NOTICE INVITING BIDS1. Project Title: Neighborhood Street Resurfacing Project – Cal Gisler, Specification No. PW26-09.2. Bid Submission. The City of Oxnard, California (“City”) will accept Bids for the abovereferenced project through electronic submission at Planet Bids at the link listed here:https://vendors.planetbids.com/portal/69575/portal-home until 2:00 p.m. on June 23, 2026.Shortly after 2:00 p.m. there will be a public reading of the bids in the City Council Chamberslocated at 305 West Third Street, First Floor, Oxnard, California 93030.3. Contract Documents. Prospective Bidders should obtain bid documents through theCity’s electronic bidding portal located at Planet Bids at the link listed herehttps://vendors.planetbids.com/portal/69575/portal-home.4. Scope of Work. As more specifically described in the Bid Package, the Project includesfurnishing all necessary labor, materials, equipment and other incidental and appurtenantWork to resurface existing asphalt concrete pavement within the Cal-Gisler neighborhood,including the milling of existing asphalt concrete pavement; placement and compaction ofasphalt rubber hot mix (ARHM); placement and compaction of asphalt rubber aggregatemembrane (ARAM) layer for cape seal pavement treatment; placement of slurry seal;excavation and reconstruction of asphalt pavement failed areas; reconstruction of existingADA curb ramps; concrete repairs; adjust utility covers to finished grade; removal andreplacement of street name signs and posts; and traffic striping.5. Bid Security and Bonds. Bid Security in the form of (a) cash; (b) a certified or cashier’scheck; or (c) a bidder’s bond made payable to City of Oxnard in an amount equal to tenpercent (10%) of the Total Bid Price is required to be mailed or delivered by the Bid DueDate to the Oxnard City Clerk’s office located at 300 West Third Street, Fourth Floor,Oxnard, CA 93030. Bid Security shall be enclosed in an envelope clearly marked “BIDSECURITY – Neighborhood Street Resurfacing Project – Cal Gisler, SPECIFICATION NO.PW 26-09” including the Bidder’s name and address on the outside of the envelope. Thesuccessful Bidder will also be required to furnish performance and payment bonds, each inan amount equal to one hundred percent (100%) of the Total Contract Price upon Contractaward. The bonds shall be in accordance with Greenbook Section 1-7.2 as modified by theCity of Oxnard in the General Provisions and the Contract Documents. The Performance Bondshall include a one-year warranty period. Bonds must be on the forms in the ContractDocuments unless other forms meet all of the City’s requirements including that the Bond limitbe automatically increased if the Contract amount is increased after execution of the Contract,and the City Attorney at his or her discretion approves the Surety’s form. Whenever Bondsare submitted for this Project, Bidder must also submit a photocopy of each Bond.6. California State Prevailing Wage. This Project is a “public work” subject to the requirementsof Division 2, Part 7, Chapter 1 of the Labor Code and Title 8, Division 1, Chapter 8 of theCalifornia Code of Regulations (“CCR”). The Contractor and all Subcontractors shall paywages in accordance with the determination of the Director of the DIR. Copies of these rates1are on file with lisa.shirley@oxnard.org and pw-publicprojects@oxnard.org and will be madeavailable to any interested party on request. They are also available athttp://www.dir.ca.gov/Public-Works/Prevailing-Wage.html. The Contractor shall post a copy ofthe DIR’s rates at each job site.7. DIR Registration; Compliance Monitoring. Pursuant to Labor Code Section 1771.1, theCity may not accept a Bid Proposal from or enter into a Contract with any Bidder, without proofthat Bidder and its prospective subcontractors are registered with the DIR to perform publicwork pursuant to Labor Code Section 1725.5, subject to limited legal exceptions. This Projectis subject to compliance monitoring and enforcement by the DIR and the submission ofelectronic certified payroll records to the California Labor Commissioner in the manner setforth in Labor Code Section 1771.4.8. License. Bidders must be licensed in accordance with the “Contractor’s License Law,”Chapter 9 of Division 3 of the California Business and Professions Code. At the time ofsubmitting the bid, Bidders must possess a valid California Class A-General EngineeringContractor’s License, and a current City business license at the time of Contract award.9. Substitution of Securities and Retention. Pursuant to Public Contract Code Section 22300,substitution of eligible equivalent securities for any moneys withheld to ensure performanceunder the Contract for the work to be performed will be permitted at the request and expenseof the successful Bidder. The City shall withhold five percent (5%) of any progress paymentas retention.10. Award. Any contract for the Project will be awarded to the lowest responsive, responsibleBidder as determined by the City using the amount of the Total Bid Price for bid comparisonpurposes. The City reserves the right to reject any or all bids or to waive any irregularities orinformalities in any bids or in the bidding process.11. Liquidated Damages. Contractor must complete all Work within sixty (60) Working Days ofthe City’s Notice to Proceed. There will be a $4,200 assessment for each Calendar Day thatWork remains incomplete beyond the Project completion deadline.12. Instructions to Bidders. All Bidders should carefully review the Instructions to Bidders formore detailed information before submitting a Bid Proposal.13. Federal Grant Funded Project. This Project is funded in full or in part with CommunityDevelopment Block Grant (CDBG) funds from the United States Department of Housing andUrban Development (HUD) under HUD No. B-25-MC-06-0534, Inter-Departmental AgreementNo. 10056-25-HO. Any Contract awarded for this Project pursuant to this Notice Inviting Bidsshall be subject to the terms and conditions of CDBG, HUD, and provisions of Title 2 Code ofFederal Regulations Part 200 et al., including compliance with Section 3 provisions of theHousing and Urban Development Act of 1968 (12 U.S.C. 1701u) and 24 CFR Part 75. Pleasereview the Contract, Contract Addendum, and Appendices for requirements. All Federallygrant funded projects require the successful Bidder to create an account and obtain a “UniqueEntity Identifier" (UEI) through the sam.gov website.
