As a Request for Proposal (RFP) this is not an invitation to bidand although price is very important, other factors will be taken into consideration.The project scope, content of proposal, and vendor selection process are summarized in the RFP (attached).Proposals must be received no later than 2:00 pm, on Tuesday, June 16, 2026. Proposals are to be sent viaemail with the “Specification No. 26-11789-C and ON-CALL TRAFFIC SURVEY CONSULTINGSERVICES” clearly indicated in the subject line of the email. These studies areinitiated through the Capital Improvement Program (CIP) process and in response to community requests. Inaddition, the City provides traffic data to partner agencies as needed.Currently, the City does not have in-house data-collection capabilities; therefore, an on-call traffic data-collection vendor is essential to deliver this critical service. Requests for traffic surveys are sporadic and varyseasonally, depending on community inquiries and the phase of CIP projects. While the frequency of theserequests is unpredictable, they are largely driven by public requests and project needs.II. SCOPE OF SERVICESThe City of Berkeley wishes to hire a consultant to perform traffic speed surveys, volume counts,classification studies, and other traffic engineering data collection at various citywide locations on an as-needed basis. The City desires a vendor with specialized experience in data collection and the ability toprovide a variety of solutions using innovative strategies. Under the direct supervision of the City’s PublicWorks Transportation Division staff, the consultant will provide on-call traffic survey services to the City.A. Project Term and Contract Amount: The on-call traffic survey consulting service would be for a three-year period beginning from July 1st, 2026, and ending June 30th, 2029, with an option for two one-yearextensions. The contract is expected not to exceed approximately $80,000 per year (a total of $640,000 forthe three-year duration and five one-year extensions).B. Typical Data Collection: Collect traffic data for locations throughout the City of Berkeley as requested, in atimely manner, performing any or all of the following, according to a schedule to be approved by theTransportation Division:1. Perform 24-hour traffic volume counts on an hourly basis in each direction separately, categorized under13 classifications (Motor Bikes, Cars & Trailers, 2 Axle Long, Buses, 2 Axle 6 Tire, 3 Axle Single, 4Axle Single, < 5 Axle Double, 5 Axle Double, >6 Axle Double, <6 Axle Multiple, 6 Axle Multiple, >6Axle Multiple) and also indicate vehicles not classified;2. Perform 24-hour speed machine counts on an hourly basis in each direction separately, to be groupedunder the following mph groups: 1-10, 11-15, 16-20, 21-25, 26-30, 31-35, 36-40, and 41-999 mph;3. Perform intersection turning movement counts (motor vehicles, bicycles and pedestrians);4. Perform “before” and “after” studies in conjunction with rectangular rapid flashing systems(RRFB)/flashing beacon systems/in-pavement crosswalk lighting systems, per guidelines in Exhibit-B,attached and other projects at the direction of the City Traffic Engineer.5. Complete engineering and traffic radar speed surveys in accordance with the California Vehicle Code(CVC), Section 627 and in dry conditions, to allow legal use of radar for speed enforcement (exceptaccident data); and6. Gather roadway segment speeds, observed by use of radar, laser or similar device as needed.7. Perform other similar traffic counting services.C. Traffic Counting Standards: Traffic counts shall be conducted in Berkeley as follows:• 24-Hour Counts: Conduct for at least two full days (48 hours) on Tuesday, Wednesday, or Thursday inboth directions unless otherwise specified by the traffic engineer. Record each direction separately.• Weekday Count: Conduct on Tuesday, Wednesday, or Thursday. Saturday counts are preferred when the purposeis to estimate weekend and recreational activity impacts.• AM Peak Period Count: Eight consecutive 15-minute intervals for two-hour periods between 7:00 AMto 9:00 AM unless otherwise specified by the traffic engineer.• Midday Peak Period Count: Eight consecutive 15-minute intervals for two-hour period between 11:30AM to 1:30 PM unless otherwise specified by the traffic engineer.• PM Peak Period Count: Eight consecutive 15-minute intervals for two-hour periods between 4:00 PMto 6:00 PM unless otherwise specified by the traffic engineer.• Turning Movement Counts: A minimum of two-hour counts summarized for each turning movementby 15-minute intervals (estimates based on extrapolation of a shorter counting period are not acceptable).