BackgroundThe City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected through district-based elections, with one member serving as Mayor on an annual basis.
The City’s water system serves approximately 17,000 customer accounts, and a population of over 53,000. The City receives treated water from the Calleguas Municipal Water District and distributes to approximately 36 percent of the City. The City operates 16 water storage reservoirs, constructed between 1961 and 2002, with a total capacity of 35.5 million gallons. Thirteen of the reservoirs are above ground steel reservoirs, and three are partially buried concrete reservoirs.
On October 23, 2018, America's Water Infrastructure Act (AWIA) was signed into law which requires community drinking water systems serving more than 3,300 people to conduct Risk and Resilience Assessments (RRA)s and subsequently update Emergency Response Plans (ERP)s that reflect results of the RRA. Community Water Systems serving 50,000 to 99,999 people are required to submit certification of completion of the RRA to the US EPA as soon as possible once work begins. This deadline applies to the City of Thousand Oaks as it serves approximately 53,000 people. ERPs are due within 6 months of RRA certification. In the City’s case, the updated ERP will be due by June 30, 2026.
The City of Thousand Oaks previously prepared a Risk and Resiliency Assessment and Emergency Response Plan in compliance with AWIA requirements for the 2020 compliance period.
