Bid Title: Farmer Street Cemetery Improvement Project: Phase 1
Category: Invitation to Bid Status: Open Description: The City of Newnan seeks qualified and experienced contractors to undertake Phase 1 of the Farmer Street Cemetery Improvements Project, located at 92 Farmer Street, Newnan, Georgia. The Farmer Street Cemetery is a historic African American cemetery and burial ground and holds exceptional cultural significance.
The project’s intent is to enhance public accessibility and interpretation while preserving the dignity and integrity of the historic landscape. Improvements are guided by the City of Newnan and the Farmer Street Cemetery Commission, with design completed by Pond & Company.
The site encompasses approximately 8.76 acres, with approximately 1 acre of proposed disturbance for the phase 1 improvements and a zoning designation of OCR (Open Space/Conservation/Recreation). All work will take place in and around known and potential burial areas, and extreme care must be taken to avoid any disturbance of graves or cultural materials. Contractors must treat the site with the utmost respect, following all applicable preservation, archaeological, and environmental regulations.
Work shall include, but is not limited to:
- Demolition of existing asphalt driveway
- Installation of new asphalt driveway and formalized parking
- Installation of fencing and masonry columns along Farmer Street
- Installation of a pedestrian concrete path and “entrance node”
- Stormwater management/bioretention infrastructure
- Landscaping

SCOPE OF SERVICESIt is anticipated that the Agreement between the City of Newnan, GA and the selected firm willcontain the following scope of work. The full scope of services will be defined within the contractexecuted with the City of Newnan, GA.Work shall include, but is not limited to:• Demolition of existing asphalt driveway• Installation of new asphalt driveway and formalized parking• Installation of fencing and masonry columns along Farmer Street• Installation of a pedestrian concrete path and “entrance node”• Stormwater management/bioretention infrastructure• LandscapingAll work must comply with the Construction Documents completed by Pond & Company and mustconform to erosion and sediment control, tree protection, and burial protection notes as indicated in thedrawings.Work near graves, monuments, or unmarked burial depressions shall be performed using hand tools orlow-impact machinery only, as specified on the cover sheet and demolition plans. No ground disturbancemay occur outside the approved Limits of Disturbance (LOD) without written approval from the City.Page 4Protection of Site and GravesThe following site-specific protection standards are mandatory:1. Limits of Disturbance (LOD):All work must remain within designated boundaries shown on plan sheets. Tree protectionfencing (TPF) and silt fencing must be installed and maintained throughout construction.2. Burial Protection:o No heavy machinery or excavation within marked or suspected burial areas.o Hand tools must be used for removal of surface materials, trail shaping, and fenceinstallation near graves.o If artifacts or unmarked burials are encountered, work must stop immediately, and theCity, Engineer of Record, and Registered Professional Archaeologist must be notified.Please note that the City of Newnan will be employing an archeological monitoring firmthat must be present during land disturbing activities at or near know and potential burialsites. The archeological monitoring firm will be hired outside of this contract and willwork for the City of Newnan directly.3. Tree and Root Zone Protection:o Root pruning, bridging, and low-impact grading techniques must be used per sheetsLD101 and CG101.o Protective measures (e.g., plywood or 6" mulch mats) must remain in place until finalgrading.4. Equipment Restrictions:o No tracked or wheeled equipment within Critical Root Zones (CRZ) or Protected BurialZones.o All access routes must be approved by the City prior to mobilization.5. Cultural Sensitivity:o All personnel must attend a pre-construction briefing on cemetery sensitivity, preservationlaws, and site conduct prior to commencing work.Compliance and Documentation• Contractor shall comply with Georgia cemetery protection laws (O.C.G.A. §36-72), National HistoricPreservation Act, and all City of Newnan ordinances.• A Site Protection Plan shall be submitted to the City for review and approval prior to mobilization.Page 5
