The feasibility study will include community input, identification of programming to meet current and future community needs, market assessment, site location and analysis, and an operations analysis resulting in a business plan.
Award will be for a contract term ending upon completion of requested services. The center will include detox, mental health, diversion and human services along with a detention center sub-station or annex in Hobbs, New Mexico to expand access to services for people in immediate need of care. The purpose of this project is to complete an assessment of space needs for behavioral health care and to inform Lea County on where and how to expand.
Objectives:
- Conduct necessary research to understand community needs for a Community Wellness Center in Hobbs, New Mexico. This should include review of the Lea County Strategic Plan and Community Wellness Initiative, the goals of the Justice & Human Services Division, community resources, community engagement, and market assessment.
- Identify two facility options which expand behavioral health and wellness opportunities for the community. Provide analysis showing how facility components will complement, rather than duplicate or saturate, existing and planned resources.
- Lea County is interested in a facility supported by appropriate facility/programming components and an easy-to-understand and realistic operations analysis. For each of the two facility options, provide:

- Revenue projections based on similar best-practice facility examples.
- Expense projections for staffing, programming, operations, and maintenance based on similar best-practice facility examples.
- A subsidy analysis which identifies general fund impact.
- Work closely with staff to develop a signature facility which effectively integrates with community needs and resources.
- Create a site analysis to confirm the two recommended facility options fit well in possible space and location in the City of Hobbs area.
BackgroundLea County does not currently have detox services. Persons in need of detox are brought to the County Detention Center for the lack of other options. This project will create services in the City of Hobbs and provide access points for services. Services will be available for those in need of behavioral health, diversion and social services. This initiative will also provide options for law enforcement to serve the community without punitive actions when responding to mental health crises. Justice involved individuals will also receive services through the detention sub-station.
Lea County has a Health & Wellness department located in Hobbs. This clinic provides outpatient therapy and will be launching programming for detainees and justice -involved individuals. Lea County Alternative Sentencing Program is also located in Hobbs and provides probation and pre-trial services and will be expanding diversion programming. The Detention Center is located in the City of Lovington, which serves as the County seat. This location is an inconvenient distance (about 20 miles) from Hobbs. The County, as a whole, also lacks any public transportation options. Since establishing our current community wellness initiative, Lea County has plans for significant growth in services and staffing over the next ten years in community wellness.
