FY26 Recompete of the Transcutaneous Electrical Nerve Stimulation (TENS) Requirement with the inclusion of the new Electro-Therapeutic Modalities for Pain Management (ETMPM) Requirement.



Executive Summary:



The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), is initiating market research in preparation for the Fiscal Year 2026 (FY26) procurement cycle for the Electro-Therapeutic Modalities for Pain Management (ETMPM) and Transcutaneous Electrical Nerve Stimulation (TENS) Units and Accessories. This procurement effort represents a significant modernization and expansion of the VA’s national non-opioid pain-management programs. This procurement effort consolidates the requirements from the legacy contract number 36C79122D0005, which is currently suppling the TENS units and accessories, and it expands the product line to include Interferential Current (IFC) units, Short Wave Diathermy units, Neuromodulation devices, and associated electrodes, applicators, batteries, chargers, cables, and clinical-use accessories. The expanded scope of this procurement effort supports VHA’s ongoing transition toward comprehensive, evidence-based, non-pharmacological pain management solutions accessible across all Veterans Integrated Services Networks (VISNs), 168 Veterans Affairs Medical Centers (VAMCs), and more than 1,000 outpatient clinics and federal partner sites. The key objectives of this procurement are:




  • Ensure uninterrupted, nationwide availability of ETMPM and TENS devices across all VA facilities.

  • Standardize clinical equipment to promote consistency of care, safety, and treatment outcomes for Veterans.

  • Establish stable, volume-based Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts to secure predictable pricing across the full contract lifecycle.

  • Improve supply chain efficiency through centralized distribution at the Denver Logistics Center (DLS) and electronic order processing via ROES.

  • Expand product availability to include device types supporting multiple modalities of non-opioid pain management.

  • Reduce program risk by eliminating rental, lease, subscription, or usage-based business models that conflict with VA acquisition regulations.

  • Maintain Veteran safety through FDA-compliant devices, OEM warranty standards, and strict prohibition of gray-market goods.

The anticipated FY26 solicitation will include the following CLINs:




  • CLIN X001 – Transcutaneous Electrical Nerve Stimulation (TENS) Unit and Accessories;




  • CLIN X002 – 2” x 2” Electrode Pads;




  • CLIN X003 – 2” x 4” Electrode Pads;




  • CLIN X004 – 2” x 2” Hypoallergenic Electrode Pads;




  • CLIN X005 – 2” x 4” Hypoallergenic Electrode Pads;




  • CLIN X006 – Interferential Current (IFC) Unit and Accessories;




  • CLIN X007 – Short Wave Diathermy Unit and Accessories; and




  • CLIN X008 – Neuromodulation Unit and Accessories



Question For Industry:



The Government is respectfully requesting all industry participants who are interested in this requirement and likely to be prospective Offerors to the resultant solicitation for this requirement to respond to the following questions:




  1. HCPCS Utilization: What is your assigned Healthcare Common Procedure Coding System (HCPC) utilization for your devices that you intend to offer to the Government for purchase for CLINs X001, X006, X007, and X008?

  2. CMS‑Assigned HCPCS Codes: What is your assigned Centers for Medicare & Medicaid Services (CMS) HCPC for your devices that you intend to offer to the Government for purchase for CLINs X001, X006, X007, and X008?

  3. If No CMS Assignment Exists: If no assignment, what HCPC code do you see most often utilized for your devices that you intend to offer to the Government for purchase for CLINs X001, X006, X007, and X008?

  4. Anticipated Product Delivery Lead‑Times: The Government must complete solicitation development, perform proposal evaluations, and make source selection decisions, and execute the resultant contracts for this requirement prior to expiration of legacy contract number 36C79122D0005 on January 19, 2027.What are your organization’s standard commercial delivery lead‑times? If awarded a contract under this program, what delivery lead‑time will be required from the date of award to first delivery to the VA’s Denver Logistics Center (DLS) in Golden, Colorado?
