Notice of Bid

The Leavenworth County Department of Public Works is accepting bids for one (2) “Motor

Graders.”

You are invited to submit sealed bid proposal to the address below. The envelope must be clearly

marked “(2) Motor Graders”.

All bids must be received in said office not later than Thursday, May 14th, 2026 at 10:30 a.m. at

which time they will be opened and read aloud.

A copy of the bid notice will be posted on the Leavenworth County website:

www.leavenworthcounty.gov, or you may come to the main office, Leavenworth County

Courthouse, Public Works, 300 Walnut, Suite 007, Leavenworth, KS 66048 and obtain a copy.

At the option of the Board of County Commissioners and or County Administrator, service will be

awarded on the basis of the best qualified bid, including full consideration of unit prices, time and

method of delivery, conformity of specifications and service.

ALL BIDDERS AGREE THAT REJECTION SHALL CREATE NO LIABILITY ON THE PART OF THE COUNTY

BECAUSE OF SUCH REJECTION. IT IS UNDERSTOOD BY ALL BIDDERS THAT AN UNSUCCESSFUL

BIDDER HAS NO CAUSE OF ACTION AGAINST THE COUNTY FOR BID PREPARATION COSTS. THE

FILING OF ANY BID IN RESPONSE TO THIS INVITATION SHALL CONSTITUTE AN AGREEMENT OF

THE BIDDER TO THESE CONDITIONS.

We are a tax-exempt entity, prices shall be net including all exempt taxes. The County shall reserve

the right to increase or decrease the quantities specified.

Leavenworth County Public Works Dept. is offering

The following equipment up for bid:

(2) 6WD Motor Graders Including Monroe Eradicators

Bids will be for a 5 Year 7500 Hr. Municipal Lease

Including 5 year 7500 Hr. Fluid and Filter Plan

Including Warranty that covers full term of lease

These specifications shall cover (2) 6WD Motorgraders. The Motorgraders must be new and current production, must have

parts and service available locally in the KC Metro area. Indicate make and model being bid.

Engine:

Minimum 9 Liter, 6 Cylinder VHP plus turbo charged. Minimum 250 net HP.

U.S. EPA Tier IV Final / EU Stage IV.

Engine Block Heater, 120V.

Cold weather package. Heavy duty starter, ether starting aid.

Reversing engine fan, Machine will be equipped with a swing out housing that

gives access to cores. It will feature a latch style mechanism (Not be a bolted

design) And be accessable from ground level.

Drive Train:

Power shift transmission. Minimum 8 forward, 6 reverse gears.

Differential Lock/Unlock.

Six wheel drive Drive system that is able to adjust front outside tire speed in

relation to the front insisde tire during turns. As well as the ability to

disengage transmission and provide power to the front wheels only.

Wet disc brakes that will be equipped with separate left and right

accumulators.

Transmission guard.

Base Machine:

Machine length to be 397"

Machine Width to be 97"

Articulating frame (shall be at rear of operator compartment) with safety

lock.

Rear drawbar hitch and pin.

Operator Station / Cab:

Joystick hydraulic controls. Power steering, left/right blade lift with float

position, circle drive, blade sideshift and tip, centershift, front wheel lean, and

articulation. Joysticks will be mounted to adjustable pedestals, hard mounted

to the cab floor, independent of the operator seat

Steering joystick will be equipped with at least three redundant sensors to

ensure safety.

Joystick gear selection.

Articulation, automatic Return-to-Center.

Steering will have primary and secondary power supply, in the event of an

emergency or malfunction it will allow the operator to safely maneuver the

machine out of traffic and to the road side.

Heater and air conditioning with front and rear defroster fans.

Deluxe high/wide back cloth seat with air suspension.

Rear view camera.

Heated exterior mounted rearview mirrors.

Sound suppression.

Machine level guage.(slopemeter)

AM/FM radio with USB/Bluetooth.

12V power port.

24v to 12V converter for 2-way radio.

Windshield wipers will be included in the following locations: Front upper,

Front Lower, Both sides or doors. All wipers will be equipped with washer

nozzles.

Fire extinguisher mounted on left side of cab interior.

Shall have LED Work lights.

Shall have plow lights.

Machine will be equipped with a grade sensor and software that is able to

hold grade and adjust automatically, (IE Cross slope or equivalent)

Machine will automatically reduce steering sensitivity as the ground speed

increases.

Moldboard:

minimum 14 foot, one piece, 27" height, thickness of at least 3/4"

Machine will be equiped with a blade cushion function that will allow the

machine to automatically adjust down preassure to the blade

Tires / Wheels:

14.00R24 VKT type radial tires, mounted on 10x24" 3 piece wheels.

Electrical:

24 volt electrical system.

2 - 12 volt maintenance free, heavy duty batteries. Minimum 1300 CCA.

Minimum 125 amp alternator.

Back up alarm.

Working lights - Front, rear, moldboard and forward high mount for snow

plow.

Front Lift Group:

Dealer will furnish hydraulic controls for front lift group with float control

included.

Balderson style front lift group.

V type Monroe Eradicator - B with 48 rotating Carbide Bits

Preventative Maintenence:

5 Year 7500 Hr. Filter and Fluid Plan to include dry filters and wet filters

2 Physical copies of both the operators and service manuals to be provided

Miscellaneous:

Lincoln Auto lube mounted on forward LH side of machine

Strobe light with brush guard.

Slow moving vehicle sign.

Warranty:

Full machine warranty to include travel time and mileage for 60 months or

7500 hours. Loaner machine provided if repairs to exceed 2 days.
