Thesolicitation, selection, and negotiation of a contract shall be conducted in accordance withall Department requirements and guidelines.The primary and/or subconsultant firm(s) shall be pre-qualified by the Department toperform ANY COMBINATION of the Discipline Codes listed below for the City of HighPoint. Discipline Codes required are:• 00141 – Multi-modal Transportation Planning• 00171 – Public Involvement• 00315 – Municipal & Regional Planning Studies• 00515 – Multimodal/Bike-Ped/Transit Information Gathering• 00580 – Multimodal Transportation Financial PlanningWORK CODES for each primary and/or subconsultant firm(s) SHALL be listed on therespective RS-2 FORMS (see section ‘SUBMISSION ORGANIZATION AND INFORMATIONREQUIREMENTS’).1Version: 2026.03.04 MTMThis RFLOI is to solicit responses (LETTERS of INTEREST, or LOIs) from qualified firms toprovide professional consulting services to:The High Point Metropolitan Planning Organization (HPMPO), on behalf of the City ofHigh Point Department of Transportation (HPDOT).Electronic LOIs should be submitted in .pdf format using software such as Adobe, CutePDF PDFWriter, Docudesk, deskPDF, etc.LOIs SHALL be received BY EMAIL no later than 15:00 EST, June 8th, 2026.The address for electronic deliveries is: candy.harmon@highpointnc.govLOIs received after this deadline will not be considered.Except as provided below, any firm wishing to be considered must be properly registered with theOffice of the Secretary of State and with the North Carolina Board of Examiners for Engineersand Surveyors. Any firm proposing to use corporate subsidiaries or subcontractors must includea statement that these companies are properly registered with the North Carolina Board ofExaminers for Engineers and Surveyors and/or the NC Board for Licensing of Geologists. TheEngineers performing the work and in responsible charge of the work must be registeredProfessional Engineers in the State of North Carolina and must have a good ethical andprofessional standing. It will be the responsibility of the selected private firm to verify theregistration of any corporate subsidiary or subcontractor prior to submitting a Letter ofInterest. Firms which are not providing engineering services need not be registered with the NorthCarolina Board of Examiners for Engineers and Surveyors. Some of the services being solicitedmay not require a license. It is the responsibility of each firm to adhere to all laws of the State ofNorth Carolina.The firm must have the financial ability to undertake the work and assume the liability. Theselected firm(s) will be required to furnish proof of Professional Liability insurance coverage in theminimum amount of $1,000,000.00. The firm(s) must have an adequate accounting system toidentify costs chargeable to the project.2Version: 2026.03.04 MTMBACKGROUNDThe City of High Point is located in the middle of the Piedmont Triad in North Carolina. Asthe city continues to grow, it is committed to developing a robust multimodal network to helpthe city achieve its mission of “creating the single most livable, safe and prosperouscommunity in America”.The HPMPO PL-104 will fund 80% of the Comprehensive Pedestrian and Bicycle Plan, whichis listed in the HPMPO’s FY2026-2027 Unified Planning Work Program. HPMPO staff willserve as the project manager, project oversight, and the fiduciary agent.The Comprehensive Pedestrian and Bicycle Plan will support the City of High Point’s 2045Comprehensive Plan and previous multimodal planning efforts to advance goals ofmultimodal access and connectivity, safety, and equity. The Comprehensive Pedestrian andBicycle Plan should include the development of the following recommendations:- Multimodal Network Recommendations. This plan should build off an analysis ofexisting conditions, opportunities, and constraints, and recommendations fromprevious planning efforts, which should include the 2045 Comprehensive Plan, HighPoint Greenway Plan, Short-Range Transit Plan, HPMPO Regional Bike Plan,Piedmont Triad Regional Council (PTRC) Comprehensive Safety Action Plan,Downtown Multimodal Vision Plan, HPMPO MTP, and HPMPO CTP to developrecommendations for a comprehensive pedestrian and bicycle network. This plan isintended to build upon and then replace the High Point Pedestrian Plan adopted in2017.- Prioritization and Implementation Recommendations. This consists of a scoringmatrix reflecting criteria such as safety, connectivity, equity, and project costs, whichwill feed into the creation of a prioritized project list. Detailed cut sheets or designconcepts should be developed for the top-ranking projects that are not currently underdesign. This plan should provide guidance on the phased implementation of therecommended network and on the local, regional, state, and federal fundingstrategies.