Bid Title: Reservoir 18 Interior and Exterior Coating
Category: Public Works & Utilities Status: Open Description: The Work is considered in two parts, Schedule A and Schedule B. Schedule A includes all labor, equipment, and materials necessary to recoat the entire interior and exterior of a one-million-gallon steel welded, above ground potable water reservoir 18. Reservoir dimensions are 81 feet diameter and 26 feet height. Reservoir 18 is located at 1925 Cheryl St in Bremerton. Access to the site is through a facility gate located on NE Cheryl Road approximately 300 feet west of the intersection of Forest Dr NE and NE Cheryl St. The Work includes setting up and maintaining scaffolding and an environmental control system, cutting a door panel if needed, rewelding and coating the door panel, abrasive blasting to near white metal (SSPC-SP 10), recoating all interior and exterior surfaces, cleaning and disinfecting the interior in preparation for putting the reservoir back on-line, site cleanup, and proper disposal of all spent materials and coatings all in accordance with the Contract Plans, these Contract Provisions, and the Standard Specifications.
Schedule B includes all labor, equipment, and materials necessary to perform coating replacement on the roof of Reservoir 17 and spot coating repair to the roof of Reservoir 19. Reservoir 17 is a one-million-gallon steel welded, above ground potable water reservoir with dimensions of 95 feet diameter and 18.5 feet height. Reservoir 19 is a two-million-gallon steel welded, above ground potable water reservoir with dimensions of 97 feet diameter and 35.5 feet height.
The City is contracting with Quality Coatings Inspection and Consulting for technical inspection of the work.

SECTION 00030NOTICE INVITING BIDSRECEIPT OF BIDS: Sealed bids for the RESERVOIR 18 – INTERIOR AND EXTERIOR COATINGREPLACEMENT will be accepted by mail, or in person by the City Clerk or designated staff onWednesday, February 25, 2026, between 1:00 P.M and 2:00 P.M in the lobby of the Norm DicksGovernment Center located at 345 6th Street, Suite 100, Bremerton, WA 98337.Prospective bidders are hereby notified that they are solely responsible for ensuring timely delivery of theirbid to the City of Bremerton. Bids must be clearly marked “Bid” with the name of the project on the outsideof the envelope. Bids received after the specified time and date will not be considered.OPENING OF BIDS: The bids will be publicly opened and read after 2:00 P.M. on Wednesday,February 25, 2026, in City Council Chambers on the 1st floor of the Norm Dicks Government Center at345 6th Street.COMPLETION OF WORK: The Substantial Completion date for the Work is 120 calendar days afterthe commencement date stated in the Notice to Proceed. Bid sets can be mailed upon requestand after receipt of reproduction costs, a non-refundable shipping, and handling fee.PROPOSALS: All bid proposals must be made on the blank forms furnished in the Contract Documents.BID BOND: Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check,cashier’s check, or surety bond, payable to the City of Bremerton, in an amount equal to five percent (5%)of the amount of the Total Bid, including Washington State sales tax, identified at the time of submittal ofthe bid as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Contract. Shouldthe successful bidder fail to enter into such contract and furnish satisfactory performance bond within thetime stated in the specifications, the bid proposal deposit shall be forfeited to the City of Bremerton. Abid shall not be considered unless one of the forms of Bidder’s security is enclosed with it. The failure tofurnish a bid deposit of a minimum of five percent (5%) shall make the bid nonresponsive and shall causethe bid to be rejected by the Contracting Agency. For the electronic bid submission, an electronic orscanned copy of the bond may be included.
