One structure is located in the City of Rock Island and the other is located in the City of East Moline. The City of Rock Island will be the lead for both demolitions. The contract for both demolitions will need to be approved by the Rock Island City Council as "successor" to the land bank authority.Â

There is currently a basement full of water from a possible service leak. This prop-erty will have special attention to the removal of retaining wall and final grading of the lot. The concreteretaining wall and steps on the North side of the lot will remain intact. Once all the trees, wood ties, andstones the contractor will need to stair step the hill side from the existing concrete wall and install a siltfence trenched into the soil to assure the grade holds until the grass has been establish. There will needsome soil feathering and blending into the East and West properties. On the South side of this propertythe retaining walls and steps will need to be completely removed. Leave the East and West propertywalls intact. This side will need stepped back to a grade that retain its shape and be mow able once thegrass has been established.The property at 1513 8th Avenue, East Moline, has not been inspected due to unsafe ways/access. Noinspection for asbestos has been completed. All structures on the bid are not guaranteed to be awarded.The City of Rock Island, Illinois, will receive Bids until 2:00 P.M., prevailing time, on the 30th day of January 2026, atCity Hall, 1528 Third Avenue, Rock Island, IL 61201.Bids received after this time will not be accepted. Bids will be opened and publicly read aloud immediately after speci-fied closing time in the Community Development Department (CD) meeting room on the second floor of City Hall.Bid Documents will only be available on the City Website: http://www.rigov.org/bids.aspx starting Friday,January 9th, 2026. Please sign up for Bid Notifications with a valid email address in order to receive updates,addendums, and responses to Contractor questions.All questions regarding this project must emailed to laxton.jeff@rigov.org and all answers will be posted inrelated documents on the City’s Bid Page under a bid related document named “Contractor Questions andAnswers.”In order to be awarded this contract the prime contractor must perform at least 51 percent of the cost of thecontract incurred for personnel with their own employees.There will be an open house on January 15th, 2026 at 10:00 a.m. for 3321 7 1/2 Avenue for bidders to walkthrough in preparation for the asbestos removal. See attached report. There will not be a mandatory walkthrough.
