Description: The City of Bismarck (CITY) is seeking cost proposals from qualified manufacturers or their representatives to provide Brine Salt, Deicing Sand Material, and Beet Juice Concentrate for Street Maintenance for 2025-2026 season. Sealed bids will be received in the office of the City Administrator, until 3:00 pm CT on Wednesday, August 6, 2025. Bids will be publicly opened and reviewed at 4:00 pm CT on Wednesday, August 6, 2025. The sealed bid may be mailed to the City Administrator (PO Box 5503, Bismarck ND 58506-5503) or otherwise deposited with the City Administrator (221 North Fifth Street, 4th Floor, Bismarck ND 58501) and shall be sealed and endorsed: “Proposal Salt, Sand Material, and Beet Juice Concentrate” Name of the person, firm or corporation submitting the bid Phone contact of person submitting the bid. Bids must be submitted on blanks furnished by the City of Bismarck and in accordance with specifications and conditions contained therein. All bidders are invited to be present at the opening of the proposal. The City, in its sole discretion, may extend the work completion deadline due to unforeseen circumstances, if it is determined to be in the best interest of the City to do so. The City shall reserve the right to hold all bids for a period of sixty (60) days, to reject any and all bids, to waive irregularities or to accept such as may be determined to be for the best interest of the City of Bismarck. Delivery of Beet Juice Concentrate shall take place within three (3) days of notice to deliver. Notice to deliver may include the call for various types and quantities of materials to be received at the Department of Public Works storage yard located at 601 South 26th Street, Bismarck ND 58504, as directed by the CITY. There will be no guarantee as to the quantity of material required as such material shall be based on need. Miscellaneous: The CITY OF BISMARCK has estimated the need for a supply of materials required from August 26, 2025, to July 31, 2026, for sand, salt materials, and Beet Juice Concentrate, for street maintenance 2025-2026 season. The probable quantities will be listed on the proposal form. The contract shall be divided into three (3) parts, with a separate contract awarded for each part. Part 1 includes deicing sand, Part 2 includes brine salt, and Part 3 includes Beet Juice Concentrate. A CONTRACTOR is not required to bid on all three (3) parts to have a valid bid but may do so at its discretion. Bid bonds are not required to be submitted with the bid.
