Brief Description: This project will focus on preliminary and final design of Trunk Highway (TH) 47 under State Project (SP) 0205-118 between 37th Ave. and United States Highway 10 (US-10) Junction in Anoka County. As part of the TH 47/65 Planning and Environmental Linkage (PEL) Study it determined the primary purpose and need for upcoming projects (including SP 0205-118). The primary goal of this project is to improve safety (for all users) and pavement conditions. A secondary goal is to improve mobility (for all users, including Metro Transit’s F Line Bus Rapid Transit).

Scope of Work
1. Project Overview
1.1. Project Background
1.1.1. This Contract is for State Project (SP) 0205-118 on Trunk Highway (TH) 47 between 37th
Avenue (Ave.) and United States Highway 10 (US 10). This segment has a long history of
crash issues, on average, this roadway sees two fatal crashes annually, typically involving
pedestrians, 2024 was another “typical” year, with two fatal pedestrian crashes at/near
85th Ave. in Blaine. As part of the TH 47/65 Planning and Environmental Linkage (PEL)
study it determined the primary purpose and need for upcoming projects (including SP
0205-118) should be to improve safety (for all users) and pavement condition. A
secondary need is to improve mobility (for all users, including Metro Transit’s F Line Bus
Rapid Transit (F Line BRT)).
A follow-up TH 47 Implementation Plan to the PEL analyzed alternatives in more detail,
developing concept plans, a safety analysis, and VISSIM modeling. The TH 47
Implementation Plan didn’t formally identify a Preferred Alternative through a National
Environmental Policy Act (NEPA) lens, but it found that multilane roundabouts best
satisfy the purpose and need identified in the PEL and this is the preferred concept that
the State plans to advance.

While the TH 47 Implementation Plan laid out a general approach, work remains to be
done to finalize preliminary design for the project. The proposed roundabouts are
nearing the upper threshold of capacity for a multilane (2x2) roundabout, the details of
the design matter with regard to throughput and capacity. In addition, most roundabouts
will also be F Line BRT stops, they must be low stress, accessible, and walkable/bikeable
to serve transit users. There is limited data on 2x2 roundabout pedestrian safety in
Minnesota, but what data exists suggests that 2x2 roundabouts are not inherently safer
for pedestrians relative to a traffic signal, so to prevent serious/fatal pedestrian crashes
the multilane roundabouts must include robust pedestrian safety countermeasures.
Currently, the State has programmed $15 million in Fiscal Year (FY) 2030 to improve TH
47 and cannot fund all improvements needed on the corridor within identified limits. To
advance the project, the State is pursuing a series of strategic choices to advance the
project to start construction in 2029:
a. Prioritizing roundabout construction within F Line BRT Limits (such that F Line BRT
can open in 2030 and then not be disturbed with future construction).
b. De-prioritizing any major changes to TH 47 between 37th Ave. and 53rd Ave., south
of F Line BRT limits. This work will be deferred to the mid-2030’s or later, after TH 65
construction is complete, when we have a better handle on post-TH 65 traffic shifts.
c. Partnering with Anoka County on Corridors of Commerce (CoC) efforts for freeway
conversion of TH 47 north of Osbourne Road (Rd.). This work is being advanced
separate from SP 0205-118, but potentially in parallel from a schedule standpoint,

depending on funding. Note: A CoC Readiness Grant was recently announced for this
effort, with this funding Anoka County will be advancing preliminary design for grade
separation for some portion of TH 47 north of Osbourne Rd. This work is separate
from this Contract and will be led by Anoka County.
d. Pursuing every grant available to offset local partner costs (first) and the State’s
project costs (second). Planned grant application strategy includes:
i. $25 million Safe Streets for All Grant (Anoka County); it was learned in January
2026 that this grant was unsuccessful.
ii. $10 million Freight Grant (State); it was learned in January 2026 that this grant
was unsuccessful.
iii. Some number of Regional Solicitation Grants (city/county led with the State’s
support).
e. Use of a loan from Metro Transit as a backstop funding strategy.
The State is aware of a localized flooding issue in the general vicinity of 47th Ave. During
short-duration, high-intensity events; the road floods, requiring temporary closures. The
exact cause of the flooding is unknown. The City of Columbia Heights’ Surface Water
Management Plan recommended studying the issue, to the State’s knowledge this study
hasn’t occurred.
Much of TH 47 is on the Metropolitan Council (Met Council) Regional Bike Transportation
Network, and there is pedestrian traffic along TH 47, especially near bus stops. There are
some sidewalks/shared use paths along TH 47 and low-volume frontage roads that can
serve people walking and biking, but there are gaps in this network that require
pedestrians/bicyclists to travel along the roadway.
The F Line BRT has a goal of opening in December 2030. It is the State’s goal to complete
roadway construction on a schedule to allow this. It is anticipated that the flatwork for
BRT stations will be designed by others and constructed under the SP 0205-118
construction contract. The SP 0205-118 designer will need to coordinate with the Metro
Transit F Line BRT designer to make this happen. Other BRT infrastructure, such as fiber
optic lines, shelters, and fare payment systems will be designed and constructed
separately from SP 0205-118.
1.1.2. There are a number of known coordination issues with the City of Fridley, including:
The City of Fridley obtained a federal safety grant to install continuous lighting along
much of TH 47 north of Interstate (I)-694, this lighting was installed last year and is a
welcomed safety improvement. However, because this lighting exists by permit in the
State’s Right of Way (R/W) and is not State owned, there may be City of Fridley cost
impacts if that lighting is impacted with project construction. With any future projects,
they should avoid impacts to lighting to the greatest extent possible, the City of Fridley
should not be burdened with additional lighting costs after they worked hard to get a
grant to make the lighting happen in the first place.
The City of Fridley has shared they have some watermain, sanitary sewer, or both, that
they’d like to replace with SP 0205-118. Any water or sewer design for the City of Fridley
will be done by others and incorporated into the SP 0205-118 bidding package.
Coordination with the City of Fridley and/or their designer will be required.

