The bid states that all debris and vehicles must be disposed of following Guam Environmental ProtectionAgency (GEPA) regulations regarding hazardous materials. However, the vehicles are described asalready "crushed or flattened"Question: Have all hazardous fluids (engine oil, transmission fluid, fuel, coolant),batteries, and tires already been removed and disposed of by the Government ofGuam prior to crushing?Response: No, all hazardous fluids (engine oil, transmission fluid, fuel, coolant) were notdrained/removed. Batteries and Tires were removed and disposed of by DPW prior to crushing.2. The scope requires the bidder to provide all heavy equipment and labor necessary to transport 166vehicles from the DPW Vehicle Staging Site.Question: Are the 166 crushed vehicles currently stacked, and will DPW provide any loading assistance,or is the bidder 100% responsible for unstacking and loading?Also, may the bidder have access to examine the site before bid submission?Response: Yes, 166 crushed vehicles currently are stacked. Bidder is responsible for unstacking andloading, refer to Amendment #1. A Site Visit is scheduled on May 29, 11:00am, refer to Notice To allProspective Bidders “Site Visit”.3. The "Required Delivery Date" is 30 days upon receipt of the Purchase Order. Failure to meet thistimeline triggers liquidated damages of one-fourth of one percent (1%) of the outstanding order percalendar day.Question: Given the requirement to move 166 vehicles and provide verified tickets for every load, is the30-day window firm, and are there any restricted dates/times at the staging site that would prevent a 7-day-a-week operation if needed?Response: Refer to Amendment #1.4. Invoices must be validated by "tickets for all loads" received at "permitted disposal sites".Question: Does DPW require that the final disposal site be located on Guam, or is off-island shipmentand disposal acceptable under this contract?Response: Final disposal is acceptable located on Guam and/or off-island.590 South Marine Corps Drive, ITC Building, Suite 230, Tamuning, Guam 96913 P.
