Notice of Proposed Sole Source Purchase

Mississippi State University anticipates purchasing the item(s) listed below as a

sole source purchase. Anyone objecting to this purchase shall follow the

procedures outlined below.

1. Commodity or commodities to be purchased (make, model, description):

3 Shiftwave recliner chairs

3 iPad Air – 11 inch

3 ShiftCare+ - 2 year extended warranty

2. Explanation of the need to be fulfilled by this item(s), how is it unique from all other

options, and why it is the only one that can meet the specific needs of the department:

There are four differentiators that no competitor can match simultaneously. Hepatic

(vibration) tuning and low frequency for relaxation enhancement, coached breath work that

can be adaptive relative to player/coach (individuality, assisted by AI), heart rate variability

biofeedback, and sensory immersion (eye shade, zero-gravity design, headphones). The

biofeedback will be important to me as young men will learn more about what works for

them relative to current physiological understanding. Our teaching(s) can be reinforced

through technological engagement (player preference nowadays) and zero in on our goal of

sustained output through improved recovery.

It provides nervous regulation and improved interval awareness of the athlete can be

furthered. Current system workflows (i.e, FirstBeat, Hawkin force plates) will be tethered

together for a comprehensive look at athlete readiness.

3. Name of company/individual selling the item and why that source is the only possible

source that can provide the required item(s):

Shiftwave is the only company that provides this type of recovery recliner seat with matching

software specifically catered to gather and report data to the strength & conditioning staff

and coaches.

4. Estimated cost of item(s) and an explanation why the amount to be expended is considered

reasonable:

3 - Shiftwave Pro Recliner Chair ($9,950/each) = $29,850

3 – iPad Air (11 inch) ($600/each) = $1,800

3 – ShiftCare+ (2 year extended warranty) ($699/each) = $2,097

TOTAL = $31,050

5. Explanation of the efforts taken by the department to determine this is the only source and

the efforts used to obtain the best possible price:

No other companies were contacted as Shiftwave is the only company that provides these

types of recovery chairs and there is a specific software linked to these chairs to gather and

report data to the necessary individuals to assist in the support for the student-athletes.

Any person or entity that objects and proposes that the commodity listed is not sole source and

can be provided by another person or entity shall submit a written notice to:

Subject Line must read “Sole Source Objection”

The notice shall contain a detailed explanation of why the commodity is not a sole source

procurement. Appropriate documentation shall also be submitted if applicable.

If after a review of the submitted notice and documents, MSU determines that the commodity

in the proposed sole source request can be provided by another person or entity, then MSU will

withdraw the sole source request publication from the procurement portal website and submit

the procurement of the commodity to an advertised competitive bid or selection process.

If MSU determines after review that there is only one (1) source for the required commodity,

then MSU will appeal to the Public Procurement Review Board. MSU will have the burden of

proving that the commodity is only provided by one (1) source.