The City of Fridley has constructed a parklet at the intersection of TH 47 and 61st Ave.
that is intended as a mobility hub. This parklet will be impacted by roundabout
construction and will likely be a Section 4(f) issue. The City of Fridley’s expectation is that
if the State impacts the park, that the State will take steps to make the park whole post-
construction such as replacing any bike racks impacted by the project.
The existing landscaping in the median of TH 47 was installed and is maintained by the
City of Fridley. The State welcomes the City of Fridley’s partnership in maintaining
landscaping on TH 47, it will be important to coordinate any potential future landscaping
design or impacts to existing landscaping with the city.
1.2. General Statement of Scope of Work
1.2.1. Contractor will lead preliminary and final design (geometric layout, final road plans,
specifications, cost estimates and associated documents and agreements) and provide
design construction support for a resurfacing and roadway reconstruction project on TH
47 from 37th Ave. to the north junction of TH 47 and US 10. The design includes the
following:
a. Develop the geometric layouts of up to five multi-lane roundabouts necessary to
progress preliminary and final design. Including but not limited to construction limits
for R/W, drainage impacts, Americans with Disabilities Act (ADA) accommodations,
and freight movements. Preliminary design of remaining up to three roundabouts
(57th Ave, Mississippi Street (St.), and Osborne Rd.) will be completed by a separate
contractor for the State through a separate contract and provided to Contractor in
efforts to accelerate elements of the project (coordination between contractors will
be necessary during preliminary design).
b. Develop final plans for eight multi-lane roundabouts to be constructed at the TH 47
intersections with 53rd Ave, I-694 south ramp, I-694 north ramp, 57th Ave., 61st
Ave., Mississippi St., 73rd Ave., and Osborne Rd.
c. Develop final plans for a bituminous mill and overlay of TH 47 except in those
locations where reconstruction is required to construct intersection control or other
improvements. Roadway plans will include drainage infrastructure, guardrail and
barrier systems, signage, lighting, utility coordination, signals, roundabouts, and ADA
accommodations. This will include coordination with local partners and local utility
work.
d. The roadway design will be completed in coordination with proposed F Line BRT
stops, to be designed under a separate contract, at 53rd Ave., 57th Ave., 61st Ave.,
Mississippi St., 69th Ave., 73rd Ave., Osborne Rd., and 81st Ave.
e. Contractor will design the storm water system. This work includes preliminary
modeling of drainage flow and final design of the storage and convenance along with
necessary treatment, including correction of identified surface flooding problem
between 46th Ave and 49th Ave.
f. Develop environmental documentation for project development and permitting
requirements.
g. Preliminary design for an interchange at the intersection of TH 47 and 85th Ave in
Anoka County as described in the Minnesota CoC Readiness fund. This work

Contractor will track time as a separate task. No work will occur until the State’s
Project Manager (PM) has informed Contractor that all necessary agreements are in
place with the local partners to fund this work. This design will be considered a
separate SP and environmental document.
h. Tie-in to local streets at the earliest available opportunity. Where local partners
request roadway reconstruction/revision beyond this point, and the local partners
are willing to fund the design of the additional roadway reconstruction/revision,
Contractor will provide preliminary and final design in accordance with applicable
State Aid or local design standards. Contractor will track time for each local partner
as a separate task. No work shall occur in these areas until the State’s PM has
informed Contractor all necessary agreements are in place with the local partners to
fund this work.
i. Design a signal replacement at 69th Ave.
j. Perform a signal structural analysis for systems at 37th Ave., 40th Ave., 44th Ave.,
and 49th Ave. to determine remaining service life.
k. Develop plans for pedestrian and bicycle crossings in accordance with the Minnesota
Department of Transportation’s (MnDOT’s) ADA compliance Implementation Plan.
Also develop plans for closing gaps in the pedestrian network along TH 47 where
there are sidewalk gaps, and for closing gaps in the bicycle network to the extent that
TH 47 is identified in the Regional Bicycle Transportation Network or other local
active transportation plan.
l. Develop concepts and preliminary plans along with associated cost estimates for a
grade-separated pedestrian crossing to be constructed in the area of 85th Ave.
Contractor will coordinate with a separate CoC project that is analyzing a freeway
conversion of TH 47 in this area. Concepts and preliminary plans for a pedestrian
bridge/underpass should be freeway-ready; such that if the grade separation is built
prior to freeway construction there will be no need to re-do the grade separation at a
later date with freeway construction.
m. Develop a Traffic Management Plan (TMP) for construction and associated modeling
necessary to predict the consequences of construction activities. This includes
investigating other roadway projects in the vicinity of this Contract work and
providing recommendations for maintenance of traffic during construction,
development of staging plans, traffic control plans, and detour plans for all users.
Coordinate with concurrent and planned projects to minimize traffic impacts to the
extent possible. (TH 65, TH 47 CoC freeway modification, TH 610, TH 252).
n. Develop cost estimates and exhibits in accordance with MnDOT’s Cost Participation
Policy and coordinate with project stakeholders; the State, Metro Transit, City of
Minneapolis, City of Fridley, City of Columbia Heights, City of Blaine, City of Coon
Rapids, City of Spring Lake Park, and Anoka County. This includes a detailed scope
verification estimate, preliminary design estimate accompanying the layout
development for coordination with agreements associated with F Line BRT
development and to add in the development of municipal consent.
o. Assist the development of agreements needed (e.g., cooperative construction,
maintenance, etc.) which includes data and documents necessary for the agreement.
