Contractor's Compensation:As will be more fully described in the Form of Contract, this will be a Lump Sum type contract.Offerors will be required to submit with their bid a Lump Sum Price for the work. TheLump Sum Price should include sufficient funding to cover all of the costs necessary to complete the Project, including,but not limited to, profit, home and field office overhead, supervision, labor, materials, equipment, bonds, insurance andother services as may be required to obtain the necessary permits, and construct the work. The Lump Sum Price shouldalso include sufficient funding to fund items that are not specifically identified on the Drawing and Specifications portionof the bid spec but which are reasonably inferable from therefrom, as well as the performance criteria outlined in theDetails and Specifications portion of this Bid platform.Note: Project Deadline: September 25, 2026 Parking lots attached to the 448 North Main Street Building Outlined area is the areathat is to be milled, graded, compacted, paved, and striped Estimated area square foot: 11,325
