Details
EDA Project 469 involves the demolition of all the existing structures and remediate the EDA-owned property
formerly known as the Royalton Heating and Cooling site, located at 4120 85th Avenue North (PID
1511921340002.
Terms and requirements
No bid will be considered unless it is securely sealed in an envelope, labeled with the name of the
bidder, its address and the statement "BID FOR EDA ROYALTON PROJECT, DEMOLITION OF
STRUCTURES AT 4120 85TH AVENUE NORTH" and received by John Kinara prior to the time
noted above for the closing of bids. No electronic or fax bids will be accepted.
Each bid shall be accompanied by bid security equal to five percent of the amount of the bid, which
shall be forfeited to the EDA in the event the successful bidder fails to enter into a contract, provide
the required insurance or to furnish performance or payment bonds. The bid security shall be a bid
bond issued by a surety company authorized to do business in the State of Minnesota and acceptable
to the EDA, or a certified check or cashier’s check from a federally insured bank, payable to
“Economic Development Authority of the City of Brooklyn Park.”
Any prime contractor or subcontractor that does not meet the minimum criteria established for a
“responsible contractor” as defined in Minnesota Statutes Section 16C.285, subdivision 3 or fails to
verify that it meets those criteria is not a responsible contractor and is not eligible to be awarded a
contract for the project or to perform work on the project. A false statement under oath verifying
compliance with any of the minimum criteria shall make the prime contractor or subcontractor that
makes the false statement ineligible to be awarded the project and may result in termination of the
contract awarded to a prime contractor or subcontractor that submits a false statement. A prime
contractor shall submit to the EDA, upon request, copies of the signed verifications of compliance
from all subcontractors.
If awarded the contract, the bidder will be required to execute and deliver payment and performance
bonds, each for an amount no less than the total estimated amount of the contract and evidence of all
required insurance. The bidder will also be required to enter into a contract with the EDA. The
required terms of the contract are set forth in the Bidding Documents Bidder
Qualifications/Instructions and Specifications. The EDA’s prevailing wage rates apply according to the
City Code, Chapter 42.
The EDA reserves the right to reject any or all bids and to waive any irregularities and informalities
therein and to award the contract to other than the lowest bidder if, in its discretion, the interests of
the EDA would be best served thereby.
The bids will be opened and read aloud at the Brooklyn Park City Hall, Room A201, on Tuesday,
June 30, 2026, immediately after the time noted above for submitting bids. The EDA will consider
awarding the bid at its meeting on July 20, 2026, at 6:00 p.m. but may delay taking action until a later
meeting.
