Connect Advisors is seeking proposals from qualified construction managementfirms (“Firm”) to provide Construction Management At-Risk (“CMAR”) services to the Owner inthe development and construction of the Project.All Firms are encouraged to review each section of the following document carefully andrespond promptly to be considered for this project. Owner has the right to reject any Proposalsnot properly delivered.This RFP is not an offer to enter into a contract but is merely a solicitation of entities interestedin submitting a Proposal to the Owner for the Project.1.2 About the Colville TribesThe Confederated Tribes of the Colville Reservation is a Sovereign Nation. PresidentialExecutive Order established the Colville Indian Reservation in 1872, with a land base of 1.4million acres, located in North Central Washington State. The Tribes’ Indian Country nowincludes various off-reservation trust land holdings. The Tribes’ administrative headquartersare located at the Colville Indian Agency Campus, approximately 2 miles southeast ofNespelem, WA with offices located throughout our reservation. Tribal Business hours areMonday through Thursday, 7:00 am to 5:30 pm, excluding Fridays, Saturdays, Sundays, Tribalholidays and Federal Holidays.SECTION 2:SUBMISSION INSTRUCTIONS2.1 Response Due DateProposals must be submitted to the Josie Hohn no later than 5:00 pm, April 29, 2026. AllProposals and accompanying documents will become property of the Colville Tribes and willnot be returned.2.2 Required Number of ProposalsFirms must provide one (1) electronic copy of their response by emailing jhohn@connect-advisors.com. Please use the subject line “First Foods Meat Processing Plant RFP Response”and label the file “[FIRM NAME] First Foods Meat Processing Plant RFP Response”.2.3 Response FormatProposals should be prepared simply, providing a straightforward and concise delineation ofthe Firm’s approach and capabilities to satisfy the criteria listed in Section 4. The proposal maynot be longer than 30 pages, letter sized, single spaced, with no less than 12-point font.Proposals should be clear, complete, and adhere to the structure required by this RFP. Firmsthat deviate from the required format may be deemed non-responsive.First Foods Meat Processing Plant CMAR RFP2.4 Site VisitationA site visit is required. The site visit will be held on April 23, 2025, at 10:00 AM. By submittinga proposal, the CMAR acknowledges that the CMAR is satisfied as to the nature and locations ofthe work, and certifies all information required to perform the requirements of this RFP.2.5 QuestionsQuestions should be directed to Josie Hohn via email using the email above. Questions willbe taken until seven (7) days prior to the submission date with the final addendum issuedno later than three (3) days prior to submission. Unauthorized contact with other tribalemployees or by any method other than email regarding this RFP may result indisqualification. All oral communications will be considered unofficial and non-binding onthe Tribes.SECTION 3: PROJECT INFORMATION3.1 Project LocationThe Project is located Northwest of Mission Road in Omak, WA on land that is being held intrust for the Owner. An address has yet to be established. Please refer to the architectural andcivil drawings for location.3.2 Project DescriptionThis project includes the construction of an approximately 18,255 GSF food processing facilitywith associated parking, loading areas and exterior improvements. The project will becomposed of a pre-engineered metal building constructed on a concrete foundation. Thebuilding will be a type V, fully sprinklered, facility. The program includes food processingareas, a production viewing area, offices, meeting space and employee support spaces.3.3 Scope of Services3.3.1 The Firm will be responsible for providing CMAR services related to the pre-construction and construction phases of the Project as identified, but not limited to,the following:3.3.2 Preconstruction Activities:.1 Staffing: The Firm shall provide the proper number of qualified staff membersas necessary to competently and fully manage all Pre-Construction services..2 Budgeting: The Firm must work with the Project Team to develop detailedProject Budgets at the completion of each design phase. This initial budgetshall include sufficient identification and clarification as to the Scope-of-Workincluded and specifically excluded by the Firm. Once approved, the budgetshall be regularly updated at each stage, and presented for approval, as thedesign continues to develop. The level of detail presented in each budgetupdate shall continue to increase as the design progresses from the initialconceptual and programming phase through final 100% contract documentsand a final GMP. Estimates should include quantities and unit prices for eachitem of work where applicable.First Foods Meat Processing Plant CMAR RFP.3 Value Engineering/Constructability Reviews: The Firm must provideconstructability and value engineering reviews in conjunction with abovebudgets. The Firm should review all existing studies and plans to determinetheir viability and propose adjustments using the current market and siteinformation