TOWN OF WEYMOUTH INVITATION TO BID
Great Pond Lower Lobe Restoration
Contract #PW-25-001-W
1. Sealed Bids for Great Pond Lower Lobe Restoration, Weymouth, MA will be received at the Department of Public Works, 120 Winter Street, Weymouth, MA until 1:00 p.m. prevailing time, on February 27, 2025, at which time said Bids will be publicly opened and read aloud. All bids shall be submitted within a sealed envelope addressed to the “Weymouth Department of Public Works, 120 Winter Street, Weymouth, MA 02188” and entitled “Great Pond Lower Lobe Restoration, Contract #PW-25-001-W”
2. The Work under this Contract includes, but is not necessarily limited to, the removal of approximately 20,000 cubic yards of sludge from the bottom of the Lower Lobe of the Great Pond by hydraulic dredging, and dewatering the sludge using a combination of the Town’s existing lagoons and geotextile dewatering bags.
3. Contract Documents may be obtained from H2Olson Engineering, Inc., by contacting Stephen Olson (508-375-7007) or email ( sco@h2olsonengineering.com ) and may be examined, but not obtained, at the Weymouth Department of Public Works Department, 120 Winter Street, Weymouth, Massachusetts 02188, between the hours of 8:30 A.M. and 4:30 P.M., Monday thru Friday, beginning Wednesday, January 29, 2025. Bidders must sign up and obtain bid documents from H2Olson Engineering, Inc. in order to receive any issued addenda, which must be acknowledged on the bid form to be submitted.
4. All interested Contractors are strongly encouraged to attend the Pre-Bid Meeting to be held on Thursday, February 7, 2025 at 9:00 a.m. at the Great Pond Drinking Water Treatment Plant, 239 Pond Street, Weymouth, MA. All bidders are strongly encouraged to attend.
5. Construction must be complete 250 calendar days from and including issuance of a Notice to Proceed, and/or receipt of fully executed contract, excluding final paving.
6. Contract payment will be by the lump sum price method as indicated on the Bid Proposal. No Bidder may withdraw his/her Bid for a period of thirty (30) calendar days after the actual date of the opening of the Bids.
7. Bidders shall certify that they do not, and will not, maintain or provide for their employees any facility that is segregated on a basis of race, color, creed, sex, national origin, or sexual preference.
8. The bidding and award of the Contract shall be in full compliance with Sections 39M inclusive of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised.
9. This project shall also comply with Sections 39F, 39K, 39N, and 39O of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised.
10. Each bid shall also be accompanied by a bid security in the form of a certified, treasurer's or cashier's check, bid bond or cash in the amount of 5 percent of the value of the Bid.
11. Minimum wage rates as determined by the Commissioner of Department of Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27G, as amended apply to this project, as contained in Appendix A of the Contract Documents. It is the responsibility of the contractor, before bid opening, to request, if necessary, any additional information on the Minimum Wage Rates for those trade people who may be employed for the proposed work under this contract.
12. The successful Bidder must furnish 100 percent (100%) Construction Performance Bond and 100 percent (100%) Construction Payment Bond.
