The design work will be based on a community-approved schematic design (attached). The City is seeking to retain Consultant to prepare plans and specifications suitable for public bidding for the aforementioned Project.

The City is seeking toretain Consultant to prepare plans and specifications suitable for public bidding for theaforementioned Project. The Consultant shall also prepare any necessary permit applications andsupporting documents required to secure all the necessary permits and approvals and comply with allaspects of the Scope of Services below.Please note, this request is for qualification materials only and no cost information should besubmitted at this time.SITE DESCRIPTIONDepew Park borders Hudson Ave to the north, Depew Court and Union Avenue to the West, and BlueMountain Park on the east and south (the “Park”). The Park encompasses approximately 176 acres,but the improvement Projects will only involve approximately Two (2) acres of parkland. Grants havebeen awarded by New York State through the Office of Parks, Recreation and Historic Preservation’s(OPRHP) Environmental Protection Fund (EPF) program and the Dormitory Authority’s CommunityResiliency, Economic Sustainability, and Technology (CREST) program to undertake variousupgrades to certain facilities in the Park.The Park was deeded as park land in 1901 by then land owner Chauncey Depew. His only stipulationwas that the property must remain public park land in perpetuity. The City has made improvementsto the Park over time and plans to do further improvements with this next phase of construction.Depew Park is one of the largest parks in the region and is used throughout the year by young andold. There are trails that run throughout the wooded areas of the park and into Blue Mountain CountyPark, that are used by walkers, hikers, mountain bikes and others continually.The Park amenities include our Veteran’s Memorial Pool to the far south of the Park, which is openfrom Memorial Day to Labor Day yearly. During the summer, swim lessons are held in the morning,then the Day Camp descends upon the pool and is there until the pool opens for the public in the earlyafternoon. A summer swim team also calls conducts its home meets at the pool.To the southeast of the pool, the City has converted the old Nature Center to house the Mother NaturePreschool. The Preschool follows the public school calendar and provides up to 16 preschoolers anopportunity to learn their ABC’s & 123’s, while also learning about nature and the great outdoors.Lake Mitchell is located along the eastern side of the Park and contains a number of native fish and isa natural fishing hole for fishermen young and old. Lake Mitchell contains some undergroundsprings and estuaries that extend towards the tennis courts that create flooding and drainage concernsthat may need to be addressed at a later date.Next to the pool is the multi-purpose field located in a bowl that includes two volleyball courtssurrounded by a paved track.The areas of focus under this Project scope are located in the northern area of the Park:A playground located which is constantly busy throughout the year which requires new safetysurfacing.An area called Rotary Knoll contains a small pavilion and tables for picnics and small gatherings. Thelocal Peekskill Rotary Club has assisted with upgrades to the Rotary Knoll in the past and the area hasbeen named in their honor, but is in need of refurbishment now.There are basketball courts in the Park and just past the basketball courts are the tennis courts (locatedadjacent to new pickleball courts). The Rotary Knoll and basketball and tennis courts have not beenmaintained for many years.The Consultant will receive assistance and direction from the City of Peekskill Department ofRecreation staff and consultants, and New City Parks, a not-for-profit entity that will be assisting theCity with all aspects of the Depew Park Renovation Project.The City of Peekskill has adopted a goal of providing quality recreation facilities for its residents.This Project will provide a number of new and upgraded areas in the Park for the benefit of the Cityof Peekskill residents.A topographic survey is attached. Portions of the topographical survey may need to be upgraded forthe sections which are to be improved as part of the Project.PROJECT DESCRIPTIONProvide all Landscape Architectural/Engineering (LA/E) services necessary to prepare the design andspecifications, bidding documents, and construction inspection and administration for all portions ofthe Depew Park Renovation Project. The Consultant will be expected to undertake a completeanalysis of any flooding or drainage that may need to be redirected or channeled to protect theimproved facilities. The Consultant shall be associated with or retain an engineering firm to performsubsurface investigations, (e.g. permeability tests, soil borings, test pits, etc.) as required to assess theexisting soil conditions and to develop the proper design solutions related to the findings. Engineeringdrawings for the various locations will need to be ADA compliant where pertinent.The Depew Park Renovation Project consists of:Two Tennis Courts – refurbishment of two hard tennis courts, including replacement of pavement,fencing, and tennis equipment. Installation of a pathway from Hudson Avenue to the tennis andexisting pickleball courts.Pavilion – installation of picnic pavilion adjacent to tennis and pickleball courts.Basketball