ADVERTISEMENT - REQUEST FOR QUALIFICATIONS
Sealed Statements of Qualifications will be received by the Institute for Marine Mammal
Studies at 10801 Dolphin Lane, Gulfport, MS 39503 until12:00 pm CST, July 13,2026 for:
Scope: Constructing dormitories and classrooms at IMMS’s Center for Marine Education and
Research (IMMS-CMER) in Gulfport, MS to provide enhanced opportunities for
marine education, research, conservation, and natural resource stewardship for researchers,
students, and visitors throughout the Gulf Coast Region.
The selected firm shall provide complete architectural/engineering services in accordance with
applicable State and Federal laws; regulations and procedures related to the scope of work
described above.
The services required for this project are:
Complete Architectural design for construction including all design surveys, preliminary
design work, final design phase, preparation of plans and specifications, construction
administration, and construction inspection.
Permitting
Preparation of an Opinion of Probable Cost and subsequent updates
Preparation of Plans, Specifications, Contract Documents to bid the project
Issuance of Addenda
Evaluation of substitutes and “or-equal” items
Attending the Bid Opening
Bid review, bid tabulation, and recommendation of Contractor to Owner
Review and approval of Contractor Invoices/Applications for Payment
Review and preparation of Change Orders/Work Change Directives
Review of Shop Drawings
Record drawings be provided to the owner
Certification that the project was constructed according to the approved plans,
specifications, and contract documents
Resident Inspection Services
Information packets will be located at the address listed above, Monday through Friday, 9:00
a.m. to 4:00 p.m. Architectural/engineering firms/individuals should submit a list of their
qualifications, experience, and capacity for performance. Firms/Individuals must submit the
name of the primary contact person and the person within the firm (if applicable) who shall be
the Owner’s contact and party primarily responsible for rendering services, if selected.
Any contract awarded under this solicitation may be paid for in whole or in part with grant
funding from the RESTORE Council and the Mississippi Department of Environmental Quality

under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived
Economies of the Gulf Coast States Act of 2012 (RESTORE Act).
Minority and women’s business enterprises are solicited to submit a statement of qualifications
and are encouraged to make inquiries regarding potential subcontracting opportunities. When
subcontracting, all potential contractors must make positive efforts to use small and minority