gathered by the Project Team, if needed..4 Identification of Any Necessary Design-Assist (or possibly Design-Build) Trades:Upon thorough evaluation of the project scope, anticipated design servicesscheduled to be provided by the Design Team, and other key factors such as theproject schedule, the Firm may provide recommendations for any Design-Assistor Design-Build trades that are necessary in order to best maintain the projectbudget, schedule, and overall quality product..5 Project Logistics and Safety: The Firm must work with the Project Team todetermine how ingress/egress plans may impact operations and whatoperational needs there may be necessitating specific ingress/egress plans. TheFirm must develop a project specific safety plan to be incorporated into allbidding documents. The Firm must develop, and submit for approval, a sitelogistics plan that will ensure the most appropriate, safe, and efficient means tomanaging the constraints of the site, and adjacent to site, throughout theduration of the construction phase is accomplished..6 Scheduling: After the project has been awarded, the Firm shall immediatelydraft, present, and gain Owner approval on an overall Master Project Schedulethat fully details the preconstruction process, GMP process, commencingconstruction, and all construction activities up through, and to, FinalCompletion. This Master Project Schedule shall also adequately identify thedetails related to the construction phase, including all key milestones,completion of separate areas of the Project, and a clear identification of allproject turnover and close-out activities including (in no particular order),testing, commissioning, punch lists completion, Owner move-in, Owneroccupancy, substantial completion, and final completion. The schedule shallalso identify any necessary long-lead procurement items that warrant specificattention, timeline identification, and possibly an accelerated release by theOwner. Once approved, this schedule shall continue to be updated, andpresented for approval, with each progression of the project design andbudget. Prior to entering into a GMP at the conclusion of the preconstructionphase, the Firm must submit a Master Project Schedule that is fully detailedwith all construction activities that will occur throughout the constructionphase. This schedule shall include proper identification of the “float” for eachscheduled activity..7 Meeting Management: The Firm must properly plan, manage, and documentall meetings with the Project Team as necessary to properly complete the CMARservices.First Foods Meat Processing Plant CMAR RFP.8 Reporting: The Firm must provide all reports related to the CMAR services in anorganized and detailed manner to the Project Team.9 Cash Flow Analysis: The Firm shall provide to the Owner all necessary cashflow analysis that properly detail and forecast the necessary flow of funds thatwill be required through the course of the construction phase..10 GMP Delivery: At the agreed to time in the progression of design, the Firm willproceed with the bidding process to obtain the GMP(s). This includes thepreparation, development and distribution of all bid packages including projectspecific general and supplementary conditions items. The Firm will conductpre-bid and post-bid meetings with trade contractors to ensure that all bids arecomplete and fully responsive. After receiving and analyzing contractor bids,the Firm will present a detailed GMP proposal and packet (with all associatedback-up and exhibits) to the Owner along with making bid-package awardrecommendations..11 Code Reviews: The Firm shall identify and make note to the Project Team anycode violations, real or perceived, found in the design documents to the best oftheir ability..12 Permitting: Coordinate with various departments of the Tribe along with otheragencies, utility companies, etc. as needed to ensure all necessary permits,coordination, and approvals are in place prior to commencing construction soas to promote a seamless and efficient management of the construction phase..13 Pre-Construction and Design: All Pre-construction activities are to occurconcurrent with the Design Phase. This is to include all items necessary toprovide complete and adequate planning for the construction phase of theproject, as well as items such as long lead procurement management, meetingcoordination (the Firm will be responsible for scheduling, agendas, andminutes) and various additional items, as necessary..14 The Firm is to provide additional CMAR services required by contract, by theOwner’s Representative, or as necessary to provide appropriate and timelymanagement of the Project.3.3.3Construction Phase Services:.1 Staffing: The Firm shall provide the proper amount of qualified full-time, on-sitestaff to competently manage and ensure full compliance of all aspects of theProject. This includes staffing throughout the duration of the constructionphase as well as appropriate management throughout all necessary projectclose-out activities..2 General Conditions: The Firm shall be responsible for performance andadministration of all general conditions on the project.First Foods Meat Processing Plant CMAR RFP
