CITY OF LAKEWAYITB No. 26-1001Butler Rough Hollow Park ImprovementsPre-Bid Conference – February 27, 2026Questions and AnswersQuestion 1:Who holds coordination responsibility between the playground equipmentvendor and the shotcrete installation, including final geometry approval andtolerances?Answer 1:Coordination shall be between the Contractor and the Playground EquipmentVendor. Reference the Plans & Specifications for Contractor scope. Shotcrete isto be completed by the Contractor with coordination on the Playground Vendorfor the final geometric approval.Question 2: Is the site expected to be balanced, or should bidders anticipateimport/export of material?Answer 2:Reference the Unit Pricing Form for the quantities of import/export material(embankment, excavation, and embankment imported).Question 3: Will the Geotechnical Report be provided?Answer 3: Yes. The Geotechnical Report will be provided in an Addendum.Question 4: LCRA has authorization to modify and add erosion control measures duringthe project. How will added costs or increases be handled?Answer 4:Lower Colorado River Authority (LCRA) has reviewed the project documents anddoes not anticipate changes to erosion control requirements. Paul Duncanconfirmed during the site visit that LCRA will not be inspecting the site throughoutconstruction as it is not in their jurisdiction.Question 5: Have all utilities been verified in the field, or should bidders include potholeand conflict investigation in their bid?Answer 5:The Contractor will be responsible for all utility locates before beginning any work.Record drawing is in the survey.Question 6: Is there an RFI deadline? I did not see one in the RFP.ITB No. 26-1001 – Butler/Rough Hollow Park ImprovementsPage 1Answer 6:Questions regarding ITB No. 26-1001 must be received no later than seven (7)working days prior to the closing date of the Bid.Question 7: What is the permitting requirement on the Contractor’s side?Answer 7:Please see Supplemental General Conditions/00810, Article 6.Contractors Responsibility, Supplemental General Conditions/00810Site DevelopmentBuilding Development and ServicesLCRA has granted plan approval but may have other permit requirements; pleasecoordinate.Site Development Permit will be provided upon award of bid. Building Permitsare not required for the proposed structures.Question 8: Will materials testing and inspection services be provided by the Owner, orincluded in the Contractor’s scope?Answer 8: It is the Contractor’s scope.Question 9: Was there a required planting establishment period and maintenance?Answer 9:Reference the planting notes that are on the last sheet of the Planting Plan and thePlanting Specification.Question 10: Will the City provide the estimated budget funding for this project?Answer 10: The City does not release estimated budget funding amounts for projects.Question 11: What items were purchased by the Owner and must be installed by theContractor?Answer 11:The items purchased directly by the Owner and the Contractor shall be responsiblefor installation:Site Furnishings:• Benches• Tables• Trash Receptacles• Bike Racks• Bike Repair StationSports Field Equipment:• Backstop• Baseball Bases• Player Benches• Soccer GoalsITB No. 26-1001 – Butler/Rough Hollow Park ImprovementsPage 2The Contractor shall coordinate construction sequencing with the City and theassociated vendors.Additionally, the Contractor shall prepare the following areas as required by vendorand plans:•Playground•Ninja Course•Restroom (Reference Corworth “Client’s Scope of Work” Documentincluded in Addendum)•Pavilion•Solar Pole Lights•Mountain Bike ParkPreparation may include grading, concrete pads, shotcrete, or footings. Referencethe plans and specifications. It is recommended that the Contractor reach out tothe Vendors listed to clarify the preparation that is required for these items andinclude it in scope.Question 12: Are the quantities of the Owner purchased items provided in thesolicitation?Answer 12:References to Owner-purchased equipment currently appear in Section 00020(Page 1) and Section 01010 – Summary of Work.Manufacturer or Vendor contact information, Model Numbers, etc. are providedon sheet L3.00 in the Construction Document set.Quantities of Site Furnishings & Sports Equipment provided below:• Benches (5)• Tables (5 non-ADA, 4 ADA)• Trash Receptacles (7)• Bike Racks (1)• Bike Repair Station (1)• Backstop (1)• Baseball Bases (1 Home Plate & 1 set of 3 bases)• Player Benches (6)• Soccer Goals (2)The Unit Pricing Form includes a Lump Sum “Site Furnishings Installation” (SiteAmenities Item 7) for the unit price of the Site Furnishings and Sports Equipmentinstallation. The quantities provided should be used to inform the unit pricingfigure.Question 13: What are the construction hours for this project?Answer 13: Per City of Lakeway Code of Ordinance No. 24.02.202, construction is permitted:•Monday through Friday: 7:00 a.m. – 7:00 p.m.ITB No. 26-1001 – Butler/Rough Hollow Park ImprovementsPage 3Contractors are not permitted to work on Saturdays or Sundays without prior Cityapproval. If approved:• Saturday and Sunday: 8:00 a.m. – 7:00 p.m.Weekend work must be approved at least three (3) days in advance by the City ofLakeway Building Development Services Department and the Parks andRecreation Department.General Conditions, Page 5 of 50, will be amended to reflect these hours.Questions received during the Site Visit.:Question: 14. What are the sedimentation and erosion issues?Answer 14:This area has rough terrain and steep slopes. The Contractor must control theerosion at all times as the creek below filters to Rough Hollow Cove, and it flowsdirectly to Lake Travis; therefore, strict compliance with all applicable water qualityand environmental regulations is required. A Water Quality Pond is located withinthe project area and shall be protected at all times. Weekly inspection reports arerequired for all sedimentation and erosion controls.Question 15. Where can we stockpile trees and brush cutting?Answer 15:Brush removal must be hauled off and trees removed or limbs may be shredded asmulch spread on site under preserved trees on site or must be hauled off. Freestorage of stockpiles of brush and trees is not permitted. Any oak tree limbs thatare pruned area to cut clean and painted immediately (reference plans andspecifications).Question 16: Where to park equipment and vehicles?Answer 16:Lot 30 LPG Tank Site is a separate lot and is not City property. Do not park onprivate property. Construction equipment and personal vehicles are prohibitedfrom parking in that area, unless you have approval from the property owner. Donot park on private property unless you have approval from the property owner.There is only one entrance to the park. Every hour, the street must be swept andcleaned. Because of the close proximity of the school, depending on the stage ofthe project, there may be a time when the City may limit the vehicles to allowschool buses to navigate the streets.ITB No. 26-1001 – Butler/Rough Hollow Park ImprovementsPage 4Question 17: Any restrictions for drone use?Answer 17: Contractor’s requesting to use a drone should email the Purchasing Coordinator.An email will be sent to the Communication Director for approval.Question 18: Use of Water and where to have a water meter installed?Answer 18:All coordination and compliance with MUD 13 requirements shall be theresponsibility of the Contract. Contractors must contact MUD 13 to coordinatewater service, meter installation and wastewater. MUD 13 maintains its ownrequirements.
