Monroe, North Carolina Energy Services Department (“City”) is solicitingqualifications from qualified firms to provide professional services for the engineering,procurement, construction management, and commissioning support associated withan expansion of the City’s existing Liquefied Natural Gas (LNG) peak shaving facility.The purpose of this Request for Qualifications (RFQ) is to identify firms with demonstratedexperience in the design, expansion, and modification of LNG peak shaving facilities,including regulatory compliance, safety, construction management, and integrationwith existing operating facilities. This RFQ is intended to evaluate a firm’s qualifications,experience, technical capabilities, and overall suitability for the Project.II) City of Monroe / Energy Services OverviewThe City of Monroe is the county seat of Union County, North Carolina within the rapidlygrowing Charlotte metropolitan area. The Energy Services department is committed toproviding cost-effective, courteous, and customer-oriented operations to continuallyenhance the quality of life for the citizens of Monroe.The City of Monroe Energy Services owns and operates a natural gas system thatprovides energy to approximately 14,400 customers consisting of residential,commercial and industrial customers over 5,000 DT per day loads. The City of Monroe’sNatural Gas Division operates and maintains 43 miles of natural gas transmissionpipeline, 555 miles of natural gas distribution mains, 25 regulator stations and an LNGpeak shaving facility.III) Project Background and ObjectivesThe City’s LNG peak shaving facility at 2111 Morgan Mill Rd, Monroe, NC, has been inoperation since 2020. The facility plays a critical role in ensuring system reliability,managing peak demand, and maintaining cost-effective natural gas supply duringhigh-demand periods. The rapid growth in the area is causing an increase in the naturalgas system peak demands. This expansion is required to enhance system reliability,increase peak supply capability, and support anticipated future load growth. TheProject is expected to include modifications and/or additions to existing LNGinfrastructure, including but not limited to storage, vaporization, process systems,controls, and supporting facilities.