• Radar Speed Data Collection Survey: The roadway segment speeds will be observed and recorded byusing a radar device to fully satisfy the methodology described in Caltrans Traffic Manual/Manual ofUniform Traffic Control Devices. Free flow speeds will be measured (at-least 100 observations perdirection) during off-peak hour on typical weekdays (Tuesday through Thursday) not including holidaysor the day before or after a holiday. Typical off-peak weekday hours are 9:00 AM to 11:30 AM, 1:30PM to 3:30 PM, and 7:00 PM to 10 PM. Data should be provided per attached Exhibit-C “Speed RadarSurvey Sample Sheet” on page 33.• Exclusion of Holidays, Vacation Period, and Special Events: Data collection must exclude holidays,vacation periods, and special events, unless otherwise specified by the traffic engineer.Vendor will avoid collecting data under any abnormal operating conditions until the road segment returnsto normal operating conditions. When data are intended to represent average or typical conditions,vendor will not collect data during holidays or University vacations or during the first and last two weeksof the academic semester. Vendor will also avoid data collection during major sports events, concerts,or other major trip generators. Refer to the schedule for the City of Berkeley and the Universityto determine specific dates to avoid.Information on City holidays is available from City Clerk at (510) 981-6900. Event listing for the Cityof Berkeley is available through the visitors’ bureau at (510) 549-7040. Event listings and holidays forthe university are available through University’s Campus Operator at (510) 642-6000.D. Analysis of Data: The collected data shall be evaluated using the standard analysis method described in theCaltrans Traffic Manual. Speed data will be studied to determine the average speed, 50th (median) percentilespeed, 85th percentile, 10-mph pace, tabular summation frequency of the speed observed, standard deviation,cumulative speed distribution curve, date, time started, time ended, weather, direction, and road surface condition.Traffic data will be summarized into 24-hour, AM peak hour, Midday peak hour and PM peak hour values.E. Delivery of Data: All traffic data must be provided to the City in electronic forms as well as in hard copy. Thedata must be in Adobe Acrobat and Microsoft Excel formats, which can be saved as a database file. The reporteddata to the City shall be anonymized (no personally recognizable data) unless directed differently by the CityTraffic Engineer.F. Documentation: All data and all reports using data must document the source of the data used and the dates,days of the week, and times of the day of data collection. Any special data collected (e.g., holiday data, eventdata) also must specify date, day of week, hours of day, and the nature of the event. Lists of Locations and Response Times: The City will submit the data collection requests to the contractor asindividual locations or lists. The contractor is required to identify the guaranteed maximum number of workdayswithin which the data will be presented to the City for five (5) or fewer locations per request, and foreach additional five (5) or fewer locations in the same request, on Exhibit A.H. Project Locations: The project locations are in the city limits of the City of Berkeley at various locationscitywide. Confirm project collection locations in the field with the City Traffic Engineer prior to deployment.III. SUBMISSION REQUIREMENTSAll proposals shall include the following information, organized as separate sections of the proposal. The proposalshould be concise and to the point.1. Contractor Identification:Provide the name of the firm, the firm's principal place of business (see section VII, F. – Local VendorPreference), the name and telephone number of the contact person and company tax identification number.2. Client References: (3-5 References is usual)Provide a minimum of five (5) client references. References should be California cities or other large publicsector entities. Provide the designated person's name, title, organization, address, telephone number, and theproject(s) that were completed under that client’s direction.3. Price Proposal:On Exhibit A, identify the unit cost for each type of data collection study listed, with costs for weekday andweekend of studies per list submitted. It should be noted that the preparation of Excel spreadsheets, processingof the collected data, travel time and expenses, roadway tolls, parking fee, printing, postage, supplies, computertime, supervision, communications, and other out-of-pocket expenses are non- reimbursable items (consultantneeds to absorb these expenses in the unit cost of each type of data collection study listed in Exhibit-A).The proposal shall include pricing for all services. Pricing shall be all inclusive unless indicated otherwise.Pricing proposals shall be a separate document. The Proposal shall itemize all services, including hourly ratesfor all professional, technical and support personnel, and all other charges related to completion of the work.Evaluation of price proposals are subject to the local vendor business preference (see section VII.F.).RFP Revised Nov2022
