Scope	Montgomery County, Maryland’s Department of Health and Human Services (DHHS) is seeking a qualified consultant to design, develop, and support the initial implementation of a Customized Employment (CE) Program that expands employment opportunities for individuals with disabilities within the County. The consultant will create a comprehensive, sustainable program incorporating national CE best practices, County-specific needs, and stakeholder input. The Consultant will be responsible for the following: Developing a comprehensive proposal to restructure the County’s current disability employment program (LEAP4MCG) into a CE program that includes employment opportunities for individuals with physical, sensory, and intellectual/developmental disabilities (IDD) within County government departments. This proposal must include a clear definition of stakeholders' roles and responsibilities and establish key performance indicators. Providing a detailed implementation plan for the restructure that the County can use to create a pilot of the CE program. The plan must include an outreach/marketing strategy to educate the private sector about the benefits of hiring individuals with disabilities and ways to encourage companies to hire such individuals. Presenting the restructured CE program and the implementation plan in a comprehensive PowerPoint presentation to participating stakeholders.
