PURPOSE OF THE REQUEST FOR PROPOSAL (RFP)On May 16, 2025, a devastating and deadly mile-wide EF-3 tornado produced extensive damage in theCity of St. Louis, affecting over 10,000 homes and businesses across ten square miles, including severalhistoric and low-income neighborhoods. As many as 50,000 people have been impacted by this disaster.In late 2025, The City engaged a contractor to assess the tornado-impacted areas to conduct damageassessments for sidewalk repairs. This survey of sidewalk damage will establish a baseline of repairsthat must be completed as part of the City’s tornado recovery.The City of St. Louis is seeking proposals from qualified contractors for the repair and improvement ofselected sidewalk areas. While this project primarily addresses damage resulting from the tornado eventon May 16, 2025, the scope of work and contract framework established may also be applied to futuresidewalk repair and improvement needs. The project aims to improve pedestrian safety and accessibilityby replacing damaged sidewalk components. All work shall comply with the project drawings,specifications, applicable municipal standards, and current ADA requirements.Portions of the work may be eligible for reimbursement under the Federal Emergency ManagementAgency (FEMA) Public Assistance (PA) Program when specifically authorized by the City and tied to adeclared disaster. All FEMA-eligible work must comply with applicable federal, state, and local laws,regulations, and FEMA guidance. Non-disaster and non-FEMA work shall comply with applicable stateand local requirements but will not be subject to FEMA PA reimbursement criteria. Invoices for non-disaster and non-FEMA work must be submitted separately from those for FEMA-eligible work, ensuringclear distinction between the two for billing and documentation purposesThe selected contractor must be ready to commence work within 48 hours of receiving the notice ofintent to award. The contract awarded will operate on a work order basis. The Scope of Work outlinedbelow provides the baseline requirements that will apply to all work orders. Each work order issued underthe contract will specify the exact quantities, locations, timelines, and any task-specific deliverables forthat specific assignment. The intent of this RFP is to award a contract to Respondents who present adetailed proposal conforming to this RFP that is advantageous to the City regarding cost and other2factors considered. The City reserves the right to award the contract(s) resulting from this RFP to one ormore respondents, as appropriate, to meet the needs of the City.Hereinafter, organizations interested in submitting a proposal in response to this RFP shall be referred toas “Respondents” or “Contractor.”Issuing an RFP does not obligate the City of St. Louis to award a contract to any Respondent, nor is theCity of St. Louis liable for any costs incurred by the organizations in the preparation of proposals. Nothingin this RFP nor in any proposal in response to this RFP is intended to be, nor should anything beconstrued, as an offer of engagement. Nor shall the selection of a Respondent be construed as an offerof engagement unless and until a contract is fully negotiated and fully executed by all parties. The Cityretains the right to award parts of the contract to several Respondents, not to select any Respondents,and/or to re-solicit proposals.The City reserves the right to reject any and all proposals submitted and to waive any and/or all non-material irregularities pertaining to the submission of the proposal. Additionally, any and all RFP projectselements, requirements and schedules are subject to change and modification. The City also reservesthe right to modify, suspend, or terminate at its sole discretion any and all aspect(s) of the RFP processto obtain further information from any and all respondents, and to waive any defects as to form or contentof the RFP or any responses by any organization/business. All submitted materials will become theproperty of the City, may become public documents at any time during the selection process, and willbecome public documents at the conclusion of the selection process. Any and all documents submittedby the Respondent may become public if and when they are submitted to any advisory or legislativepublic body, or pursuant to the Missouri Sunshine Law. By submitting a response to this RFP, eachRespondent acknowledges having read this RFP in its entirety and agrees to all terms and conditions setout in this RFP.Respondents may submit amended proposals before the deadline for receipt. Such amended proposalsmust be complete replacements for a previous submission and must be clearly identified as such in thetransmittal letter. Respondents are permitted to withdraw their submissions at any time prior to thedeadline for receipt. Respondents must submit a written withdrawal request signed by the Respondent’sduly Authorized Representative(s) and sent to the contact person below.III.
