Dear Proposer:
The City of Berkeley is soliciting written proposals from qualified firms or individuals to staff the grant-funded
position, Alameda County Coordinator. This position coordinates county-wide wildfire mitigation planning
activities and project prioritization, accelerates home hardening, defensible space implementation, public education
around wildfire, and assists with CWPP implementation. This is City of Berkeley’s third year hosting this position
As a Request for Proposal (RFP) this is not an invitation to bid and although price is very important, other factors
will be taken into consideration.
The project scope, content of proposal, and vendor selection process are summarized in the RFP (attached).
Proposals must be received no later than 2:00 pm, on June 23, 2026. Proposals are to be sent via email with
the “Specification No. 26-11790-C and ALAMEDA COUNTY COORDINATOR 2026 - 2027 clearly
indicated in the subject line of the email. Please submit one (1) PDF of the technical Proposal with the
filename saved as, “Proposal: Vendor Name - 26-11790-C ALAMEDA COUNTY COORDINATOR 2026 -
2027.” Corresponding pricing proposal shall be submitted as a separate document with the filename saved
as, “Pricing: Vendor Name - 26-11790-C ALAMEDA COUNTY COORDINATOR 2026 - 2027.”

Proposals will not be accepted after the date and time stated above. Incomplete proposal or proposals that do not
conform to the requirements specified herein will not be considered. Issuance of the RFP does not obligate the City
to award a contract, nor is the City liable for any costs incurred by the proposer in the preparation and submittal of
proposals for the subject work. The City retains the right to award all or parts of this contract to several bidders, to
not select any bidders, and/or to re-solicit proposals. The act of submitting a proposal is a declaration that the
proposer has read the RFP and understands all the requirements and conditions.

I.
BACKGROUND/SUMMARY/or INTRODUCTION
California Fire Safe Council (CFSC) administers the CAL FIRE County Coordinator Grant Program on behalf of
the California Department of Forestry and Fire Protection (CAL FIRE), with funding from the California Climate
Investments initiative. The program's objective is to educate, encourage, and develop countywide collaboration and
coordination among wildfire mitigation groups.
The City of Berkeley received an original County Coordinator Grant (May 15, 2025 – July 31, 2026) and has been
notified of eligibility for the Extension period. This RFP is issued to procure a new County Coordinator following
the prior contractor's engagement. CFSC requires that subrecipients using a contractor demonstrate compliance
with approved procurement policies—this RFP fulfills that requirement.
The County Coordinator will function as a single, dedicated individual embedded within the Berkeley Fire
Department's grant administration structure. This is not an emergency response position; the County Coordinator
must be available on a consistent, non-deployable basis throughout the grant period.
II. SCOPE OF SERVICES
The County Coordinator is expected to complete the following deliverables, which are requirements of the grantor
for the City of Berkeley's CFSC extension grant. The incoming Alameda County Coordinator will assess the best
way to meet these requirements with the support of the grant manager, and any additional support needed will be
provided by the Berkeley Fire Department. The contractor is expected to complete all listed services for $135,268
and will be provided with a laptop, a phone, and various levels of support, including GIS and communications
support as needed.
Category 1: Support County-Level Wildfire Mitigation Network
1a – Develop and implement a plan in partnership with CAL FIRE to regularly engage and convene key
community wildfire resilience stakeholders.
1c – Create and/or support a county-wide Public Outreach Committee (or similar) to facilitate unified wildfire
resilience messaging.
This deliverable will support the East Bay Wildfire Coalition’s outreach effort.
Category 2: Standardize Data Collection
2a – Contribute regularly to the CFSC GIS Networking Portal. This task is primarily data entry; however, if
technical GIS skills are required, BFD can support this task.
2b – Collaborate with CAL FIRE and County Fire Planning staff to support the statewide CWPP boundary and
attribute database.
Category 3: Home Hardening, Defensible Space, and Public Education
3a – Attend at least one (1) CAL FIRE-hosted Defensible Space Assessor (Qualified Entities) Training.
Category 4: Strengthen Strategic Partnerships
4a – Engage a broad and diverse set of mitigation entities, including non-traditional and historically excluded
organizations, in countywide forums.
4b – Foster subregional County Coordinator forums and/or collaboratives.
Category 5: Wildfire Resilience Implementation Planning
5a – Socialize completed CWPPs and project prioritization across the county with mitigation partners and the
public. BFD will provide an outreach plan for the coordinator to deliver.
Category 6: Enhance Efficiency and Capacity
6a – Present project scope of work, deliverables, and impact to the Alameda County Board of Supervisors.

Additional duties include socializing the fire modeling analysis and maintaining existing databases and documents.
Program Management Requirements (CFSC Compliance)
In addition to deliverables, the County Coordinator must fulfill the following CFSC program management
requirements:
Attend CFSC's virtual County Coordinator Monthly Meeting series
Attend the 2026 and 2027 CFSC Networking and Peer Learning Workshops in Sacramento, CA
Submit quarterly programmatic and fiscal reports and required closeout documentation to the Berkeley Fire
Department grants administration team
Complete additional impact metrics trackers as requested by CFSC; submit source documentation for
reported metrics
Participate in regular check-in meetings with the City of Berkeley's assigned grants contact and with the
CFSC Grant Specialist
Maintain accurate records and provide documentation of all activities for desk audits and reporting
Maintain ZoomGrants platform access and respond to programmatic communications in a timely manner
The grant extension period of performance is July 1, 2026 – October 1, 2027. This contract term runs from August
1, 2026, to July 31, 2029, with an option to renew for two 1-year extensions. During the base contract with the City
of Berkeley, the grant manager will apply for additional funding for the position for the term of the 3-year base
contract.
III. SUBMISSION REQUIREMENTS
All proposals shall include the following information, organized as separate sections of the proposal. The proposal
should be concise and to the point.
1. Contractor Identification:
Provide the name of the firm, the firm's principal place of business (see section VII, F. – Local Vendor
Preference), the name and telephone number of the contact person and company tax identification number.
2. Client References:
Provide a minimum of three (3) client references. References should be California cities or other large public
sector entities. Provide the designated person's name, title, organization, address, telephone number, and the
project(s) that were completed under that client’s direction.
3. Price Proposal:
The proposal shall include pricing for all services. Pricing shall be all inclusive unless indicated otherwise.
Pricing proposals shall be a separate document. The Proposal shall itemize all services, including hourly rates
for all professional, technical and support personnel, and all other charges related to completion of the work
shall be itemized. Evaluation of price proposals are subject to the local vendor business preference (see section
VII.F.).

4. Contract Terminations:
If your organization has had a contract terminated in the last five (5) years, describe such incident.
Termination for default is defined as notice to stop performance due to the vendor’s non-performance or poor
performance and the issue of performance was either (a) not litigated due to inaction on the part of the vendor,
or (b) litigated and such litigation determined that the vendor was in default.
Submit full details of the terms for default including the other party’s name, address, and phone number.
Present the vendor’s position on the matter. The City will evaluate the facts and may, at its sole discretion,
reject the proposal on the grounds of the past experience.
If the firm has not experienced any such termination for default or early termination in the past five (5) years,
so indicate.

* Effective 1/1/2022. Local Vendor Preference. For the purposes of comparing pricing as part of this competitive
RFP for goods up to $100,000 or non-professional services up to $250,000, 5% shall be deducted from the bid price
proposal from any local Berkeley vendor.
A selection panel will be convened of staff to evaluate and score submittals.
V. PAYMENT
Invoices: Invoices must be fully itemized and provide sufficient information for payment approval and auditing.
Invoices must be accompanied by a receipt for services in order for payment to be processed. Email invoices to
