Bid Title: Professional Land Survey Services
Category: RFP/RFQ Status: Open Description: The Town of Granby requests proposals from State of Connecticut Licensed Professional Land Surveyors to provide the following:
1) Surveying services in support of the design of a walking path and other improvements in Salmon Brook Park.
2) An A-2 property survey of 5 Canton Road, approximately 34 acres.
3) On-call surveying and related services.
The Town of Granby is inviting Connecticut Licensed Professional Land Surveyors to submit qualifications and a rate schedule to provide surveying and related services on an as-needed or “on-call” basis. The nature of this assignment is to assist Town Staff, including the Town Engineer, Department of Public Works, Director of Community Development and others, by providing services in a timely manner as requested. The selected surveyor may provide comprehensive land survey services for the preparation of property surveys, location surveys, drawings, property/easement maps, estimates, and related services. Example projects may include survey services related to drainage and street reconstruction and survey services for sidewalk projects.
The term of the assignment will be for a maximum period of five. The Town will have sole discretion as to which projects, if any, will be assigned to the surveyor.

Description of Services Needed#1: Salmon Brook Park SurveyThe selected surveyor will be asked to complete a survey of a portion of Salmon Brook Park. TheTown has received funding under the Small Town Economic Assistance Program (STEAP) toconstruct a walking path/sidewalk from the auxiliary parking lot located at 53 West Granby Roadto the existing walking path in Salmon Brook Park, located at 215 Salmon Brook Park. SeeAppendix A for the approximate location of this proposed path and required survey limits. TheTown Engineer will be designing this path and a survey is required before design can begin. Pleaserefer to the following for the survey requirements:1. The survey shall be a T-2 Topographic Survey with an A-2 control traverse to be used forconstruction staking. Scale to be 1"=20' in AutoCAD, 2014 to 2025 format acceptable.Electronic data information shall include a surface usable in Civil 3D. All electronicinformation is only for the benefit of the Town of Granby for this particular survey. Thesurveyor will provide three (3) signed and sealed hard copies of the survey which will be theofficial survey.2. Location of existing property line and corner markers where requested on the topo limitplan. Property line information is for reference only and a Class A-2 determination is notrequired.3. Location of the two Salmon Brook Water District well as shown on the topo limit plan.4. Horizontal and vertical datum to be based on the existing survey of the previous project inthe park and will be provided by the town. Survey to show control point with coordinatesand elevations on each sheet.5. Any information obtained from other sources or maps shall be noted giving date and originof the information.6. The orientation of the sheets shall be as directed by the Town Engineer.7. Where the area surveyed involves more than one sheet, a key plan and adequately marked"match lines" shall appear on each sheet.8. The survey shall be based on a drawing template provided by the Town Engineer. Allinformation shall be shown on the layer system included in the drawing template.9. Lines and line strings which represent the same graphic element must be continuous (i.e.,not broken or segmented), unless that segmentation reflects a specific visual line type.Lines/strings representing the same type of data must not cross except at intersections.8. The following items within the survey limits are to be shown:a. Contours at 1- foot intervals with spot elevations. Benchmarks and control points tobe used for construction staking shall be provided.b. Elevation of floors, top of manhole frames, paved streets, curbs, culvert inverts andadjacent waterways. When existing storm and sanitary sewers extend across the street(s)bordering the property, or extend through the site, the survey shall show the location, top-of-frame and invert information for the next structure past the site.c. Location of buildings, retaining walls, ditches, streams, stream channel encroachmentlines, flood plain lines, manholes, catch basins, culverts, poles, fire hydrants, streets, drives,walks, fences, hedges, boundary of wooded sections, isolated trees with a diameter 6-inches or greater with size and type, landscaped areas, and any other man made or naturalfeatures which would interfere with or cause obstruction to developing the land for furtherconstruction.d. Any obvious features which indicate the location of utilities that are serving or couldserve the area including inverts of storm and sanitary sewers at manholes.e. Locations of existing underground structures such as underground tanks, water lines andother utilities including valve boxes serving the area. Locations to be noted “as per plan,”or field located.f. When watercourses, or other water bodies occur within the survey area, their limits shallbe shown.g. The corners of the existing play fields adjacent to the proposed sidewalk are markedwith plastic base anchors that will be recovered by others. These are to be located andshown on the survey. The actual layout may be different than shown on the Topo Limitplan. There is also an irrigation system that will be marked out by others and is to be shownon the survey.This survey shall be completed by July 15, 2026.