- Best Practices & Policy Guidance. This plan needs to elevate user experience,improve accessibility, and integrate sustainability. This includes refined multimodaldesign standards for sidewalks, bicycle facilities, crossings, greenways, and transitstops; guidance on ADA compliance; and the integration of amenities such as lighting,shade, seating, and a Safe System/Vision Zero approach. This plan should createpolicy recommendations, including an evaluation of the City’s Complete Streets Policy,policies related to multimodal access, and pedestrian‑bicycle connectivity, to beincorporated into development review and future capital programming.3Version: 2026.03.04 MTMSCOPE OF WORK1. Project Management:Task 1.1: Stakeholder IdentificationIdentify and engage stakeholders, including community members, local businesses,neighborhood groups, schools, and advocacy groups.Task 1.2: Project Kickoff MeetingConduct a kickoff meeting with key stakeholders, including City staff, communityrepresentatives, and partner organizations.Task 1.3: Project Management Report and InvoicingHold bi-weekly meetings with the Project Management team to work through projectlogistics and prepare materials. The consultant will provide monthly reports to theProject Management Team outlining completed tasks and those that have madeprogress. This will include monthly invoices to be processed through the MPO. Thefinal invoice should be established for processing before June 30th, 2027.Task 1.4 Steering Committee MeetingsWork with the project steering committee to draft proposals and recommendationsand to vet draft sections of the Pedestrian and Bicycle Plan.2. Background Research and Data Collection:Task 2.1: Existing Conditions AssessmentConduct a comprehensive assessment of existing land uses, activity centers,downtown, and transportation networks in the City of High Point and connections tofacilities in surrounding areas.Task 2.2: Plan ReviewReview bicycle-, pedestrian-, and transportation-related planning documentsadopted at the local and regional level to identify related appendices and assurealignment with related efforts.4Version: 2026.03.04 MTMTask 2.3: Data CollectionGather data on and utilize GIS mapping to identify high-priority areas. GIS Layersand data sets may include:• Existing and funded bicycle-, pedestrian-, transit facilities.• Bicycle, pedestrian, and transit access facilities gap analysis, includingunfunded bicycle, pedestrian projects, transit, street, and intersection projectsfrom relevant municipal plans.• Transit routes, frequency, ridership, and related information.• Existing streets layer with lanes, intersections, right-of-way width, speed limit,signals (RRFBs, PHBs, etc.), classification, emergency routes, speed humps,and other traffic calming treatments.• AADT from NCDOT or the City Pedestrian, bicycle, and vehicle crash data.• Existing land use.• ACS / Census demographic data• Priority Development Areas and Equity Opportunity Areas from the 2045Comprehensive Plan, including activity centers and place types.• Existing and proposed greenway alignments.• Destinations, such as schools, parks, grocery stores, convenience stores,drug stores, etc.3. Community Engagement:Task 3.1: Outreach MaterialsDevelop and help distribute outreach and promotional materials to inform the publicabout the planning process and invite feedback. Translate all outreach materialsinto Spanish, including online surveys, comment forms, handouts, social mediaposts, and other documents as needed.Task 3.2: Public Meetings and WorkshopsConduct public meetings and workshops in targeted growth and demographicallyrelevant areas to gather input from community members regarding pedestrian andbicycle needs, safety concerns, and preferences. The Consultant should provideinformation on where in the project schedule the meetings take place and the natureof the public meetings.Task 3.3: Surveys and Online EngagementDevelop and implement survey tools to reach a broader audience and collect diverseperspectives on pedestrian and bicycle priorities.Task 3.4: Documentation and AnalysisDocument all public engagement efforts conducted, measure people reached,measure input collected, and evaluate effectiveness. Analyze public input to informcomprehensive network recommendations and prioritize projects.5