Court/Soccer Mini-Pitch – refurbishment of two basketball courts. One court will beconverted to a multi-use space combining basketball and a soccer mini-pitch.Playground Improvements – replacement of wood fiber safety surfacing with poured-in-placesurfacing. Note: work to be performed by others, but coordination will be required.Pedestrian Circulation improvements – installation of new paved pedestrian pathways throughoutthe Park.Frisbee Golf – design of 18-hole frisbee golf course within Park grounds.General improvements – installation of new trees and plantings, site furnishings including benches,picnic tables, and grills, park entry ‘gateways’, and Park-wide wayfinding signage.AWARD TERMSThe City anticipates awarding one (1) contract to the highest-rated responsive Consultant resultingfrom this RFQ. Key award terms will include the following:1. Contract Term: The contract is expected to have a term of approximately twelve (12) monthsfrom the date of execution, with an option for the City to extend the contract (upon written mutualconsent) if additional time is needed to complete all deliverables or to incorporate additional services(contingent on funding and performance). The anticipated start date for work under the contract isJanuary 2, 2026 and the work should be substantially completed by January 2, 2027, unless extendedby agreement.2. Budget and Funding: This RFQ is to determine which Consultant is most qualified to perform thescope of work described. The fee for the scope of work associated with this RFQ shall be negotiatedwith the most qualified Consultant once they have been selected and is contingent upon availablefunding. No cost information should be submitted at this time.The Project is funded through a New York State OPRHP EPF and DASNY CREST grants and willneed to adhere to their requirements (See Attachments A-1 & A-2). The City reserves the right tonegotiate a reduced scope of services or terminate the RFQ process for any reason.3. Form of Award: The successful Consultant will be expected to enter into a Professional ServicesAgreement with the City of Peekskill. A draft of the standard contract terms can be provided uponrequest. The Professional Services Agreement will incorporate this RFQ, the vendor’s proposal, andany negotiated modifications, as well as the requirements in the New York State OPRHP EPF andDASNY CREST grants.4. No Obligation to Award: This RFQ does not commit to the City to award a Consultant with acontract. The City reserves the right to award in whole, in part, or not at all, and may cancel or reissuethe RFQ, if determined to be in the City’s best interest. The City may also choose to make aconditional award or award only portions of the scope to one or more firms, depending on theresponses and as allowed by applicable procurement rules. All costs incurred by any Consultantresponding to this RFQ shall be borne solely by Consultant.SCOPE OF SERVICESThe selected consultant will complete all tasks below. The consultant must comply with all terms andconditions of the NYS OPRHP and DASNY contracts for this work. The scope of services shallinclude, but are not limited to the following:Task 1.1 Work plan and Project Initiation MeetingThe selected Consultant will participate in a Project Initiation Meeting, and shall provide a detailedwork plan with fees and timeframe for completion of all Project components as described below. TheConsultant will establish and maintain a file sharing platform (such as Google Drive) to track thecompletion of Tasks and coordinate product reviews, next steps, responsible parties, and scheduling.Products: Consultant work plan and file sharing platformTask 1.2 Draft DesignThe selected Consultant shall provide a survey for each area (if needed) and a draft design based uponthe provided schematic plan. The draft designs will be reviewed with the City and New City Parks,revised as needed, and presented to the Common Council and then to the public to obtain feedback onthe proposed design.Products: Draft design with design options, a survey (if needed), a public presentation, and arevised draft design, with supporting materialsTask 1.3 State Environmental Quality Review Act DeterminationThe consultant shall prepare all documents necessary to comply with the State Environmental QualityReview Act (SEQRA) resulting in the issuance of a determination of significance. If a positivedeclaration is made, a Draft Environmental Impact Statement shall be prepared for an additional feeto be determined (see Section VII).Products: SEQRA documents, environmental determination, and if necessary, a DraftEnvironmental Impact Statement.Task 1.4 Final Design and Construction DocumentsThe Consultant shall prepare the final design, and if significant design revisions are made, present thedesign to the Common Council, and then prepare construction drawings, plans, specifications, andconstruction cost estimates. Final design and construction documents are subject to approval by theCity. These documents must be certified by a licensed professional engineer, architect, or landscapearchitect and the appropriate seal must be affixed to these documents.Products: Presentation and final design and construction documents, certified by a licensedprofessional engineer, architect or landscape architect, along with cost estimates.Task 1.5 PermitsThe Consultant shall prepare the necessary permits applications and obtain all required permits orapprovals, if any.
