Summary

Glynn County is seeking professional consulting services to write and exercise multiple emergency management plans. This project is a critical component of the county's emergency preparedness strategy, designed to ensure the community is equipped to handle a wide range of natural and man-made disasters. The comprehensive plans will establish a clear framework for a coordinated, effective, and proactive response across various scenarios.

The plans will be developed in multiple distinct phases, with a focus on creating robust and actionable documents that enhance proactive preparedness, streamline a coordinated response, and mitigate the impact of specific hazards. The selected vendor will work collaboratively with Glynn County staff and key stakeholders to produce a series of comprehensive plans that align with federal, state, and local emergency management standards.

Background

Glynn County recognizes the importance of living documents for its emergency management operations. As risks evolve and best practices change, regular updates and the development of multiple plans are essential. The development of specialized plans and annexes for specific hazards is vital to address the unique challenges these specific hazards present. The updated plans ensure Proactive Preparedness by helping the community prepare for natural disasters and hazardous material incidents well in advance. By proactively identifying risks, developing response protocols, and conducting drills, the community becomes better equipped to handle emergencies and minimize their impact on residents and infrastructure. Furthermore, detailed plans lead to a Coordinated Response, as various agencies and stakeholders can work together seamlessly. This streamlined approach fosters effective communication and resource sharing, enhancing the overall efficiency and effectiveness of emergency response operations. Finally, the integration of specialized plans contributes to a Mitigated Impact, as the community can address specific challenges with specialized strategies and resources, reducing potential casualties, property damage, and environmental harm.
