REQUEST FOR PROPOSALSFOR A COMPLETE REAPPRAISAL AND REVALUATION OF ALLREAL PROPERTY LOCATED WITHINTHE TOWN OF EAST WINDSOR, CONNECTICUTThe Town is undertaking a program to revalue all Real Property, effective October 1, 2027.Contractors interested in providing the Valuation Services set forth in the attached Specificationsare invited to deliver 3 (three) copies of the proposals to the Town of East Windsor’s Office ofthe First Selectman, 11 Rye St. Broad Brook, CT 06016, no later than 11:00 a.m., May 4,2026. Any proposals received after said date and time shall be declared invalid. Proposals willbe opened and read at 4:00p.m. on May 4, 2026. Contract will be awarded no later thanMay 11, 2026.All proposals shall be sealed, addressed to the Office of the First Selectman, 11 Rye St. BroadBrook, CT 06016 and marked: "TOWN OF EAST WINDSOR, CONNECTICUTPROPOSAL FOR OCTOBER 1, 2027 COMPLETE REAPPRAISAL ANDREVALUATION SERVICES”.All information pertaining to the Contractor's technical and management approach to completingthis project, as well as the proposed cost, timetable, and staffing plan, shall be presented in theproposal. The proposal must address, at a minimum, each of the issues set forth in the Requestfor Proposals as well as any addendums in order to be considered responsive. Any proposal thatdoes not respond to each issue in the Request for Proposals may be rejected by the Town as non-responsive.The Town reserves the right to amend this proposal for the Valuation Program for equitableassessments at any time prior to the deadline for submission of proposals and to reject any or allproposals received if they determine it to be in the best interests of the Town All data entry mustbe done off-site and transferred to the in-house computer system. The system must be fullyloaded with all assessment data before the revaluation is completed. Any proposal must addresscosts associated with utilizing the Town’s current CAMA system, Appraisal Vision CAMASoftware V8 of Vision Government Solutions of Hudson, Massachusetts. All data entry will bethe responsibility of the Contractor. The contractor will be responsible for all costs associatedwith providing data available via the Web so that taxpayers can log in and review properties on-line. Data entry includes Income and Expense information from the forms for the mostcurrent year available and one year prior.In addition to addressing each of the items in the specifications, the Contractor must submit, aspart of its proposal, the following information:1. A Letter of Transmittal signed by the individual authorized to negotiate for and contractuallybind the Contractor stating that the offer is effective for at least sixty (60) Calendar Daysfrom the deadline for the submission of proposals. Include telephone number and emailaddress.2. A list of Connecticut Municipalities for which the Contractor has completed ValuationPrograms using Appraisal Vision CAMA Software V8 of Vision Government Solutions forthe last five years, and contacts.3. A list of Connecticut Revaluation Contracts for which the Contractor is currently committedwith timetables for completion.4. Description and examples of the Contractor’s revaluation public relations program.5. Copy of Contractor’s current Connecticut Revaluation Certificate issued pursuant toConnecticut General Statutes 12-2c.6. Listing of personnel to be assigned to TOWN’S revaluation, including years of experience incurrent positions and other revaluation positions, municipalities served, and their roles inthose revaluations. A copy of the employees’ current Connecticut Revaluation EmployeeCertification must be included.7. A bid bond or certified check in the amount of 10% of this bid must be submitted by thebidder with his bid as a guarantee that, in case the contract is awarded to him, he will, withinten days after appropriation of funds and notice of award, execute such contract, and furnisha satisfactory Performance Bond and Payment Bond, for approval by the Town of EastWindsor.8. Project Timetable:The CONTRACTOR must submit a work plan that addresses the major tasks that must beperformed for the successful completion of the revaluation program. This work plan mustadhere to the deadlines that have been established. The CONTRACTOR must identify thestarting dates of each task and the resources (man-hours) that will be allocated for each workactivity. The ASSESSOR must agree upon the work plan time schedule. Any proposal whichcannot meet the project schedule will be rejected.Completion Date and Time Schedule1. Awarding of ContractThe town will award the contract for the reappraisal and revaluation project no earlier thanthe 3rd week of May 2026. The TOWN reserves the right to