Bids will be received via the PennBid Program until 12:00 PM on June 30, 2026

A pre-bid meeting will be held June 12, 2026 at 10:00 AM EST at the project site, 144 Byers Road, Chester Springs, PA 19425. Attendance at the pre-bid meeting is mandatory. Bids from parties not present at the meeting will not be accepted. During the pre-bid period the project site will be made available for visitation by contacting the Construction Manager.

Questions will be accepted until 4:00 PM, prevailing time, on June 19th, 2026.

Bidding Documents and solicitation details will be available online on June 2nd, at no cost, at www.pennbid.com As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s) are required, to provide confirmation of compliance with Act 127 of 2012, the “Public Works Employment Verification Act”.

This project is subject to the terms and conditions of the Pennsylvania Prevailing Wage Act, as determined by the Secretary of Labor and Industry and, therefore, must be bid as such. Upper Uwchlan Township is an equal opportunity employer. Refer to the non-discrimination clause bound with the Project Manual. WBE/MBE participation is encouraged.

The successful bidder will be required to furnish separate bonds with corporate surety issued by companies authorized to do business in the Commonwealth of Pennsylvania on the prescribed forms dated the date of the Contract, or separate Federal or Commonwealth chartered lending institution irrevocable letters of credit in a form accepted and approved by the Township, or separate restrictive or escrow accounts with such lending institutions pursuant to an escrow agreement accepted and approved by the Township, each equal to one hundred percent (100%) of the Contract amount, to secure (a) the faithful performance and maintenance of the Contract; and (b) the prompt payment of materials and labor.

Bidders are advised that all applicable provisions of the Occupational Safety and Health Act (Public Law 91-596, dated December 29, 1970, latest revision) shall be strictly adhered to on this project.

Bids must be accompanied by an electronic copy of a certified check or bid bond in the amount of 10% of the total bid amount for the Work detailed in the Contract Documents made payable to Upper Uwchlan Township.

Upper Uwchlan Township reserves the right, at its option, to waive any informalities, irregularities, defects, errors or omissions in any or all proposals and to reject any or all proposals. Bids may be held by the Owner for a period not to exceed sixty (60) days from the date of Bid opening for the purpose of reviewing the Bids, receipt of government approvals, and investigating the qualifications of Bidders, prior to awarding the Contract.
