INTRODUCTIONA. PURPOSE OF THIS REQUEST FOR PROPOSALSThe purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contractthrough competitive negotiations for the procurement of a contract(s) with Not-for-Profit orapproved public entities that will complete Emergency Medical Services (EMS), Center for HealthProtection and Public Health Division related tasks within the geographic State of New MexicoEMS Regions.These tasks will further the development of the EMS and “time sensitive condition” (stroke, heartattack, and trauma) system throughout the State of New Mexico, and help assure that the EMSBureau completes its mission as stated in statute and rule. Additionally, work will be completedthat includes public health objectives that further the overall health of New Mexico residents. Workwill be performed at the direction of the EMS Bureau Chief or designee of the EMS Bureau. TheContractor will be compensated for approved completed deliverables.B. BACKGROUND INFORMATIONThe Department of Health, Center for Health Protection, Emergency Medical Systems (EMS)Bureau is responsible for the development, oversight, and continuous improvement of the statewideEMS system in accordance with the Emergency Medical Services Act, Section 24-10B-1, et seq.,NMSA 1978, and related statutes and rules.New Mexico’s EMS system is organized into three geographic regions, each supported by aregional office responsible for system planning, development, coordination, and technicalassistance. These regional offices serve as key operational partners of the EMS Bureau and supportthe implementation of statewide EMS and “time-sensitive condition” systems of care, includingtrauma, stroke, and cardiac/STEMI systems.Historically, regional office functions have been fulfilled through contracts with not-for-profitorganizations. These regional offices play a critical role in supporting EMS agencies, healthcarefacilities, and communities through coordination, education, data support, and system improvementinitiatives.The current contracts for EMS Regional Office services will expire on June 30, 2026. Thisprocurement is being conducted to ensure the continued provision of these essential services, whileallowing for evaluation of qualifications, experience, and the ability of Offerors to effectivelysupport the EMS Bureau’s mission and evolving system priorities.4C. SCOPE OF PROCUREMENTThe Department of Health (DOH) Center for Health Protection EMS Bureau is procuring theservices of entities capable of performing the tasks listed in the RFP, to be documented in reports tothe EMS Bureau.The term of the contract(s) resulting from this procurement will be one (1) year, with three one-yearrenewals. Each offeror may submit proposals to operate one, two or three regional offices. Thismay result in multiple-awarded contracts.D. Protests of the solicitation or award must be submitted in writing to the Protest Manageridentified in Section II.B.13. As a Protest Manager has been named in this Request forProposals, pursuant to §13-1-172, NMSA 1978 and 1.4.1.82 NMAC, ONLY protestsdelivered directly to the Protest Manager in writing and in a timely fashion will beconsidered to have been submitted properly and in accordance with statute, rule andthis Request for Proposals. Protests submitted or delivered to the Procurement Manager willNOT be considered properly submitted.E.