#2: 5 Canton Road SurveyThe selected surveyor will be asked to complete a survey of 5 Canton Road in preparation for thepotential redevelopment or sale of this property.The survey is to be performed in accordance with the Professional Standards of Practice as definedby the Connecticut Association of Land Surveyors in their Standards for Surveys and Maps in theState of Connecticut. The survey shall show property boundaries setting forth the metes andbounds of the above property. A fixed line mylar suitable for filing in the land records of the TownClerk’s Office will be required. There will also be a need for an accompanying written legaldescription of the property, suitable to be incorporated in a filed deed of the property. The surveyshall comply with the boundary survey measurement standards, certified conforming to Class A-2, and all other associated laws, professional standards and practices.In addition to the above, the following shall be required:1. The surveyor shall mark every 100 feet of the property perimeter that is not bounded by aroadway or evidenced by a fence line or stonewall, with a wood stake and flag.2. In addition to the mylar, the surveyor shall prepare and provide the Town with the surveymap in digital format and geospatial data capable of being imported into a GeographicInformation System (GIS) using common GIS software and in AutoCAD.3. The surveyor shall note any encroachments.There is not yet a definitive date required for completion of this survey, but it is anticipated itwould be needed by October 2026.#3: On-Call Surveying and Related ServicesThe Town of Granby is inviting Connecticut Licensed Professional Land Surveyors to submitqualifications and a rate schedule to provide surveying and related services on an as-needed or“on-call” basis. At the scoping of each assignment, the surveyor’s expected levels of detailwill be conveyed by the Town.Surveyo All work will be performed at an appropriate level of accuracy as defined by theState of CT and CALS.o Maps to be filed on the land records shall conform to the filing requirements at thetime of filing.o All survey work shall be certified by a surveyor licensed by the State ofConnecticut.o All survey work shall include thorough research of existing records.o Where the survey is to be used for construction, it shall show the control pointsused with the coordinates and elevation.IV. Proposal ContentThe proposal should include the following:a. Name, address, phone number, and email address of the person submitting the proposal.b. Narrative outlining the following:a. List of personnel, with qualifications, that are proposed to conduct the work.b. Description of relevant experience with similar projects which demonstrates theability to perform and complete the work described in ‘Description of ServicesNeeded’ above.c. List of at least three (3) references related to similar projects. Please providenames and telephone numbers of contact persons for each reference.d. Timeline to complete survey work for Salmon Brook Park and 5 Canton Road.c. Identify what the respondent will expect the Town to supply, if anything.d. The proposed fee schedule (see attached ‘Cost Proposal’ form in Appendix B forcompletion).e. Any information to allow the Town to apply the Proposal Evaluation Criteria below.V. EvaluationProposal Evaluation Criteria shall include:a. Relevant experience.b. Demonstration of understanding of services to be provided.c. Capacity to complete services in required timeframe.d. Cost proposal.The Town will evaluate and consider all responsive proposals received. It should be noted that thecontract resulting from this RFP will be awarded to the respondent whose proposal is determinedto be in the best interest of the Town. Therefore, the proposal offering the lowest cost may notnecessarily be the proposal that is selected for award.VI. ProcessAll firms wishing to be considered for this appointment shall submit three (3) written responsesbased on the requirements set forth in this RFP document. The RFP document is available on theTown’s website at www.granby-ct.gov under Bid Opportunities, RFP/RFQ (hereafter referred toas the Town’s website). Proposals will be received until 12:00 PM April 2, 2026 in the CommunityDevelopment Department, 15 North Granby Road, Granby CT 06035. All proposals must beclearly marked on the outside of the envelope with: Professional Land Surveying Services RFP.An electronic submission must also be provided, either on a flash drive and sent with the writtenresponses or sent via email to Abigail Kenyon, Director of Community Development,akenyon@granby-ct.gov. This must also be received by 12:00 PM on April 2, 2026.Any addenda will be posted on the Town’s website by March 20, 2026 All respondents areresponsible for checking the Town’s website for the presence and content of all addenda.Proposals received by the Town will be reviewed for completeness and clarity. They will beevaluated in accordance with the Proposal Evaluation Criteria above and the firm(s) to beinterviewed, if any, will be determined. The Town may also wish to conduct a second interviewprior to making a final award. A decision on an award is anticipated within a month of receipt ofthe proposals.
