The City of Williamsburg invites qualified firms to submit proposals to provide consulting services for Diversity, Equity, and Inclusion Services in Williamsburg, Virginia.

The City of Williamsburg is seeking to create an environment where all individuals feel valued, respected, and included by fostering a welcoming culture that appreciates the knowledge, skills, abilities, and perspectives of a diverse workforce.

Qualifications:
Description
1.        Evaluate and make recommendations for improvement to City governance, protocols, processes, practices, and publicity to ensure the absence of biased processes and environments.
2.        Develop and advise robust search, recruiting, and hiring practices within the City’s framework to ensure the city is actively seeking diverse groups and employing fair internal processes, opportunities, resources, and support regardless of background or identity.
3.        Facilitate a system to ensure an inclusive and belonging culture and environment.
4.        Develop and deliver staff training programs that address cultural inclusion and competencies.
5.        Establish an accountability mechanism that measures progress towards a diverse, equitable, and inclusive community and workforce.
6.        Provide ongoing review, continuous research, and reports that measure trends for three to five years.
7. Build relationships with community groups that support DEI initiatives.
8.        Promotes DEI program and policy information.
9.        Review city procurement processes and advise on improvements to maximize accessibility and equity.
Initial deliverables
1.        Develop and execute an orientation and training curricula.
2.        Suggested improvements to the existing hiring process to ensure diverse and fair practices.
3.        Provide recommendations regarding the city’s personnel policies and procedures.
4.        Develop performance measures for DEI initiatives.
5.        Suggested improvements to the boards and commissions appointment process.
Special Requirements:
