Washington Ave., 2 nd floor. Titusville, FL 32796 The City of Titusville (CITY) is seeking the services from a qualified licensed firm and experienced in providing actuarial services to prepare and provide to the City a valuation report for the City’s Other Post-Employment Benefits (OPEB) liability beginning October 1, 2025 and subsequent fiscal years thereafter as specified herein. The Consultant will assist the City in complying with the latest Governmental Accounting Standards Board (GASB) Statements 74 and 75 (and all future changes or additions) that establishes standards for the measurement, recognition, and display of OPEB expense and related liabilities. ITB Packet includes Front Documents, Attachment A & B, and Exhibit 1 Electronic Quote filing is available for this Solicitation on Euna OpenBids at www.Demandstar.com . Electronic bidding is preferred; however hard copy Quotes will still be accepted. If submitting hard copies, bids shall be submitted in one (1) original paper copy and one (1) digital copy on compact disc (CD) or USB flash drive in a sealed envelope or box. The Bidder shall have been in business for at least five (5) years, have provided actuarial services for at least three (3) other self-insured municipal accounts of similar size and demographics within the past 5 years, and shall maintain all licenses, certifications, etc., as required by law in order to perform the work as described in this solicitation. The primary contact shall be, at a minimum, at the senior actuary level and have at least five (5) years of experience. Preferably Consultant shall have and must be able to demonstrate and document the prior experience performing services and duties that are customarily performed by an Actuarial Firm and shall be experienced with, and knowledgeable in, employee benefits, latest Governmental Accounting Standards Board (GASB) Statements, and the measurement, recognition, and display of OPEB expense and related liabilities.
