Submitters must check the District website for all current solicitationdocuments and any potential addenda. Submittals are due January 22, 2026 by 2PM. Proposalsmust be received by the date and time indicated above via email Attn: Belinda Wilton, atwilton@4j.lane.edu. Proposals received after the designated time and date will not be considered.Proposers are required to certify non-discrimination in employment practices, and identify residentstatus as defined in ORS 279A.120. These forms are included in this document and must bereturned with your proposal.Pre-qualification of proposers is not required. All proposers are required to comply with theprovisions of Oregon Revised Statutes and the District Board Policy. Attention is directed to ORS244, Government Ethics; ORS 279A and 279B, Public Contracts and Purchasing and State ofOregon Department of Justice Attorney General’s Model Public Contract Rules Manual.The District reserves the right, without prejudice, to reject any or all Submittals for good cause, ifit is determined to be in the best interest of the District, or for non-conformance with publiccontracting procedures. PURPOSE OF RFPEugene School District 4J (“District”) is seeking proposals from qualified and authorized AutomatedLogic Corporation (ALC) Direct Digital Control (DDC) contractors to establish a contract to providemaintenance, repair, expansion, design, programming, installation, start-up, and warranty services forALC systems located throughout the District.The District currently operates ALC systems in thirty-seven (37) District facilities. The selectedcontractor will support Facilities Management in maintaining and enhancing these building automationsystems to optimize comfort, energy efficiency, and operational reliability.2. SCOPE OF SERVICESA. Preventative and corrective maintenance for existing ALC DDC systemsB. System troubleshooting, diagnostics, and repairC. Design and installation of ALC controls for new or renovated facilitiesD. Expansion of existing systems, including integration with other building systemsE. Support for ALC WebCTRL softwareF. Department Staff Training on WebCTRL software for daily use and programmingG. Start-up, commissioning, and warranty support for all new installationsH. Programming, calibration, and configuration of ALC controllers and devicesI. Documentation and as-built updates for all system modificationsJ. Emergency and after-hours service upon request3. CONTRACTOR QUALIFICATIONSA. Authorized Dealer – Proposer must be an authorized Automated Logic Corporation dealer withfull access to ALC software, tools, and replacement parts.B. Experience – Minimum of five (5) years experience in installation and service of ALC controlsystems, preferably in K–12 or institutional settings.C. Response Time- Must be able to report for on-site needs within 24 hours of service request.D. Personnel – Technicians and programmers assigned must hold appropriate ALC certificationsand demonstrate experience with WebCTRL platforms.Page 4 of 214. CONTRACT PERIODThe contract shall be for a period of 12 months from the date of award with the possibility of four(4) 12-month extensions. District estimate for annual expenditure with this contract ranges from$25,000- $250,000.5.
