Proposals shall be organized into the following major parts:1) Cover letter2) Company Background - Information regarding the firm's stability, length of time inbusiness, history, plans, company size, organization.3) Responses to Functional Requirements - Responses to the requirements listed in thisRFP must be provided. Notes of explanation or clarification must be included with specificreference to the item in question.4) Client References - Provide at least three client references that are similar in nature, sizeor complexity to that described in this RFP.5) Schedule – Include a time schedule for completion of your firm’s work, includinganticipated starting and ending dates.6) Bid Form– The total bid price needs to reflect the technology, software as service, andtechnical support and along with hosting and licensing for three years. Discrepancies in the multiplicationof units of work and unit prices will be resolved in favor of the unit prices. Discrepancies betweenthe indicated sum of any column of figures and the correct sum thereof will be resolved in favorof the correct sum.B. This online software shall contain tools that allow the Town ofMerrimack, NH to actively manage, update, and track its ongoing roadway, sidewalk and trafficsign maintenance programs and conditions.Proposals should distinctly comment on these areas:1) The data collection procedures for developing a Municipal-wide numerical equivalent PavementCondition Index (PCI), where each roadway segment will receive a distinct PCI equivalent rating2) Software as a service solution to allow the Town of Merrimack, NH to manage the overallpavement condition database3) The initial data collection procedures for developing a Municipal wide numerical SidewalkCondition Index (SCI) with a score of 0-100, where each sidewalk segment will receive an SCIvalue corresponding to its state.4) A software solution to allow the Municipality to manage the overall sidewalk conditiondatabase, repair strategies and capital planning.5) The initial data collection of all traffic signs to provide sign type, GPS locations and condition.The Town of Merrimack, NH Public Works Department maintains approximately 190 center-linemiles of paved streets and highways.2. Scope of ServicesProposals should address all labor, materials, supplies, equipment, software, training, and servicesnecessary to complete the project.• Project Initiation – Selected Vendor shall meet with Town of Merrimack, NH Staff andreview data and street network segmentation provided by the Town of Merrimack, NH. Theywill also review software options and integration with GIS software products.• Road network segmentation – Selected Vendor shall confirm the quality of the GIS roadnetwork provided by the Town of Merrimack, NH for the approximately 190 centerline milesto be included in this project. With the Town of Merrimack, NH, vendor shall define the roadnetwork segmentation in the most common way of intersection to intersection.
