Vehicle Disposal for DPW

Questions and Concerns Received from JY Recycling Corporation on May 18, 2026.

1. The bid states that all debris and vehicles must be disposed of following Guam Environmental Protection

Agency (GEPA) regulations regarding hazardous materials. However, the vehicles are described as

already "crushed or flattened"

Question: Have all hazardous fluids (engine oil, transmission fluid, fuel, coolant),

batteries, and tires already been removed and disposed of by the Government of

Guam prior to crushing?

Response: No, all hazardous fluids (engine oil, transmission fluid, fuel, coolant) were not

drained/removed. Batteries and Tires were removed and disposed of by DPW prior to crushing.

2. The scope requires the bidder to provide all heavy equipment and labor necessary to transport 166

vehicles from the DPW Vehicle Staging Site.

Question: Are the 166 crushed vehicles currently stacked, and will DPW provide any loading assistance,

or is the bidder 100% responsible for unstacking and loading?

Also, may the bidder have access to examine the site before bid submission?

Response: Yes, 166 crushed vehicles currently are stacked. Bidder is responsible for unstacking and

loading, refer to Amendment #1. A Site Visit is scheduled on May 29, 11:00am, refer to Notice To all

Prospective Bidders “Site Visit”.

3. The "Required Delivery Date" is 30 days upon receipt of the Purchase Order. Failure to meet this

timeline triggers liquidated damages of one-fourth of one percent (1%) of the outstanding order per

calendar day.

Question: Given the requirement to move 166 vehicles and provide verified tickets for every load, is the

30-day window firm, and are there any restricted dates/times at the staging site that would prevent a 7-

day-a-week operation if needed?

Response: Refer to Amendment #1.

4. Invoices must be validated by "tickets for all loads" received at "permitted disposal sites".

Question: Does DPW require that the final disposal site be located on Guam, or is off-island shipment

and disposal acceptable under this contract?

Response: Final disposal is acceptable located on Guam and/or off-island.

5. The bidder is responsible for "all debris".

Question: Once the 166 vehicles are removed, is the bidder responsible for cleaning the staging site or

remediating any soil that may have been contaminated by fluids leaking from the vehicles during the

staging or loading process?

Response: Yes. Refer to Amendment #1.

submitted to the General Services Agency via email to bids@gsadoa.guam.gov no later than 5pm, Tuesday, May

26, 2026.
