ADDENDUM NO. 2 (Q&A)REQUEST FOR PROPOSALS (RFP)Oakwood Avenue Water Main SIPPTown of Munster, IndianaThis Addendum No. 2 is issued to formally clarify and modify the Request for Proposals(RFP) package issued on April 20, 2026, for services related to the Oakwood Avenue Spray-In-Place Polymeric Lining (SIPP) project.NOTICE OF CLARIFICATIONThe Town of Munster hereby clari�ies the RFP as follows:Application of SIPP: Liner shall be classi�ied as Class III (semi-structural), capable ofindependently resisting internal pressure and bridging defects as de�ined by AWWAstructural classi�ication guidelines.Surface Restoration / Project Closeout: All pits shall be back�illed to �inal grade andcompacted in conformance with Town standards. The Town will complete remainingsurface restoration items, such as topsoil, seeding, landscaping, and fence re-installation.Contractor Quali�ications: Inspection personnel for pre- and post-CCTV inspection do notneed to be NASSCO certi�ied. They shall, however, be quali�ied to perform the respectiveinspection.1. Would the Town consider extending the proposal due date from May 20, 2026 toMay 27, 2026? The Town has extended the proposal due date to May 27, 2026,2. For the temporary potable water bypass, is the intent for the temporary main to beinstalled within the right of way, or routed along the curb line on Castle Drive andOakwood Avenue? The temporary water main may be located where it’s mostpractical for the contractor, provided it’s protected from damage.3. Please con�irm whether all homes within the project limits have accessible exteriorhose bibs or meter pits suitable for temporary water service connections. Allhomes have suitable connection points.4. It appears one �ire hydrant within the project limits may be taken out of serviceduring the work. Does the Town require temporary �ire protection, such as atemporary hydrant connection, during this period? Temporary �ire protection isnot required.5. Access pits will likely need to be constructed near the existing isolation valvesshown at the project limits. Is the intent for the Town to close these valves and havethe contractor work up to those limits, or will the Town provide another means ofisolating the section to be rehabilitated? The intent is for the isolation valves tobe shut, with the contractor working up to those limits. If the Contractorbelieves additional isolation is required to safely complete the work, a requestmust be made to the Town.6. Based on the project layout, at least two additional access pits may be requiredalong the right of way between residential properties. Please clarify how the Townanticipates the contractor accessing these areas with equipment, materials, andrestoration resources. The Town will coordinate with property owners andarrange for access to work areas along the common lot line.7. Will the Town obtain any required permissions or easements from property ownersfor access between houses, rear yard areas, or other areas outside the normalroadway limits? Yes.8. Are there any restrictions on equipment size, staging, parking, or material storagewithin the residential area? Equipment size should be appropriate for the workto be completed and the available space. Storage should be limited to publicright-of-way to the maximum extent practicable.9. Please con�irm the existing pipe material. The RFP states the existing main is 6-inchcast iron pipe. Please con�irm whether this is accurate for the full rehabilitationlength. It is the Town’s understanding that 6-inch cast iron is accurate.10. Does the Town have any known pipe break history, leak history, repair records, ormaintenance records for this segment? There is a known break history with thispipe segment, but speci�ic information will be provided by Town staff.11. Please clarify why this speci�ic pipe segment was selected for rehabilitation. Forexample, was it selected due to breaks, leaks, poor water quality, hydraulic concerns,age, customer complaints, or another reason? This segment was selected basedupon pipe material.12. Does the Town have any recent inspection data or condition assessment informationfor this water main? No.13. Please con�irm the type of lining system the Town is requesting barrier coating or asemi structural lining. Per Addendum #1, Liner shall be classi�ied as Class III(semi-structural), capable of independently resisting internal pressure andbridging defects as de�ined by AWWA structural classi�ication guidelines.14. The RFP requests NASSCO certi�ied inspection personnel for pre and post CCTVinspection. Since NASSCO certi�ication is generally associated with sewer inspectioncoding and not potable water main rehabilitation, would the Town considerremoving this requirement? Per Addendum #1, Inspection personnel for pre-and post-CCTV inspection do not need to be NASSCO certi�ied. They shall,however, be quali�ied to perform the respective inspection.15. Please identify the intended source points for temporary water service and whetherthe Town will provide access to hydrants or other connection points. The Townwill provide access to hydrants.16. The RFP states that the Town will collect samples. Please con�irm whether thecontractor is responsible only for �lushing and disinfection, with the Town handlingsample collection and lab coordination for both the temporary bypass system andthe newly rehabilitated water main. This is correct. The Town will handlesample collection and lab coordination.17. The RFP states the Town will complete remaining surface restoration items. Pleaseclarify what restoration is required by the contractor. For example, temporaryback�ill, �inal back�ill, temporary pavement, seed, mulch, or other items. PerAddendum #1, all pits shall be back�illed to �inal grade and compacted inconformance with Town standards. The Town will complete remainingsurface restoration items, such as topsoil, seeding, landscaping, and fence re-installation.18. Please con�irm whether the contractor is responsible for preparing andimplementing a traf�ic control plan for any work near the roadway? TheContractor shall be responsible for traf�ic control for any work impacting theexisting roadways.19. Please con�irm the allowable working hours for this project. Allowable workinghours are weekdays from 7 a.m. to 7 p.m.20. The RFP states the intent is to begin construction in July 2026 and complete bySeptember 30, 2026. Please con�irm whether there are any blackout dates, localevents, school schedule restrictions, or other timing constraints that may affect thework. Blackout dates consist of legal holidays and weekends. Work on Saturdaysmay only be allowed by permission of the Town.21. Please con�irm which permits will be required and whether the Town will obtainany permits directly. No permits are required.22. The RFP requires a valid Indiana Contractor’s License. Please clarify the speci�iclicense type required for this work. An Indiana Contractor’s License is notrequired and was included in error. The selected Contractor will be requiredto register with the Town of Munster. This process includes submittal of aCerti�icate of Insurance with General Liability including WorkersCompensation, bonding, and other pertinent info. Please see the Town’swebsite for further information.23. Since the RFP requests a lump sum fee, please con�irm whether the Town willconsider separate pricing for major work items such as temporary bypass, civilwork, pipe cleaning, lining, disinfection, and restoration for clarity. The Town willonly accept a single lump sum price.24. Will the Town allow or require a site visit prior to proposal submission? If so, will aTown representative be available to attend and coordinate with residents, asneeded? Site visits are allowed. Town staff may assist upon request.25. Please provide the Town’s approved materials list for pipe, couplings, valves, �ittings,and other appurtenances that may be required for temporary bypass, access pitpiping, reconnections, or other project related work. The selected Contractorshall follow industry best practices.