reject any and all proposals aspreviously stated.2. Changes and Subletting of Contracta. ChangesChanges in these specifications to the contract will be permitted only upon written mutualagreement of the CONTRACTOR and the TOWN.b. SublettingThe CONTRACTOR shall not assign, transfer, or sublet the contract or any interest or parttherein without first receiving written approval from the TOWN and the bonding company. Itshould be mutually agreed and understood that said consent by the TOWN shall in no wayrelease the CONTRACTOR from any responsibility or liability as covered in thesespecifications and contract.Method for determination of best priceThe best price shall be the lowest price from a bidder who meets the minimum criteria of thespecification and provides the highest level of performance (see Evaluation Criteria below). TheTown of East Windsor reserves the right to reject any and all bids. Bids which are irregular inform, incomplete, conditioned, or qualified may be disregarded and rejected as improper exceptthat the Town may waive any defects or irregularities. All bids are subject to appropriation bythe Town of East Windsor.Evaluation CriteriaProposals will be evaluated using comparative criteria set forth as follows:The Town will review and rank each technical proposal that is deemed responsive to this RFP.When this process is complete, the Town will take into consideration the total cost associatedwith each proposal. The Town reserves the right to select the Contractor who in its opinion bestmeets the needs of the Town. This is procurement for professional services and thereforeweighted factors such as Price, Experience, Proposal and working knowledge of our CAMASystem (Vision) will go into determining the most responsive proposal.CONTRACT SPECIFICATIONS FORVALUATION SERVICESDEFINITIONSASSESSOR: The word “Assessor” shall mean the duly appointed Assessor of East Windsor,Connecticut.PROJECT: The word “PROJECT” shall mean the valuation of all real property within thecorporate limits of East Windsor, Connecticut for assessment purposes.CONTRACTOR: The word “CONTRACTOR” shall mean the certified revaluation companywho shall perform this project.TOWN: The word “TOWN” shall hereinafter mean The Town of East Windsor, Connecticut.SCOPE OF VALUATION PROGRAMThis Project includes the complete valuation of all real property within the corporate limits ofEast Windsor, Connecticut effective as of October 1, 2027.CONTRACTOR shall furnish all the databases, labor, materials, supplies and equipment andperform all work for the project in strict accordance with the hereinafter-listed specifications.All work will be carried out and all forms, materials, and supplies utilized in this project shallconform to and be carried out in accordance with the requirements of the Secretary, Office ofPolicy and Management, the Connecticut General Statutes, and Regulations of Connecticut StateAgencies pertaining hereto, and shall be subject to the direct supervision and approval of theASSESSOR of the TOWN OF EAST WINDSOR.The values to be determined shall be the present true and actual value of each parcel of realproperty as that term is used in Title 12 of the Connecticut General Statutes and shall be basedupon recognized methods of appraisal and conform to Uniform Standards of ProfessionalAppraisal Practices, as required by Connecticut General Statutes for the licensing andcertification of all individuals involved in the appraisal of real estate.The Project will cover and include all real property in East Windsor including the followingcategories:1. All taxable real estate, land, buildings, and improvements.2. All tax-exempt real estate, land, buildings, and improvements.3. All public utility and buildings.2.1 EFFECTIVE DATE: The effective date of this project shall be for the October 1, 2027Grand List and the pricing and valuation by CONTRACTOR of all land, buildings andproperty under this CONTRACT shall reflect the present true and actual value as ofOctober 1, 2027.2.2 PARCEL COUNT:CONTRACTOR’s price for the revaluation is based upon the following anticipated parcelcounts (estimated by TOWN as of October 1, 2025.)Residential DwellingsResidential CondominiumsResidential Vacant Land (incl. 150 under PA490)Commercial Buildings (incl.50 comm condos)ApartmentsIndustrial BuildingsC&I Vacant LandExempt ImprovedExempt VacantTOTAL PARCEL COUNT ESTIMATE311084030030025105401503049002.3 TOWN DATACurrent Basis of AssessmentTaxable Grand List as of October 1, 2025Date of Last RevaluationEstimated PopulationArea of the Town70%$ 1,422,702,357October 1, 202311,17026.3 sq milesAdditional charges by the CONTRACTOR for the differences in parcel counts shall not bepermitted by the TOWN.
