SummaryThe City of St. Petersburg, Florida (“City”) is seeking the services of a qualified firm to provide professional services for the City’s Complete Streets Implementation Plan.
The work products described in this scope will provide updated context, project prioritization, public engagement, and a new element: Comprehensive Traffic Safety & Community Action Plan. The updated Complete Streets Implementation Plan will focus on both a proactive and reactive approach by identifying and prioritizing projects based on network connectivity, crash data, and through verifying/updating the City’s High-Injury network.
The plan will update existing conditions, integrate resources and guidance from the City’s Neighborhood Greenways Toolbox, include a prioritized capital projects list guided by both data and stakeholder engagement, and verify the City’s High-Injury Network through the creation of a Comprehensive Traffic Safety & Community Action Plan. In addition, this project will include collaborating with city staff to develop goals for policy implementation as well as strategies to develop partnerships that may identify and facilitate funding from sources outside of the City’s current capital improvements programs.
BackgroundThe City of St. Petersburg adopted a Complete Streets Implementation Plan in 2019 to outline existing conditions, an approach to complete streets, an implementation plan for projects, and performance measure and evaluation. The Implementation Plan was designed to be updated every 5 years to reevaluate projects within the implementation plan and measure the performance of completed projects. The City of St. Petersburg received supplemental planning funding from the Safe Streets and Roads for All Grant to update the Complete Streets Implementation Plan and include the addition of a new ‘Comprehensive Traffic Safety & Community Action Plan’ element. The Complete Streets Implementation Plan Update should include:
- Detailed analysis of updated traffic crash data for the City’s complete roadway network, including but not limited to a review of human factors to ensure a community-focused approach to the technical review.
- Public engagement which refines the goals, objectives, and strategies in the existing Complete Streets Implementation Plan.
- An updated inventory of existing conditions for the multimodal transportation network, including updated identification of the City’s High-Injury Network, with consideration of the micromobility program and its potential for expansion.
- Community and stakeholder outreach to develop a prioritized list of capital projects that align with the goals and objectives of the Plan and ensures a community lead approach to implementation strategies.
- The creation of a Comprehensive Traffic Safety & Community Action Plan
