Caroline County Recreation & Parks is seeking a firm to provide turf mowing, trimming, edging, and maintenance landscaping of County property. The selected Contractor will provide all the labor, materials, equipment, and services necessary to perform the activities defined in the scope of work. Services will be provided during the normal growing season starting on or about April 6 and extending to or about October 30. The frequency and requirements of mowing and trimming will vary by property as described in the Information for Bidders document.

A MANDATORY pre-bid meeting will be held on Thursday, January 15, 2026 at 9:00 am, at the Caroline County Department of Recreation and Parks, 107 S 4th Street, Denton, Maryland 21629. Bidders are strongly encouraged to attend. Bids must be received in the office of the Caroline County Commissioners, located at 109 Market Street, Denton, Maryland 21629, ATTENTION: Nicole Pearce, by no later than Tuesday, February 3, 2026, at 3:00 pm, where they will be publicly opened and read aloud. The County Commissioners reserve the right to reject any/or all bids.

If this proposal shall be accepted by Caroline County,Maryland, and the undersigned shall refuse or neglect within seven (7) calendar days after receiving thecontract for execution, to execute the same and to give the stipulated bond, then said Caroline County,Maryland, may at its sole option, determine that the bidder has abandoned the contract; and thereupon theproposal and the acceptance thereof shall be null and void; and the deposit accompanying the proposalshall be forfeit to and become the property of said Caroline County, Maryland. If no bid deposit or bondwas required and the bidder to whom the contract is awarded fails or is unable to execute the contract forany reason within seven (7) calendar days after notification of award, then an amount equal to the lesser of5% of the bidder’s bid amount or the difference between the bidder’s accepted bid price and that of the nexthighest bidder shall be due and owing to the County as liquidated damages. If only one bid is received, theliquidated damages shall be in an amount equal to 5% of the bidder’s bid amount. The purpose of theliquidated damages provided for herein is to provide the County with a reasonable measure ofcompensation for damages anticipated by the breach and not as a penalty. The contingency item prices shall be applied to compute the value of changes,additions, deletions, and substitutions, which may be made in the work and by order of theengineer. Each unit price shall include the cost for all labor, materials, tools, equipment,overhead, profits, and commissions necessary to complete the item.
