RFP NO. 121225Request for ProposalCarteret County GovernmentSwinson Park Athletic Field Fencing ReplacementIssued: December 12, 2025Submission Deadline: January 6, 2026 by 10:00 AM, EST.Carteret County Government Swinson Park Athletic Field Fencing Replacement RFP1RFP NO. 121225CARTERET COUNTY PUBLIC BUILDINGSPhone: 252-648-7877REQUEST FOR PROPOSALDate:12/12/2025To:Interested ContractorsProject Name:Swinson Park Athletic Field Fencing ReplacementScope of Work:Carteret County Government is seeking competitive proposals to replace fencing and make repairs for the ballfields and tenniscourt at Swinson Park located at 145 Swinson Park Rd., Morehead City, NC 28557.The Contractor shall abide by the details and shall refer to the associated diagrams in addition to the scope of work specifiedwithin the documents provided below.Swinson Park Field #2:• Replace the entire backstop with new post and fencing matching the existing footprint and dimensions. Backstopdimensions are approximately 72’ W / 18’H. The new backstop shall come equipped with a full hood.• Replace existing fence and associated post in front of dugouts that tie into the backstop with ten-foot high (10’H) six-gauge (6g) fencing fabric, approximately fifty-three feet (53’) for each side. Dugout access point footprints shallremain.• Replace both sideline eight-foot (8’) fencing and posts (from end of dugouts to the end of Bullpens including back sideof dugouts and partial side of 1st base dugout on the exterior of the field. First base bullpen shall be extended ten-feet(10’). Overall fabric measurements are approximately 156’.• Replace approximately forty-feet (40’) of four-foot (4’) sideline fencing along 1st baseline outfield.• Install eight-foot (8’L) X six-foot (6’H) gates on the exterior of both the bullpens located near pitching rubber. Gatesshall open outward towards common area.• Fix and repair twelve-foot (12’) gate on 1st baseline to be fully functional and level as needed.Swinson Park Field #3:• All bullpen fencing and post shall be replaced. New dimensions shall consist of eight-foot (8’H) by seventy-foot (70’L)and ten-foot (10’W).• Install eight-foot (8’L) X six-foot (6’H) gates on the exterior of both the bullpens located near pitching rubber. Gatesshall open outward towards common area.• The field access gate on the first base line will be removed during this project to allow the footprint required.• Remove existing twelve-foot gate on first base line. Tie in four-foot fencing in void. Install new twelve-foot gate on firstbase line towards outfield.Carteret County Government Swinson Park Athletic Field Fencing Replacement RFP2RFP NO. 121225Swinson Park field #4• Remove and replace approximately twenty-one feet (21’L) of four-foot (4’H) sideline fencing and post along firstbaseline.• Remove and replace bottom and middle sections of backstop fabric that measure approximately twenty-foot (20’L) byTen-foot (10’H).Key Details:• All fencing, regardless of height and size, shall come equipped with bottom rail supports, tension wire shall not beused unless specified.• All fencing eight-foot or higher, shall be equipped with a middle rail, evenly spaced.• All new backstop hoods shall be 8-gauge fabric with four-inch (4”) post. All other new fencing fabric shall be 6 gaugeand post shall be schedule 40, or equivalent.• All bolts from the backstops throughout to the dugouts shall be ground down as to not being a protrusion hazard.• The Contractor shall dig out all material, including concrete where post are to be removed. The Contractor shall thenfill each hole with screened dirt, packed down level.• Each new post shall be installed 2’ – 5’ in the ground, depending on size, with a stone footing, concrete meeting aminimum of 2500 PSI and packed soil. Post spacing shall be 8’ max. If spacing is over 8’ between posts a center railshall be installed.• No dry bagging of concrete.• All materials, tools and power shall be furnished by the Contractor in order to complete this project with turnkeyworkmanship.• All associated debris shall be cleaned and hauled off at the end of each working day. All cleaning equipment shall beprovided by the Contractor.• The Contractor shall submit any and all warranty documentation on behalf of the County.• Location services shall be the responsibility of the Contractor.• Any damages caused by the Contractor shall be the Contractor’s responsibility to fix or replace at the County’sdiscretion.• The Contractor shall verify any and all measurements.• The Contractor shall submit proposals per field as well as an overall package price.• All new materials are subject to approval by the County. If the Contractor proposes using material equivalent to thosespecified above, detailed submittals shall be included with the Contractor’s proposal for review and approval.• The Contractor shall obtain the required permits, if required, give all notices to the County POC (including a copy ofany permits), and comply with all laws, ordinances, codes, rules and regulations bearing on the conduct of the work.Permits shall be posted onsite at project location. No time extensions shall be granted or financial consideration givento the Contractor for time or monies lost due to violations of any such ordinance, code, law or regulations that mayoccur.Schedule• Work may take place during normal business hours, scheduled by the POC, contingent on events.• Interested Contractors shall contact the County POC below to schedule a site visit.Carteret County Government Swinson Park Athletic Field Fencing Replacement RFP3RFP NO. 121225Alternate Bid No. 1 - Swinson Park Tennis Court:• Replace all fencing, post, and gates surrounding the tennis court with new black powder coated fencing, post andassociated hardware to match existing footprint. Fabric shall be eight-gauge (8-g).• Save and re-attach kickback wall with bracing.Alternate Bid No. 2 – Swinson Park Gravel Road Fence – Wooden Split Rail.• Remove and replace approximately 800’ of 4’ fencing with a wooden split rail system.• The new fencing shall be relocated 13’ from the edge of the gravel road.• Any existing signage shall be removed and reinstalled in same locations.Alternate Bid No. 3 – Swinson Park Gravel Road Fence – Metal Post and Fabric.• Remove and replace a total of 800’ of 4’ fencing.
