Proposals must be complete in all respects as required in theProposal Format and Requirements Section. Proposals are to be prepared in such a way asto provide a straightforward, concise description of capabilities to satisfy the requirements ofthe RFP. Expensive binding, colored displays, promotional materials, etc., are not necessaryor desired. Emphasis should be concentrated on conformance to the RFP instructions,responsiveness to the RFP requirements, and on completeness and clarity of content. Aproposal may not be considered if it is conditional or incomplete.1.7 Insurance Requirements:Successful firm shall provide insurance as noted in Exhibit “C” of Attachment “C” GeneralServices Agreement.1.8 Agreement Prices:At any time during the course of this anticipated contract the City may alter the Scope of Work,making changes to the assignments and times indicated, and/or adding or deletingassignments as deemed necessary. The City and firm will negotiate changes to the contractpricing accordingly.Unless otherwise stated, prices are maximum for the term of the Contract. Price adjustments,if allowed under this Contract, must be requested in writing and accompanied by the requiredinformation to substantiate the request for price adjustment, as set forth in the Contract. Noprice adjustment allowable under this Contract will be granted retroactively. The CITY mustalso be given the benefit of any decline in prices. If any price increase is granted by the CITY,the increase shall not be greater than the Consumer Price Index (CPI) of the current year.1.9 Agreement:A copy of the City of Ventura’s General Services Agreement, Attachment “C” is includedherein, as it will be the document executed into a final contract between the City and theawarded Consultant. You do not have to return Attachment “C” with your proposal submission;the sample General Services Agreement is provided for reference only and does not have tobe returned with the bid.1.10 Subcontracting:No Subcontracting any portion of Consultant’s duties under this agreement without priorwritten consent of the City.1.11 Communication with City Staff or Elected City Representatives:Any communication with City staff or City Elected Representatives, except for the Purchasingand Contracts Division, regarding this RFP is prohibited. SCOPE OF SERVICES2.1 IntroductionThe City of San Buenaventura (Ventura) is a coastal community located just north of Los AngelesCounty and south of Santa Barbara County and is frequently considered one of America’s mostdesirable places to live. The City is a full-service municipality, providing police and fire services,parks and recreation, public works, and community development in addition to water treatmentand distribution, storm water processing, and wastewater management. The City employs nearly700 employees, boasts a population of 110,000 residents within its 32 square miles whichincludes 32 parks and historic sites, and more than 800 acres of open green space. The Cityoperates under its own charter with the City Council/City Manager form of governmentcomprised of seven members elected by district for terms of four years. The City Council hirestwo of the principal officials of the City, the City Manager and the City Attorney.The City is seeking proposals from qualified restoration and environmental professionals withexpertise in invasive plant species monitoring and removal within estuarine and ripariansystems. The selected consultant will support implementation of the Invasive SpeciesMinimization Plan for the Santa Clara River Estuary, with an emphasis on early detection andrapid-response control of invasive plant species—particularly giant reed (Arundo donax) andtamarisk (Tamarix spp.). Services will include site-specific work planning, implementation ofapproved invasive species minimization techniques, coordination with ongoing monitoringefforts, and documentation and reporting to inform adaptive management and ensurecompliance with applicable regulatory requirements.2.2 General OverviewThe City provides water and wastewater services through its utility, Ventura Water. VenturaWater supplies and delivers potable water to its customers through a portfolio of diverse localsurface water and groundwater sources. Ventura Water also operates the Ventura WaterReclamation Facility (VWRF), which provides tertiary treatment of wastewater to meet non-potable reuse standards. The VWRF treats a dry-weather daily average of 7.5 million gallonsper day (mgd) of wastewater, with final effluent discharged through wildlife/treatment ponds andthen into the Santa Clara River Estuary (SCRE). Approximately 7% of the treated water is reusedfor local irrigation.To comply with requirements set forth by the Los Angeles Regional Water Quality Control Boardunder its NPDES permit (No. CA0053651) and a Consent Decree, the City is currentlyimplementing the VenturaWaterPure Program (Program), which is part of the City’s VenturaWater Supply Projects. The Program aims to improve the health of the SCRE by reducingtertiary-treated discharges from the VWRF in two phases (i.e., Phase 1a and Phase 1b) anddiverting that water for advanced purification to augment the City’s drinking water supply.a. Phase 1a, which began on January 7, 2026, diverted VRWF effluent flow to an ocean outfall,reducing the average annual discharge to the SCRE to 1.9 million gallons per day (mgd)under closed-berm conditions, representing approximately a 60% reduction from 2016
