The City of Eagle Lake has been awarded funding by Polk County Community Development to install additional playground equipment, surfacing and benches at the existing playground located at the Eagle Lake Park with the address of 370 W Eagle Avenue, Eagle Lake Florida, 33839. The goal of this project is to expand recreational opportunities while ensuring accessibility and inclusive play for children of all abilities. Because of this Community Development award by Polk County the City of Eagle Lake has issued this Request for Proposal from qualified vendors for the provision of the following:
This project is turnkey and the total budget for the project is $75,000.
- Provision of accessible recreation equipment, and permanent installation of that equipment in the play area. The equipment selected should be appropriate for the target age of children to be served, which is from 5 to 12 years old.
- The proposal should include both a proposal with and without a surfacing option. The surfacing will include installation according to manufacturer specification and shall permit accessibility by all children to the play area from surrounding play area.
- Add accessible play components for children who use wheelchairs, install swings, including inclusive swing options, and include at least one bench in your design.
- Integrate new equipment with the existing playground layout and aesthetics.
The proposed swing area is 20 x 15 feet.
The proposed inclusive play area is 22 x 18 feet.
A mandatory pre-bid meeting will be held on June 3, 2026 at 10:00 am at the Eagle Lake City Hall, 75 North 7 th Street, Eagle Lake FL 33839.

Per mandate of the federallaw, it must be ensured that all laborers working on Davis Bacon projects must be paid a fair andequitable wage as determined by the local prevailing wages. Said wages are determined by themost current wage decision for laborer classifications as found on SAM.gov and provided as anattachment to this BID packet.All projects exceeding $200,000.00 are subject to both Davis Bacon and Section 3 rulings.Section 3 regulations require that the following benchmarks are met:• 25 percent of all labor hours must be performed by a Section 3 worker.• 5 percent of all labor hours must be completed by a Targeted Section 3 worker.Should there be an inability to meet the aforementioned benchmarks, documentation must beprovided reporting the qualitative efforts made to meet the required benchmarks.All Section 3 documentation must be completed and submitted to the Polk County Housing andNeighborhood Development office prior to work starting. Failure to do so will result in theprojects halt until all required documentation is received.Prior to BIDDING please review the following documentation in its entirety; attached for yourreference:• U.S. Department of Housing and Urban Development (HUD) Special Conditions Packet• SAM.gov Building Wage DecisionFor all questions regarding Davis Bacon and Section 3 regulations, requirements, and processes,contact the Polk County Community Development team at 863-534-5214.An acceptable response to this request for proposal shall include the following:1. A lump sum proposal, on company letterhead, covering the cost of the equipment,bench(es), option with and without surfacing, and installation in the area in our parkidentified on the map;2. Installation timetable;3. Description and specification on play surface, equipment and benches to be installed; anda diagram of the proposed play are showing the existing walkway; play surface, andplacement of proposed play equipment on that surface;4. Warranty information, and references from past installationsThe City of Eagle Lake will evaluate the submittals based on the following criteria andpercentage values:1. Price: Proposal is responsive to the minimum bid requirements and maximizes surfacearea and variety of assessable play equipment within the budgeted amount 50%2. Creativity and Configuration: Proposal presents a fun, inviting and accessible play areafor all children ages 5 to 12 years old, and allows for the expansion of the surface and theinstallation of additional equipment in the future50%Upon receipt and opening of the proposals a committee consisting of the City Manager, CityClerk, and the Public Works Director will review the proposals in light of the above criteria andissue a recommendation to the City Commission.Each proposer may submit more than one response to this RFP. Each response shall contain thefour components outlined above, and each response shall be submitted in an individual sealedenvelope marked on the outside “Eagle Lake CDBG Recreation Proposal”.Each response must be dated and signed by a company officer. Each response shall contain anoriginal, three (3) copies and an electronic version. All responses to this RFP are due at the Cityof Eagle Lake, P.O. Box 129, 75 N 7th Street, Eagle Lake, Florida 33839 by 10:00 am on June17, 2026, when they will be opened and read. The Eagle Lake City Commission will review theproposals at the July 6, 2026 meeting. The proposals must be good for 90 days. The City reservesthe right to reject any and all proposals.
